LA COMUNIDAD DE MADRID, METREX (Red de Regiones y
Áreas Metropolitanas Europeas) y el Presidente del Comité
Científico del congreso, Profesor Sir Peter Hall, tienen el gusto
de invitar a todos aquellos políticos, miembros de las
administraciones públicas, expertos y asesores de la
Ordenación del Territorio, a asistir al Congreso Internacional
sobre Planificación y Desarrollo Sostenible de las Regiones
Capitales Metropolitanas que se celebrará en Madrid los días 2,
3, 4, 5 y 6 de mayo de 2006. THE REGION OF MADRID, METREX (The Network of European
Metropolitan Regions and Areas) and the Chairman of the
Conference’s Scientific Committee, Professor Sir Peter Hall,
are pleased to invite all those politicians, members of public
administrations, experts and consultants in Territorial Planning,
to attend the International Conference on the Planning and
Sustainable Development of Metropolitan Capital Regions, to be
held in Madrid on 2, 3, 4, 5 and 6 May 2006. OBJETIVO
AIM
Definir, mediante una serie de exposiciones temáticas a cargo de líderes internacionales en este
campo y a través de estudios comparativos de ejemplos de práctica efectiva, el estado actual de la
Ordenación del Territorio de las Regiones Capitales Metropolitanas, así como inspirar y estimular la
realización de avances en la misma.
El encuentro pretende ofrecer una oportunidad única para intercambiar conocimientos y experiencias
sobre un tema que afecta a las Regiones y Áreas Metropolitanas de todo el mundo, así como para
orientar la toma de decisiones y la implementación de estrategias de modo global y efectivo.
To define, by means of a series of keynote addresses by international leaders in this field
and through comparative studies of examples of good practice, the current status of the Spatial
Planning of Metropolitan Capital Regions, as well as inspire and further its progress.
The aim of the conference is to provide a unique opportunity for the exchange of knowledge
and experience on a subject that affects Metropolitan Regions and Areas all over the world, as well
as steer the decision-making process and the implementation of strategies on a global and
effective basis.

se reunirán en Madrid para analizar
y debatir en profundidad y de modo
comparativo los problemas
de las ciudades actuales bajo el prisma
del medio ambiente, la economía
y la sociedad.
Over twenty acknowledged practitioners,
from the world’s most representative
Metropolitan Capital Regions and Cities,
are to gather in Madrid for a farreaching and comparative analysis
and discussion regarding the problems
of present-day cities from
the perspective of the environment,
the economy and society.
Durante los tres días del congreso,
se dictarán conferencias sobre el estado
de la cuestión, presentándose tras cada
una de ellas dos casos prácticos
relevantes y, a continuación, a través
de los foros moderados, se formularán
preguntas que ayuden a aclarar
las cuestiones de interés. Están previstos
doce casos prácticos comparativos,
y han sido invitados ponentes
representantes de la Unión Europea, París,
Londres, Øresund, Milán, Vancouver, Seúl,
Shanghai, San Francisco, Medellín,
Curitiba y Madrid.
The three days of the conference will
feature addresses on the state
of the art, with each one being followed
by two relevant practical cases
and, subsequently, chaired fora will
be held for the submission of questions
that will help to clarify issues
of interest. Plans are afoot for twelve
comparative practical cases,
and invitations have been extended
to representatives from the European
Union, Paris, London, Øresund, Milan,
Vancouver, Seoul, Shanghai,
San Francisco, Medellín, Curitiba
and Madrid.

El encuentro estará enfocado a ofrecer posibles soluciones a problemas metropolitanos específicos.
The conference’s underlying aim will be to further possible solutions to specific metropolitan problems.

in the broadest sense of the term.
• Mejora del acceso a las infraestructuras y al conocimiento del conjunto de la población, abriendo procesos
de participación, con especial incidencia en los sectores más desfavorecidos.
• Improved access to infrastructures and to the awareness of the population as a whole, instigating involvement
schemes, focusing especially on more disadvantaged sectors.
Estos objetivos encuentran su punto de confluencia en el desarrollo sostenible integrado, basado en políticas
de solidaridad y cohesión social en las que la competitividad juegue como factor de equilibrio en una sociedad
participativa y abierta.
These aims have their focal point in integrated sustainable development, based on policies of solidarity and social
cohesion in which competitiveness acts as a feature of equilibrium in a participative and open society.

Madrid is one of the fastest
growing metropolitan areas
in both Europe and in the world.
Over the past five years
its population has increased
by 20%, rising from five to six
million inhabitants, and its urban
