The Government’s foreign policy and international action have enabled traditional relations with the Arab-Muslim world to be modernised and relaunched. The relationship now has a multidimensional focus that encompasses not only traditional politico-diplomatic channels but also social, economic, cultural, scientific and technological relations. Public diplomacy and popular action form part of the exchange of knowledge and experiences to our mutual benefit, enabling old clichés to be overcome. As President of Casa Árabe I am particularly pleased about the growing influence of the institution within our country, in the Arab zone to which it refers, and in Europe and Latin America, making it a necessary and modernising tool of Spanish foreign policy. The directorship of this public consortium and its staff have rigorously revealed the potential of Hispano-Arab relations, their deep roots, and encouraged the interest and attraction between Spain and Arab countries. This explains the growing influence of Casa Árabe’s programme of activities and the response it receives within and beyond our frontiers. From its headquarters in Madrid and from its International Institute of Arab and Muslim World Studies in Cordoba, Casa Árabe promote lines of research into political reforms and socio-economic trends in Arab countries, resulting in publications and activities produced by the socio-political observatory and the socio-economic forum respectively. Social conditions of Arab and Muslim women, Muslims in the west, Islamisms in their context, and education and the dynamics of socio-economic development are among the research topics undertaken. The findings of these investigations are passed on via various means and public events to experts and all those interested. Casa Árabe plays a crucial role in communicating and handling relations with the Arab world, and in promoting mutual knowledge and intercultural diversity. The autonomous communities of Andalusia and Madrid, and the town halls of Madrid and Cordoba contributed decisively to increasing our bilateral and multilateral relations, and developing relations with third parties, especially with Latin America, the Gulf states and the European Union. 04 PRESIDENT President Miguel Ángel Moratinos Cuyaubé This year, Casa Árabe initiated a close relationship with universities and Spanish institutions in the Arab region on matters of research, publications and cultural and scientific exchanges. Agreements were signed to develop a full programme of activities in various Spanish regions and cities, aimed at reaching a broad and varied range of people across the country. Casa Árabe’s activities programme helped develop and promote Arabic language and culture, and supported our Foreign Service in these and other educational tasks. Its move to a permanent Madrid headquarters, in the unique Escuelas Aguirre building, contributed greatly to the effectiveness of its activity and aims. Madrid City Hall provided and renovated the building for Casa Árabe. Having a permanent base undoubtedly enabled us to strengthen its visibility, and signal the importance that Spain and its institutions give to relations with the Arab and Islamic world. Activities in 2008 produced very satisfactory results and demonstrated the effectiveness of this public consortium. This Annual Report provides information about all of them: they are the fruit of inter-institutional cooperation and a legacy for Spanish society. Casa Árabe 2008 05 Casa Árabe 2008 Letter from the Director General 06 06.Letter from the Director General The year 2008 continued to demonstrate the importance of the Arab and Islamic region in international relations, and its central place in Spain’s foreign policy. It confirmed the relevance of an institution like Casa Árabe in promoting knowledge, public diplomacy and research about Arab and Islamic countries. We focused on activities that included crosscultural communication between the Arab world and the west, critical debate among intellectuals and academics, knowledge of the plurality of Arab and Islamic societies, the dynamics of diplomatic and economic interaction, and the dismantling of prejudices and stereotypes. These priorities encouraged mutual engagement, the development of common interests and points of contact between our respective societies. Casa Árabe experienced a year of intense activity in 2008, when it extended its programmes, increased its public spaces and services, and consolidated itself as a project reflecting the progressive importance of this region of the world in the international order and for global stability. We moved into our permanent Madrid headquarters, a unique and beautiful historic building provided by the capital’s City Hall, in March 2008. The move enabled us to carry out activities planned in the founding project but which could not be developed earlier because of the lack of necessary space. Thus, Casa Árabe was able to launch its exhibition programme, devoted to showing the most avant-garde expressions of con06 DIRECTOR GENERAL Director General Gema Martín Muñoz temporary Arab artists; organise an ongoing film programme; establish the Arabic Language Centre, where more than 300 students currently learn literary Arabic and Moroccan dialect; take the first steps towards building a Media Library and Documentation Centre that will open to the public next year. In this process of extending its programmes, Casa Árabe launched Arabia Americana, an interdisciplinary project aimed at publicising Arab influence and contribution to Latin American national identities. The project seeks to promote Spain’s role as a bridge between Latin America and the Arab world in all aspects: historical, political, economic and cultural. It therefore developed its field of activity in Spain, in Arab countries and in Latin America. All this was accompanied by increased activity in support of Spanish diplomacy via the organisation of Arab institutional visits covering politics, economics and culture. This strengthened Spain’s role as an interlocutor with the Arab world within a European and international framework. This beautiful building in the neo-Mudéjar style was designed by Emilio Rodríguez Ayuso, who also co-designed the former bullring at Las Ventas in Madrid. The schools were finished in 1884, and three years later the architect was commissioned to create the garden and the ornamental railings. The two-storey residence is organised around four patios, one of which contains a round fortified tower. The building possibly dates from the 14th century, although most of the present structure dates from the 15th and 16th centuries. The building is situated in the area south of the Medina in 16 the historic centre of Cordoba, near the Mosque-Cathedral, and within the area declared a Heritage Site. This unique neo-Mudéjar building was constructed at the end of the 19th century by the architect Emilio Rodríguez Ayuso, and Madrid’s city authorities completely renovated the interior to adapt it to its new use. The official handover by the Mayor of Madrid, Alberto Ruiz Gallardón, who is also Vice President of Casa Árabe, and the Minister of Foreign Affairs and Cooperation, Miguel Ángel Moratinos, was celebrated on 25 March, 2008. Casa Árabe’s Director General, Gema Martín Muñoz, and its Diplomatic Board were also present. The headquarters was officially inaugurated by Their Majesties the King and Queen of Spain on 7 July, 2008, in the presence of the Minister of Foreign Affairs and Cooperation, Miguel Ángel Moratinos, the President of the regional government of Andalusia, Manuel Chaves, the President of the regional government of Madrid, Esperanza Aguirre, the Mayor of Cordoba, Rosa Aguilar Rivero, the Director General of Casa Árabe, Gema Martín Muñoz, and representatives of the Governing Board. The proceedings opened with an extraordinary meeting of Casa Árabe’s High Board of Trustees, whose members included the Secretary General of the League of Arab States, Amr Musa. After the meeting, Their Majesties the King and Queen signed the institution’s book of honour and unveiled a 18 commemorative plaque at the building’s main door to mark the inauguration. Then they visited the photographic exhibition “Spain and the Arab world: Images of a century of political relations”. The ceremony concluded with a reception attended by Arab ambassadors accredited in Spain, the Advisory Board of Case Árabe, and invited representatives of other institutions. A party for collaborators and friends of Casa Árabe was held in the evening in the gardens of the new headquarters. Guests had the opportunity to view the dance show “HispanoEgyptian Desordances” by the choreographer Dani Pannullo. Specialises in all matters relating to Islam, and the Arab and Islamic world. Casa Árabe’s Media Library. A multimedia centre that specialises in contemporary Arab creativity and production. Al-Maidan Auditorium and Film Theatre. This dual-use space with a capacity for 153 people is used both as a conference hall and to show films. Casa Árabe’s Documentation Centre (CdD). Has access to the main specialist international databases in various disciplines related to Islam and the Arab and Islamic world. Arabic Language Centre. Where literary Arabic (fusha) and Moroccan dialect (dariya) are taught, with varying timetables according to level. Children’s workshops and calligraphy are offered in Casa Árabe’s classrooms, along with educational and specialist seminars on the Arab and Islamic world for professionals with an interest in this part of the world. Fairuz and Umm Kulzum Exhibition Rooms. Two communicating spaces accommodate exhibitions and artistic installations. Al-Hiwar Room. A multipurpose space for debates, forums and small exhibitions. Al-Hadiqa. Casa Árabe in Madrid has a spacious garden where open air musical and performing arts events are organised. Café. Located in the basement. Participants in the Tribune include important players in Arab countries whose voices are not generally known in Spain, and analysts and specialists in the contemporary Arab world. It is an interdisciplinary forum where socio-political, economic and cultural subjects are discussed. Casa Árabe’s Tribune organised around 20 conferences and round tables in 2008, many of which were repeated in various cities in collaboration with other bodies, including the Three Cultures Foundation, Cordoba University, Granada University, Extremadura University, University of Jaén, IEmed and Cidob. 22 INTERDISCIPLINARY FORUM WHERE SOCIO-POLITICAL, ECONOMIC AND CULTURAL SUBJECTS ARE DISCUSSED Casa Árabe 2008 23 24 Maher Sharif (Syria) and Nur Masalha (Palestine), the journalists Firas Ahmad (USA) and Patrick Cockburn (United Kingdom), the ministers Bouthaina Shaaban (Syria) and Nouzha Skalli (Morocco), and the anthropologist Eva Evers Rosander (Sweden). Participants in the Tribune on “Art and new technologies in Morocco. Casa Árabe’s Bookstand presents and debates new publications on Arab and Islamic matters in collaboration with publishers, always in the presence of the authors. Sixteen books, including essays and novels, were presented in Madrid, Cordoba, Barcelona, Seville, Malaga, Saragossa and Bilbao in 2008. Casa Árabe 2008 29 Casa Árabe’s stall in the book fair at Seville A Reader’s Guide “A thousand and one books to introduce the Arab world” was compiled and published, as an additional means of promoting books by Arab authors and about Arab subjects. The guide lists references to recent works on history, politics, literature and gastronomy. Published in book form, it is also accessible in electronic format. A reading guide for children was also published, entitled “Simsim. Children’s books to introduce the Arab world”, which was distributed in libraries and bookshops. CASA ÁRABE PROMOTES AND SUPPORTS THE APPEARANCE OF ARAB AUTHORS IN INTERNATIONAL FESTIVALS Casa Árabe participated in the book fairs of Madrid and Seville to raise the profile of books by Arabic writers or on Arabic subjects. The institution had its own stalls that offered a wide range of recent titles, and it organised debates and round tables. These activities paved the way for Casa Árabe’s bookshop, which specialises in Arab authors and Arabic matters. Madrid’s 2008 book fair had Latin America as its main theme. To mark the occasion, Casa Árabe organised the round table “From the Bekaa to Maipú: Arab footprints in Latin 30 pation of the novelists Yasser Abdel-Latif Hussein (Egypt) and Huda Barakat (Lebanon); the IDEM Festival (Cordoba, March 2008) with the participation of Abdallah Taia (Morocco); the Cosmopoética Festival of poetry (Cordoba, April 2008) in which Ibrahim Nasrallah (Palestine) and Mohammed Bennis (Morocco) participated; the Hay Festival Alhambra-Granada (May 2008), with the participation of the writers Raja Alem (Saudi Arabia), Murid Barguti (Palestine), Radwa Ashur and Ahdaf Soueif (Egypt), Elias Khoury and Huda Barakat (Lebanon), Najat El Hachmi (Spain) and the historian Hamid Triki (Morocco); and the Hay Festival Segovia (September 2008) with the poetess Widad Benmusa (Morocco). Its film theatre, equipped to project films of various formats, further boosted programming of the Arab cinema seasons launched the previous year. Casa Árabe builds its Viewpoints programme around seasons focused on specific themes, authors or countries. This makes it possible not only to show films unavailable in commercial cinemas, but also to produce accompanying information material, and organise presentations and other public events. The new film theatre was inaugurated with the season Panorama of contemporary Arab documentary cinema II: Identity and re-examining history, which also launched Casa Árabe as the official headquarters of the Documenta Madrid Festival 08. The season was curated by the Egyptian producer Basel Ramsis. With the nine films shown in this sea- 32 son, Casa Árabe continued to emphasise the growing importance of the documentary genre among contemporary Arab filmmakers. It also provided a direct window on to the social, political and cultural conditions of those countries. The second season of the year was Urban cartographies: the city in contemporary Arabic cinema, for which the university professor and specialist in cinema of the South Alberto Elena chose six feature films considered indispensable in the history of Arabic film: Viva l’Aldjerie, Heremakono, Crónica de una desaparición (Chronicle of a disappearence), El caos (Chaos), Falafel and WWW.What a wonderful world. These films gave viewers an insight into daily life in cities like Algiers, Beirut, Casablanca, Cairo, Jerusalem, Nazareth and Nouadibu, and revealed Arab filmmakers’ fresh approaches to their own cities and the complex social processes of urbanisation. Casa Árabe 2008 33 Casa Árabe screened two full-length documentaries as part of the Madrid Jazz Festival’s “Film and Music” section: Zad Moultaka, by the Moroccan director Leila Kilani, and Conocerse es el principio (Know yourself first) about the experience of the West-Eastern Divan Orchestra, created by the Palestinian intellectual Edward Said and the musician and orchestra conductor Daniel Barenboim, to stimulate dialogue between Arabs and Israelis. Two further seasons were included in the programme of Casa Árabe’s film theatre during 2008. The season First steps for Maghreb cinema, devised in collaboration with the Festival of African Cinema of Tarifa, presented works representing what is known as “new Arab cinema”, which has arisen hand in hand with various countries’ processes of independence, and their demands for national identity. Finally, the annual film programme concluded with the season in Homage to Youssef Chahine, one of the world’s best known Arab filmmakers, whose death occurred in the summer of 2008. The homage to this Egyptian director was carried out in collaboration with the Granada Festival of Southern Cinema. CASA ÁRABE SUPPORTS ARABIC CINEMA IN INTERNATIONAL FESTIVALS Collaboration continued with the Spanish Filmoteca in 2008, in the form of “Casa Árabe presents”, with the projection of recent films such as the Lebanese Dunia, by Jocelyne Saab, and the Algerian Bled Number One, by Rabah Ameur-Zaïmeche. Casa Árabe collaborated in the pre-screening and distribution of titles such as Rif 1921, una historia olvidada (Rif 1921, a forgotten story), by Manuel Horrillo, and El edificio Yacobián (The Yacoubian building), by Marwan Hamed. The aim was to support those productions that had succeeded in being shown commercially in our country. Ongoing collaboration with cultural and educational bodies, and film festivals across Spain that concentrate on so-called “marginal cinemas” was equally important. Examples include the Southern Cinema Festival (Granada), The Film in Motion section of the San Sebastian Festival, Festival Amal 08: The International Festival of EuroArab Cinema (Santiago de Compostela), the Malaga Film Festival, the Tarifa Festival of African Cinema, the Al-Quds Association of Malaga, the XI Women’s International Film Show promoted by Odeonia and the University of Saragossa. Most of these seasons were also shown in the cities of Cordoba and Granada, thanks to the close collaboration established between Casa Árabe’s Cordoba headquarters and the Filmoteca of Andalusia. The Egyptian director Youssef Chahine 34 throughout the year to complement the film seasons. Thus, we could learn more about Arab cinematography at the hands of directors like Marwan Hamed, Namir Abdel Messeeh, Nader Helal, Jocelyne Saab and Kais al Zubaidi in 2008; and we heard from experts and film historians like Alberto Elena, Inmaculada Gordillo, Moisés Salama, Fernando González and Basel Ramsis. Casa Árabe prepared a film season Tales from Iraq in October 2008, to accompany the exhibition Baghdad: City of mirage. The films included works of varying formats - shorts, medium-length and full features – and genres, including the first fiction films produced since the US-led invasion of 2003. Films about the last Iraq war abound, but all the titles included in this show were produced in Iraq by Iraqi directors, a unifying theme that gave the programme a totally Iraqi perspective. It included a musical programme with a concert organised in the Amaya Theatre. The lutenist Ahmed Fathi and the choir of Ali al Akwa’a and the Munshidin revealed to the public of Madrid the beauty of Yemen’s traditional songs. Performances were preceded by a poetry reading by the poet Ahmad al-Awadi of his work Seasons for Saba’s sadnesses, and the projection of slides of the illustrations of the book by the artist Amna al-Nasiri. Ali al Akwa and his Munshidin, and the poster that advertised the concert Casa Árabe 2008 Voices 36 Casa Árabe 2008 37 A concert by Rim Banna, a singer internationally recognised as one of the most Street musicians directed by Abdenbi El Gadari and the gnawa group Bambara 38 Casa Árabe organised a concert by the Algerian composer and performer Abderrahmane Abdelli in January 2008 at the University of Cordoba. His programme combined traditional music, using instruments such as the mandola, the bendir and the darbuka, with elements of jazz. charismatic voices on the current musical scene in Palestine, took place in May at the Fine Arts Theatre in Madrid, to commemorate the 60th anniversary of the Palestine Nakba. Rim Banna performed songs from her best known albums The mirrors of my soul and Seasons of violet. With her astonishing voice, she succeeded in breaking the language barrier to connect intensely with the audience. Casa Árabe joined in the numerous cultural activities organised in the Expo of Saragossa, with the concert “Sound of water: music of Spain and Africa”. Enrique Morente and the music of Jajouka masters from the hills south of Tangiers achieved a flamenco-Arab fusion of styles. CASA ÁRABE ONCE AGAIN JOINED IN THE CELEBRATIONS OF EUROPEAN MUSIC DAY TO COMMEMORATE THE 60TH ANNIVERSARY OF THE PALESTINE NAKBA, RIM BANNA GAVE A CONCERT IN MADRID’S FINE ARTS THEATRE 38 The Algerian composer and performer Abderrahmane Abdelli The Palestinian singer Rim Banna Casa Árabe 2008 Voices Casa Árabe joined once more in the celebrations of European Music Day which Madrid City Hall has organised in recent years, on 21 June. As part of the municipal programme took place in the Templete (bandstand) in the Retiro park, a lively musical march was organised on this occasion by the maestro Abdenbi El Gadari and the gnawa group Bambara. Starting at the bandstand, the procession marched round the lake of the park to finish with a little concert in the garden of our headquarters nearby. Casa Árabe 2008 39 ARAB MUSIC IN THE CORDOBA GUITAR FESTIVAL CASA ÁRABE HELPED PROMOTE PERFORMING ARTS WITH THE PERFORMANCE OF EL LUGAR Y LA PALABRA H-KAYNE, REPRESENTATIVES OF MOROCCAN NEW WAVE A concert organised by Casa Árabe Casa Árabe invited members of H-Kayne to participate in the Festival of Ramadan Nights 08; they also performed music representing Moroccan new wave at a concert in Jerez de la Frontera, in the XXII Ágora Juvenil organised by the regional authorities responsible for young people. Casa Árabe organised a concert of the Lebanese lutenist Rabih AbouKhalil, who presented his latest work of fusion with fado and traditional Portuguese music to an audience in Madrid. The event took place in the autumn, as part of the Madrid Jazz Festival sponsored by the city’s municipal authorities. 40 Finally, Casa Árabe collaborated with the Cervantes Institute to mount a performance of the theatre piece El lugar y la palabra: conversación interferida (The place and the word: interrupted conversation), the result of research carried out in Beirut by the choreographer Fernando Renjifo. The show ran for three days in the Sala Off-Limits and included the participation of the actors Ziad Chakaroun and Alberto Núñez. The institution promoted the Hispano-Egyptian fusion show “Desordances 3” A member of the Moroccan group H-Kayne 40 The Cordoba Guitar Festival, which is held every July, included once again a concert given by Casa Árabe. This year it featured the Moroccan Majid Bekkas, master of fusion between traditional gnawa rhythms and Arab musical influences, jazz and the deepest blues. The concert also formed part of the EsCultural 08 programme in the Andalusian village of Puente Genil. Images of a century of political relations 42 42.Exhibitions CASA ÁRABE ORGANISED ITS FIRST EXHIBITION IN THE HEADQUARTERS OF THE LEAGUE OF ARAB STATES IN CAIRO ON SPAIN AND THE ARAB WORLD. IMAGES OF A CENTURY OF POLITICAL RELATIONS The first exhibition organised by Casa Árabe, called “Spain and the Arab world. Images of a century of political relations,” was organised in February 2008. It was held in the headquarters of the League of Arab States in Cairo, and was inaugurated by Their Majesties the King and Queen during their official visit to Egypt. The exhibition showed through photographs the closeness of Hispano-Arab relations and the most important moments in their history. The exhibition’s aim was to introduce Casa Árabe to Arab states as a whole. The same show inaugurated the Madrid headquarters of Casa Árabe on 7 July. Four members of Casa Árabe’s Advisory Board worked together for four months to select and document 150 photographs from the archives of Spain’s national news agency EFE. They were the ambassador Pedro López Aguirrebengoa, the arabist Pedro Martínez Montávez, the historian Antoni Segura and the journalist Enrique Vázquez. After it was 42 presented in Madrid, the exhibition travelled to the Andalusian regional parliament headquarters in Seville, where it was on show throughout the month of October. Exhibition Spain and the Arab world. Images of a century of political relations in Casa Árabe’s headquarters in Madrid Casa Árabe 2008 Exhibitions Casa Árabe 2008 43 The second exhibition organised in Casa Árabe’s Madrid headquarters was City of mirage. Baghdad from Wright to Venturi mounted in collaboration with the College of Architects of Catalonia, where it was first shown. Her Royal Highness the Infanta Doña Cristina was patroness of the exhibition. The architect Pedro Azara, curator of the exhibition, spent two years of rigorous research to assemble many architectural projects developed by the the 20th century’s most important architectural studios for the city of Baghdad during the period of King Faisal II (the 1950s) and Saddam Hussein (the 1980s). Various models made especially for the exhibition by Spanish and Iraqi architecture students were shown, together with pictures of plans, perspectives, sketches and photographs of the buildings. An inaugural conference accompanied the exhibition, led by the Iraqi architect Ghada Al Siliq, whose advice was indispensable during the long process of research prior to the exhibition. From Wright to Venturi Casa Árabe 2008 Exhibitions Casa Árabe highlighted panoramic or joint shows of Arab artists to introduce the diversity of contemporary Arab viewpoints, subjects and artistic creativity to the Spanish public, and to show the most avant-garde expressions of today’s Arab artists. Morocco featured as the chosen country in the first collective exhibition of contemporary arte organised by Casa Árabe. Collectif 212. Contemporary art in Morocco, curated by Jesús Castaño and organised in collaboration with the ArtSur Foundation, was inaugurated in November. This artists’ collective represents the current panorama of art in Morocco, and comprises the Moroccans Amina Benbouchta, Safâa Erruas, Jamila Lamrani, Hassan Echair and Younès Rahmoun, the Franco-Gabonese Myriam Mihindou and the Iraqi Imad Mansour. The collective includes a wide range of art forms: video, installation, painting, etc. Under the Collectif 212 umbrella, members work jointly in their effort to make their work known abroad, and to break the international vision of a monolithic stereotype of Arab artistic creativity, widely held in western societies. Casa Árabe 2008 45 46 Casa Árabe organised the photographic exhibition Palestine before 1948 in Santiago de Compostela in collaboration with the Araguaney Foundation in October 2008. The Lebanese artist and director of Beirut’s Arab Foundation of the Image (FAI), Akram Zaatari, curated the show, whose 91 photographs were selected from the FAI’s archives. Independent Creators, which included a show of Moroccan video art. Contributors to the conference included the artist Ahmed Jaride, director of “Zon’Art” magazine, Abdelmajid Jihad, director of the Irisson centre and president of the International Festival of Visual Arts and New Media, and Seddati Majid, director of Festival of Visual Arts and New Media. Casa Árabe’s headquarters hosted the closing conference of Madrid Temptation, the International Salon of Collectives of Casa Árabe collaborated with other institutions, and gave its support to the exhibition Ibn Jaldún, between al-Andalus and Egypt that The Legado Andalusí Foundation presented in the Palace of Emir Taz in Cairo in February 2008. Similarly, Casa Árabe took part in the XXX Pontevedra Biennial in July 2008 entitled Without Frontiers: HispanoMaghrebi artistic convergences. Some exhibitions mounted during 2007 could still be seen in various Spanish cities throughout 2008. They included the photographic show Voices of Iraq, in the University of Cordoba and the Museum of Jaén, and the exhibition Play of representations. The Egyptian experience, by the Syrian photographer Osama Esid, in the Maestra Room of Jaén, in the School of Arabic Studies of Granada, and in the Andalusian town of Tarifa. Casa Árabe and the White Night Casa Árabe joined with several institutions, as in the year before, to help make this event in Madrid on 13 September an open and popular cultural rendezvous for Madrileños. The event coincided with the closing ceremony of the exhibition Spain and the Arab world. Images of a century of political relations, when the façade and tower of Casa Árabe’s new headquarters was spectacularly lit up on this special night, revealing the institution to many people who were till then unaware of its contribution to the city’s cultural panorama. A total of 4,500 people visited the building, which threw open its doors that night to the general public. In the same spirit as the previous year, various activities expressed the social and cultural aspects of this Muslim celebration, whilst emphasising the diversity of Muslim communities that live in Madrid, which include Arabs, Senegalese and Bangladeshis. Tasting of typical Ramadan dishes The festival’s programme, from 24 to 28 September, included the Dishes of Ramadan event, which consisted of a conference given by Salah Yamal and Rafael Ortega, folllowed by a tasting of dishes typical of this festive period in four geographical areas of the Muslim world: the Maghreb, the Arab east, Senegal and Bangladesh. Numerous bodies and associations of the Lavapiés area participated once again. Film enthusiasts enjoyed the restored version of the Moroccan film Transes, by Ahmed Al Maanouni (1981), which was shown in the Spanish Filmoteca. For the younger audience, there were football tournaments, calligraphy workshops, storytelling from around the world, puppets and a hiphop workshop run by the Moroccan DJ Key, member of H-Kayne group. All these activities for children and young people were organised in collaboration with various neighbourhood associations and bodies in Lavapiés. Casa Árabe has gradually introduced activities in various fields to further these aims. Joint activities were launched with representatives of the formal and-non formal educational system, among teachers, professors and adult educators, through the Teachers Support Centres, Schools for Volunteers and for Youth Education, public libraries and various youth and cultural associations throughout Spain. Various activities for children were organised throughout 2008 in the headquarters of Casa Árabe, including storytelling, calligraphy, Mediterranean dances, animation and drawing. The activities were organised as part of special courses in several schools in the Madrid region and in Andalusia. Casa Árabe collaborated in the programme Museum Without Frontiers. Discover Islamic art in the Mediterranean, for which virtual teaching material was developed by secondary school teachers. The project was presented in Casa Árabe, and various workshops for teachers were organised jointly with the National Archaeological Museum. Casa Árabe is a member of the Spanish network of the Anna Lindh Euromediterranean Exhibition Maghreb, the Arab west Various activities directed at the general public, including conferences and workshops, were carried out in Casa Árabe’s Madrid headquarters. They aimed to help people familiarise themselves with the broad diversity of conditions experienced in Arab countries, ranging from their history and current political and social situation to their artistic expressions. The introductory workshops in Arab calligraphy were among the most popular activities offered. Foundation for Dialogue between Cultures, and participated in the regional project “A sea of words”, a story competition for young writers in Europe and on the southern and eastern shores of the Mediterranean. Several groups of children, young people and adults from associations, schools, cultural centres and adult education centres visited the institution, keen to learn more about its activities. Pupils of the IES La Isla (Burgos), CEIP Cañada Real of Collado Villalba (Madrid), CP Manuel Bartolomé Cossio (Madrid), IES Las Lagunas (Rivas Vaciamadrid, Madrid) and students on the University at Barcelona´s Postgraduate Programme of Cultural Management visited Casa Árabe in 2008. Cooperation agreements were signed with universities and higher education institutions, which enabled them to participate in or set up various educational activities. These included the Master in Diplomacy and International Relations (with the Diplomatic School), and the Master in Contemporary Arab and Islamic Studies at the Autonomous University of Madrid. Other joint academic activities included a course on Poverty, unemployment and emigration in Mediterranean Arab countries established with UNED; a course on Architecture and urban space at the University of Cordoba with the participation of the Iraqi architect Suad Ali Mehdi, and on History and archaeology of Al-Andalus at the Madinat al-Zahra Centre in Cordoba. Casa Árabe has a programme of grants which, subject to agreement with the relevant universities, enables students to engage in postgraduate practical experience in various departments of the institution. Participating universities include the Autonomous University of Madrid, Carlos III University of Madrid, and the Complutense University of Madrid. Casa Árabe and the Spanish Society of Arab Studies (SEEA) signed a collaboration agreement through which Casa Árabe endows, from 2008, an annual SEEA prize for new Arabist researchers. SEEA’s managing board requested in its 2008 annual assembly that its 2009 annual meeting be held in Casa Árabe’s headquarters in Madrid. The event formed part of the Trovalenguas project, which promotes poetry for children in different languages. Recital of children’s poetry “Trovalenguas” Casa Árabe 2008 Educational and academic programmes 54 Casa Árabe 2008 55 56 56.Arabic Language Centre LEARNING THE LANGUAGE IS ONE OF THE MOST EFFECTIVE WAYS OF GETTING CLOSE TO THE ARAB WORLD The level of knowledge of the Arabic language is inadequate in Spain, despite it being the only European country that borders an Arab country. Casa Árabe proposes to contribute to the teaching of Modern Standard Arabic, and its various dialects, so that it becomes just another foreign language to be studied. The Language Centre began its activity in the headquarters in Madrid in 2008. Semi-intensive and intensive summer courses began in May: regular courses of Modern Standard Arabic, and the Moroccan Arabic dialect started in October, in morning, evening and weekend sessions. The Centre has five classrooms and a teachers’ room with teaching aids and reference works. Classes are taught by a group of 10 Arab teachers. More than 300 students took Arabic language courses in 2008. The first steps were taken to teach Arabic to professionals with specific needs, such as social workers, diplomats and volunteers. Casa Árabe also supported teaching efforts in Arabic for primary school teachers. It has two essential tools designed to deepen knowledge about the diverse conditions in Arab societies: the analytical magazine Atalaya Sociopolítica de Casa Árabe (Casa Árabe´s Sociopolitical Watchtower), and the Records of Memory project. Atalaya Sociopolítica de Casa Árabe is an electronic bimonthly magazine in PDF and HTML format. It analyses the socio-political dynamics of the Arab and Islamic world, and international relations; tracks public opinion in Arab and Islamic countries by studying surveys; and presents profiles of prominent political personalities related to the subjects analysed. It thus puts extensive documentation at the disposal of the reader, making it possible to investigate current socio-political processes in more detail. Each Atalaya contains a section devoted to presenting new publications related to the socio-politics of the Arab and Islamic world. began in 2007 with three interviews: with the Lebanese thinker, Shia politician and religious scholar al-Sayyed Muhammad Hassan alAmin, the Moroccan politician and religious writer Saad al-Din al-Uthmani, and with the Egyptian thinker Nasr Hamid Abu Zayd. In 2008 we added the historian Maher al-Sharif, and the anthropologist of British nationality and Saudi origin Talal Asad. This second interview had a special format, since it was conducted by his disciple Charles Hirschkind, professor of Anthropology at the University of Berkeley (US). Casa Árabe’s Sociopolitical Forum organised various conferences and debates, including Women, feminist movements and feminisms in Iran by Shahla Sherkat; Maghrebi uncertainties by Khadija Mohsen-Finan; Islam and the media in the United States by Firas Ahmad; The current situation and political future of Iraq by Patrick Cockburn; The evolution of the concept of Jihad in Islamic thought by Maher alSharif; and Suicide Terrorism by Talal Asad. Talal Asad, during the recording of Records of Memory The first number of the magazine was edited by the research team of Casa Árabe’s International Institute of Arab and Muslim World Studies, and appeared in May 2008. Three numbers were published this year, the first of which received more than 4,000 visitors, analysed ideological revisions of radical Egyptian Islamism, the democratic process in Kuwait, the discourse of Morocco’s Party of Justice and Development, and the dialogue between Libyan authorities and the Islamist opposition, among other questions. They presented profiles of personalities including the first president-elect of Mauritania, Sidi Muhammad Ould Sheikh Abdallahi, the ideologue of al-Jihad and of al-Qaida, Sayyed Imam Abdelqader Abdelaziz al-Sharif, the reformist Emir of Kuwait, Sheikh Sabah alAhmad al-Yaber al-Mubarak al-Sabah, and the Sudanese President Omar Hassan alBashir. Maher al-Sharif during his interview for Records of Memory Casa Árabe 2008 Sociopolitical Forum The Records of Memory project arose from the need to rescue individual experiences of great Arab personalities who are closely involved with the future of their country. The recollections of people who have an extensive life experience and a long career can reconstruct not only their individual journeys but the contemporary history of Arab and Islamic countries. It is an exercise in oral history in which invited guests reflect on their past, their childhood and education, and on their contribution to the history of their country, and it provides a useful record for the general public, both specialist and non-specialist. The project 58 Casa Árabe 2008 59 Casa Árabe 2008 Socioeconomic and Business Programme 60 60.Socioeconomic and Business Programme Casa Árabe’s Socioeconomic and Business Programme has a dual mission: to encourage and accompany economic and business relations between Spain and Arab countries on all their dimensions – trade, investment and cooperation – and analyse the multiple aspects and dynamics that make up the socioeconomic situation in Arab countries, their evolution and prospects. It aims to contribute to a better knowledge of our respective societies, institutions and economies, help and promote cooperation and development, and enrich public debate about the countries’ economic social and political future. The programme’s dual mission is reflected in its two principal points of action: the Socioeconomic Observatory of the Arab world, and the Business Forum. The Business Forum seeks to be a meeting point for the different players who converge in Hispano-Arab economic relations, through its activities and meetings of various kinds organised in collaboration with both Arab and Spanish institutions and organisations. It aims to help Arab institutions in Spain learn more about Spanish conditions, and support the promotion of markets and sectors of mutual interest. The Forum provides information about business opportunities and commercial matters, and crucial financial and juridical advice for developing these relations. It provides information and contacts for both Arabs and Spaniards. The Socioeconomic Observatory of the Arab world is devoted to tracking and analysing socioeconomic conditions in Arab countries in their multiple dimensions. It pays special attention to the economic benefits of petroleum, the evolution and development of Arab capital, sovereign wealth funds and Islamic financing, and how they may be harnessed to promote economic development, diversification and inter-Arab cooperation. The Observatory’s lines of research include the analysis of sectorial policies relating to energy, industry and agriculture; and trade, labour and education polices. It monitors matters relating to the socioeconomic and human development of these countries, such as employment, the young, and internal and external migrations. It also examines aspects crucial for the future of this development, such as the economic effects of conflicts, natural resources, water and the environment. THE BUSINESS FORUM IS A MEETING POINT FOR VARIOUS PLAYERS ENGAGED IN HISPANO-ARAB ECONOMIC RELATIONS The Observatory organises and coordinates publications and meetings, including seminars and courses with specialists, and Spanish and Arab research centres. 60 Casa Árabe 2008 61 CASA ÁRABE’S ECONOMIC AND BUSINESS BULLETIN HAS BEEN PUBLISHED IN ARABIC SINCE AUTUMN 2008 The Boletín de Economía y Negocios de Casa Árabe is a bimonthly publication of current affairs and analysis on economic and business relations between Spain and Arab countries, and about the evolution of Arab economies and their socioeconomic situation. It includes news about business and investment, analysis of commercial relations and information about the principal activities of economic cooperation between Spain and the Arab world. It aims to favour improved mutual knowledge and encourage commercial exchanges with the region, which have notably increased in volume in recent years. A thousand paper copies are published, and the Bulletin is also distributed by email via a special sending mechanism, so that it reaches more than 4,000 contacts who have previously signed up. Various meetings with entrepreneurs were organised jointly with chambers of commerce in Madrid, Barcelona and Valencia throughout 2008. They aimed to present a book about relations with third parties – triangulation - published by Casa Árabe: Spanish enterprise in Arab countries. Conferences were presented on Business opportunities in Jordan. A round table was organised on Intellectual property as part of the Hispano-Moroccan Forum of Jurists, attended by law firms and representatives of authors rights in both countries. Those present included Abdellah Ouadrhiri, Director General of the Moroccan Office of Authors Rights, and Francisco Aguilera, International Relations Director of the General Society of Authors and Publishers (SGAE). This cooperation was sustained by the development of a working group on intellectual property for future meetings of the Hispano-Moroccan Forum of Jurists. Casa Árabe, represented by the Business Forum, attended various trade fairs and conferences on sectors and markets relating to the Arab world, including Exporta, Fitur and the World Petroleum Congress. Education and debate on socioeconomic subjects Various courses were mounted in collaboration with academic and international institutions. A three-day course on Poverty, employment and migration in Mediterranean 62 Arab countries took place in May as part of the activity of the Socioeconomic Observatory in collaboration with UNED. Courses for diplomats were organised jointly with the Diplomatic School and the Centre of Economic and Commercial Studies (CECO), and courses for master’s and postgraduate degrees with the International University of Andalusia, the Three Cultures Foundation, the Autonomous University of Madrid and the Business Institute (Instituto de Empresa). The Socioeconomic Observatory concluded a series of conferences on Economic and ecological effects of conflicts in the Arab world, organised jointly with Casa Árabe’s Tribune between November 2007 and February 2008. The six themed sessions were repeated in Madrid, Barcelona, Santa Cruz de Tenerife and Gijón. Seven specialists in economics and the environment in the Arab world participated in a total of 13 conferences, and analysed how conflicts influence the region’s capacity for development. The Observatory participated in various working and research groups of a similar nature, such as those developed by the Royal Elcano Institute on Mediterranean and energy matters. Monographs and studies on the economics of the Arab World Various studies were carried out and published in 2008. The first, on business opportunities in the Arab World, called Spanish enterprise in Arab countries: experiences in investment and triangulation by Jacinto Soler Matutes, included nine case studies of Spanish companies in different Arab countries and sectors. The second, Economic and ecological effects of conflicts in the Arab world included not only ample reference material but also the transcript of the lectures delivered by Arab experts who took part in conferences on the same subject organised by Casa Árabe between November 2007 and February 2008. Three new Notas del Foro Socioeconómico (Notes of the Socioeconomic Forum) were published to accompany the book: Water and conflict in the Arab world (04/2008), Iraq: conditions of life in a war economy (05/2008), and The environment, victim of conflicts: the cases of Iraq and Lebanon (06/2008). Casa Árabe’s Working Paper N°4 Employment, poverty and migration: the case of Morocco, by Professor Mohammed Khachani of the Mohamed V University of Rabat, was published in December. CASA ÁRABE ANALYSES THE ECONOMIC AND ECOLOGICAL CONSEQUENCES OF CONFLICTS IN THE ARAB WORLD Khalid M. Khalid addresses a conference in the series Economic and ecological effects of conflicts in the Arab world 62 These two lines of activity come together in the periodic publication of Boletín de Economía y Negocios de Casa Árabe (Casa Árabe’s Economic and Business Bulletin). The Bulletin has been published in Arabic since the autumn of 2008, consolidating itself as a unique publication of its kind. It has given rise to various social practices and unique cultural expressions, and in some countries created networks that push for a closer relationship between Latin American and Arab states. Studies of the phenomenon are fragmentary and disperse, making it difficult to evaluate their implications and potential. Casa Árabe proposes to act as a facilitator in the work of recovering and reflecting on this process. Casa Árabe’s work in Spain has, moreover, become a reference point for people in Latin America anxious to keep up to date with conditions in the Arab world today, and the common language enables our activities to travel freely to Spanish-speaking America. Hence, Casa Árabe’s programmes, in the form of publications, film seasons and forums for debate, are easily exportable across the Atlantic, giving our institution’s activities a deeper Latin American dimension. organised activities and joint work with the IberoAmerican General Secretariat (SEGIB) and with cultural centres in Spain of the AECID, as part of its activity for 2008. The conferences From the Bekaa to Maipú: Arab influence in Latin American literature, and Hybrid identities in Latin American literature were organised jointly with Casa de América and SEGIB during Madrid’s Book Fair The film season Cinema, politics and society in the Arab world took place in Santiago de Chile and Lima (Peru), jointly organised with the University of Chile, the National Cineteca of Chile and the Spanish Cultural Centres in both cities, in September 2008. Three round tables on the themes of Identity, Refugees and Women were attended by the Arab filmmakers Ula Tabari, Maher Abi Samra and Khadija Al Salami, and a number of Chilean and Peruvian panellists. The Egyptian producer Basel Ramsis gave a workshop in Chile on Arab Documentary Cinema. There is great interest in the Arab world to learn about the history and development of those Arabs who built a new life as Americans nearly two centuries ago. They are curious about the hybridism that occurred in Latin American societies, an “alliance of civilisations” produced in the first half of the 20th century. The Arabia Americana programme therefore defines itself as a mediator and bridge in relations between Latin America, the Arab world and Spain, and seeks to open up areas permitting three-way encounters and exchanges of ideas. The Arabia Americana programme signed agreements with Latin American institutions, ARABIA AMERICANA, A BRIDGE PROGRAMME FOR RELATIONS BETWEEN LATIN AMERICA, THE ARAB WORLD AND SPAIN 64 Casa Árabe 2008 65 66 INTERNATIONAL CONFERENCE IN RIO DE JANEIRO (BRAZIL) ON ARAB CONTRIBUTIONS TO IBEROAMERICAN IDENTITIES Casa Árabe organised an international conference on The Arab contribution to IberoAmerican identities, in which 15 specialists from across Latin America participated in November 2008. The event was organised jointly with SEGIB and supported by the Cervantes Institute in Rio de Janeiro, the Brazilian Foreign Affairs Ministry (Itamaraty), and the Library of South America - Arab countries (BibliASPA). Members of the public in Rio de Janeiro, academics and university students, and the diplomatic community in Brazil heard contributions by specialist speakers in the conference over two and a half days, which included a film season and a concert of music by the Eblén Macari Trio of Mexico. The conference, held in the Itamaraty Palace, pro- duced a wide-ranging and updated analysis of the Arab influence in Latin America, which will be published in 2009. In Spain, Arabia Americana organised the Tribune Identity and cultures in Literature with the Brazilian writer Milton Hatoum, in collaboration with the Hispano-Brazilian Cultural Foundation in Madrid, and with the Atheneum (Ateneo) in Malaga. It signed an agreement with the Arab broadcasting network Al Jazeera to screen a series of documentaries on Arabs in Latin America in 2009, and various cooperation agreements with the University of Chile and the Third February University in Argentina. Based in Cordoba, the Institute comprises a multidisciplinary group of researchers specialised in different lines of Casa Árabe´s work, who lead or participate in various research networks in Europe and Arab countries. Cooperation is established via agreements with universities and research centres of excellence, both in Spain and in Arab and European countries, and through contacts with academics of recognised international prestige. The lines of research complement Casa Árabe’s other areas of work, enabling the effective transmission of academic knowledge in areas of culture, education, the Socioeconomic Observatory and the Sociopolitical Forum. Research projects, and their results, are expressed in publications, seminars, conferences and postgraduate educational programmes organised either by Casa Árabe or in collaboration with other institutions within and outside Spain. A preliminary stage of research into social conditions of Arab and Muslim women was completed in 2008 with the elaboration of this research project. It is the first of a series of projects on this theme, product of Casa Árabe´s interest in taking an academic approach to this important subject in the context of Arab societies, a subject that generates intense debate on the role of women in the Arab and Muslim world. This first project is being carried out by a group of researchers in Spain, Morocco, Algeria, Tunisia, Saudi Arabia, Palestine and Syria. Results of the research will be published in 2009 The research project on Muslims in the west seeks to consolidate a network of researchers who currently collaborate in various research programmes, seminars and related initiatives. This Casa Árabe initiative has a scientific-academic dimension designed to help generate a more accurate perception of the plurality of Islam in Spain, and throughout the west. An initial result of this work will be the compilation of a book, Muslims in Spain. A Reference Guide, to appear in Spanish and English in 2009. The book is the result of Casa Árabe´s collaboration with the Office for Democratic Institutions and Human Rights (ODIHR) of the Organisation for Security and Cooperation in Europe (OSCE). The Islamic Movements in Europe project, coordinated by Frank Peter and Rafael Ortega, forms part of this research, and that on Islamisms in context. Casa Árabe organised in May 2008 an international seminar of researchers in different European countries who carried out extensive fieldwork in Islamic and/or European countries. The project aims to publish a Manual on Islamic movements, groups, associations and institutions in Europe, to make academic knowledge on Islamism and Islamic movements more accessible to the general public. It will popularise highly specialised knowledge, and contextualise and participate in public debate about Islam in Europe. non of radicalisation in Islamist movements in Europe. Casa Árabe introduced in Spain the International Campaign against forced marriages, promoted by the Platform of Islamic organisations of Rijnmond (SPIOR), in the presence of Tareq Ramadan and Marianne Vorthoren. Members meet several times a year to exchange work experiences, and seek ways of strengthening scientific cooperation between countries and their academic institutions. Casa Árabe´s IEAM collaborates in the field of higher education through agreements with other institutions. Casa Árabe´s researchers participate as a result in various postgraduate and specialist courses. This educational project seeks to prevent this kind of marriages and is accompanied by a very useful publication for those working in the field of social mediation. Casa Árabe´s IEAM has been working jointly since July 2008 with the University of Utrecht, the ZMO (Berlin) and the Viadrina European University (Frankfurt-Oder) on a project that is 70 per cent financed by the Organisation for Scientific Research of the Netherlands (NWO). The project aims to create a network of researchers and academics across Europe whose study of the question of Islam in Europe is called: Muslim traditions in secular Europe. When the President of the Islamic Republic of Mauritania, Sidi Mohamed Ould Sheikh Abdellahi, made an official visit to Spain, Casa Árabe organised a series of meetings in Cordoba and Seville with local and regional authorities. The conferences are stored on the website indefinitely, providing full specialist documentation on different matters relating to Arab and Islamic subjects and analysis. This is very useful for people throughout the world who are interested in the subject. CASA ÁRABE´S WEBSITE (WWW.CASAARABE.ES) RECEIVED MORE THAN 110,000 HITS, INCLUDING MORE 63,000 INDIVIDUAL HITS The press and communications office posts detailed information about all the activities organised by Casa Árabe on the website, as well as news about events in which it collaborates with other institutions. A newsletter with all news of Casa Árabe, Novedades de Casa Árabe is compiled weekly to inform the public. It covers activities scheduled for the following week, and updates texts and archives in audio and video forms. Its main services include: • Audiovisual and text access to all conferences organised by the institution • Downloading in digital form the studies and reports published by Casa Árabe • Online access to Boletín de Economía y Negocios de Casa Árabe and Atalaya Sociopolítica • Information about events and meetings of other institutions related to the Arab and Islamic world. 82 Casa Árabe´s website (www.casaarabe.es) received more than 110,000 hits in 2008, including 63,000 individual hits. This means that around 200 people per day made contact with Casa Árabe via its website. Most visitors to the website were Spanish, but many hits came from the Americas (mainly Mexico, Argentina, United States, Venezuela, Colombia and Chile), from Arab countries (notably Morocco, Egypt, United Arab Emirates and Algeria) and from other Casa Árabe 2008 83 84 84.Dynamics of institutional collaboration Cooperation with other institutions is a key objective designed to strengthen Casa Árabe’s working network, in addition to developing its own programmes and activities.
