Permanent Residents Get a Green Light To Petition for Immediate Family Members By Richard Hobbs, Immigration Attorney For the first time in decades any person in possession of a green card (“sponsor”, or “petitioner”) can petition for a spouse or minor child (“beneficiary”) and that spouse or child has absolutely no wait in the preference system. For example, until last month a beneficiary had to wait at least two years in the preference system. Now there is no wait at all. Green card holders should apply now for their wife, husband, or minor child and take advantage of this unusual opportunity. Below are some common questions and answers regarding the family-based immigration system, which accounts for nearly 80% of all legal immigration to the United States. What is the USCIS? USCIS stands for U.S. Citizenship and Immigration Services. It is the key agency of the U.S. government responsible for matters dealing with immigrants in the United States. USCIS has jurisdiction over immigrant petitions for family based Immigration. Prior to March 2003, the USCIS was called the Immigration and Naturalization Service (INS). Who can be a Sponsor? A United States Citizen (USC) or Lawful permanent Resident (LPR) can be the sponsor of a family based immigration petition. The sponsor has to meet some requirements and legal obligations, such as executing a legally binding affidavit of support for the beneficiary. The sponsor must guarantee to maintain the standard of living of the beneficiary at a level not lower than 125% of the national poverty level. Who can a USC sponsor? A USC 21 years of age or older can immediately immigrate his or her parent, minor child under 21, or spouse. US citizens under 21 can petition for a spouse also under certain circumstances. As “immediate relatives” there is no waiting period for these persons. Is there a wait for those who are not immediate relatives sponsored by a USC? Yes. In the preference system a US citizen can also petition for unmarried children over 21 years old, married children over 21 years old, and brothers or sisters. In these cases the waiting period is 7-12 years for immigrants from Latin America and most of the world. Mexicans have a 17-20 year wait. Who can an LPR sponsor? As mentioned above, all LPRS from anywhere on the planet can immigrate their spouse or minor child under 21 immediately, for the first time in decades. In addition, an LPR from Latin America and most of the world can sponsor an unmarried child over 21. There is about an 8 year wait. For Mexicans the wait is about 19 years. Last March, a man in California was sentenced to 30 months in prison for pointing a laser at a small jet. fw FBI Offers $10,000 Reward The FBI, along with the Federal Aviation Administration and the Air Line Pilots Association International, a union representing nearly 50,000 pilots, is also starting a campaign warning of the dangers of pointing laser points at pilots. The campaign will warn the public about the threat of lasers to aircraft via public service announcements and billboards. Powerful lasers can temporarily blind pilots. The FBI says pilots have compared it to a camera flash going off in a car traveling at night. But pilots keep cockpits dark when flying at night so they can see the instruments clearly and there is no ambient light from FEB - 14 9 . street lights, says Bruce Landsberg, president of the Aircraft Owners and Pilots Association’s Air Safety Foundation. He says that makes the effects more disorienting for pilots and there is nothing pilots can do to prepare for something like this. “This is sort of like people shooting at the airplane, except they’re using light instead of bullets,” he says. Landsberg says the federal agencies are doing the right thing by aggressively going after the people who do it. In a statment, the FAA says reported laser incidents have gone up by more than 10 times since it started collecting data in 2006. Last year, there were 3,960 reported incidents. Chandler’s beaten remains were spotted by a passer-by near a water-filled roadside ditch about 15 miles from her Sacramento home on July 15, 1981. Jenkins was transferred from San Quentin’s Death Row to stand trial in Sacramento County after a suspected DNA match. Jennings was sentenced to death on November 20, 1986, by a Fresno County jury for the 1984 first-degree murders of Linda Johnson, Olga Cannon and Jacqueline Frazier, and the 1983 second-degree murder of Karen Robinson. He was also convicted of numerous other felonies against these and three other victims, including forcible sexual assaults, robberies, arsons, and kidnapping for robbery. The Lego Movie is a visually engrossing movie that delivers everything you could want and would expect in a movie about Legos including a talented voice cast, an engaging storyline and thousands of plastic bricks being assembled and constructed in an endless variety of creative ways. An ordinary Lego figure Emmet Brickowski (voiced by Chriss Pratt) becomes involved with a team of master Lego builders in a attempt to falter the tyrant Lord Business (voiced by Will Farrel) and his plan to freeze the entire Lego universe in place using super glue. While the Lego toys themselves have practically no back story, The Lego Movie borrows heavily from the company’s licensed products where several characters from established franchises, in Lego form, make numer- FEB - 14 fw Movie Critics Corner: The Lego Movie ous cameos. Although the intermingling of characters across different intellectual properties can be disastrous, it doesn’t detract at all from the experience because those Lego sets exist in actuality and the visual uniformity of the Lego characters blend well together onscreen. Without a doubt, the high point of The Lego Movie would be it’s visual presentation. While the majority of the film is computer animated, with a brief live action segment, the animators took diligent effort in creating the animation reminiscence of a stop motion film reminiscent the numerous home made movies fans have made online with their own Legos, but with an exponentially higher production value. The only criticism I would have for The Lego Movie is that the movement is constantly fast past that rarely slows down and I felt some of the scenes could have benefited from a breather at times. But besides that, its a perfect movie for any demographic that will keep Lego enthusiasts and those unfamiliar with the toys equally engaged. I highly recommend The Lego Movie. by Steven Ferdin, Jr. 14-82 unknown Fraud fraude The Hollister Police Department would like to request the assistance of the community in identifying this person of interest for possible involvement in a fraudulent credit card case.
