Obtain site control of a property for the development of supportive housing in Logan Square. 1.3 Secure additional funding for affordable housing Win passage of the Sweet Home Chicago Ordinance to direct 20 per cent of existing TIF funds to affordable housing. Secure allocations for local projects from the $145 million dedicated to affordable housing in Illinois’ five-year capital budget. Prompt the city to use Neighborhood Stabilization Funds to develop affordable housing in greater Logan Square. 1.4 Reduce foreclosures in order to preserve affordable homeownership and rental housing Prevent foreclosures in Logan Square through outreach, counseling, organizing and loan modifications. Organize for policy change to assist both building owners and renters facing foreclosures. 1.5 Inform, educate and mobilize community residents to demand and participate in community-driven development and redevelopment Secure an amendment to the City of Chicago’s North Milwaukee Avenue Corridor Plan to add specific commitments to preserve and create affordable housing, keep storefronts affordable and prioritize the use of TIF funds. In partnership with local and regional health institutions, host health education workshops for adults. 2.2 Develop and promote school-based integrated health care and wellness Integrate health services at Ames Middle School through the Elev8 Program: school-based health clinic, mental health, one additional gym teacher, bike maintenance and safety education, wellness council, gardening, and nutrition education. 2.3 In collaboration with the Chicago “Healthy Kids, Healthy Communities” Partnership, identify and advocate for new and/or improved policies Support safe access to and from parks. Continue and strengthen the Literacy Ambassadors program at Ames Middle School. Continue and strengthen the Parent Tutors program. Improve attendance at Ames Middle School and Kelvyn Park High School through parent-to-parent connections. Provide information and technical assistance to the Local School Councils and encourage parents to serve on the councils. Continue to educate parents on 1) local and national education issues relevant to their families and 2) how they can support the academic achievement of their children. 3.2 Reframe schools as centers of their communities, with positive, family-centered learning environments, especially through providing opportunities for out-of-school-time learning Offer adult education programs such as Spanish GED, English as a Second Language, computer training, financial literacy and others through the Community Learning Centers at Ames, Funston, McAuliffe, Monroe and Mozart schools. Offer adult continuous education/enrichment programs at the Community Learning Centers, i.e. life skills, parenting, sewing, music education and others identified by families. Offer educational enforcement and enrichment opportunities for school age children such as homework help, tutoring, mentoring, bilingual homework help, life skills, fine arts, sports, summer camp and club activities through the CLCs. Provide free child care for children from the ages of 3 to 5 to facilitate parents’ participation in activities at the CLCs. 3.3 Collaborate with parents, students, teachers and administrators to organize on education issues that highly impact families in Logan Square Organize locally for fair school funding reform in Illinois. Support the rights of children in bilingual education and special education. Work with KPHS to develop restorative justice, teacher-student and community-school relationships and strengthen pathways to college for Logan Square students. Work collaboratively with KPHS on community-based professional development for teachers. Work with the citywide VOYCE (Voices of Youth in Chicago Education) collaborative to improve graduation rates and lower drop-out rates and to strengthen LSNA’s local VOYCE work at KPHS. 3.5 Strengthen student achievement and create more positive school climates by drawing on parents and community as teacher leaders Continue Nueva Generación and Maestros Sin Fronteras to provide pathways for parents and community residents to become certified teachers. Refer local residents to job readiness, job placement and financial counseling through the Center for Working Families. Connect local families to excellent training in industrial, maintenance and construction skills, weatherization, and computer skills. Support the Lathrop Homes Local Advisory Council’s effort to secure commitments for construction and other jobs for Lathrop residents as part of Lathrop revitalization. Explore the use of vacant Lathrop buildings as job training sites. 4.3 Identify strategies to retain and strengthen local businesses in the area’s commercial and industrial corridors Continue to build relationships with companies that plan to lease space at Green Exchange, companies in and near the Elston-Rockwell area, and companies located around the Lathrop Homes. Continue to build relationships with industrial companies in the Pulaski Industrial Corridor and in various other locations in Logan Square and Avondale. Work with Ald. Moreno, the LEED Council, and other groups to refine and implement the Addison Industrial Corridor Plan. 4.4 Protect the integrity of local commercial corridors by maintaining affordable storefronts and pedestrian-friendly business streets that include and serve the full spectrum of the community’s diverse population Amend the City’s North Milwaukee Corridor Plan for Milwaukee Avenue to keep storefronts affordable and retain existing businesses. Engage residents and community stakeholders in community-based planning, zoning changes, city plans, developments and TIF expenditures.
