Los riesgos de la seguridad: liberalismo, biopolítica y miedo

Liberalism, Biopolitics and Fear”.
In my talk I will first outline the relationship between security, liberalism and fear Michel
Foucault analyses in his lectures on governmentality at the Collège de France in 1978 and
1979. Focussing on the notion of “technologies” or “apparatuses of security” I will then
highlight the interplay of freedom and security that Foucault regards as characteristic of
liberal government. The third part will argue that Foucault’s account of security is still useful
for contemporary political debates and sociological analysis. It helps to elucidate the complex
relationsships between liberal freedom and mechanisms of security, the discourse of risk and
entrepreneurial prudentialism and is an important analytical tool to unterstand the rise of
security technologies in the context of the “war on terrorism”. In the final part of my
presentation I will advance the idea of critique as an insecure and audacious enterprise that
endangers the status of individual and collective subjects and points out to “the risks of
security”.

En mi conferencia voy a discutir, en una primera instancia, la relación entre seguridad,
liberalismo y miedo que Foucault analiza en sus lecciones sobre la gubernamentalidad de
1978-1979. Haciendo hincapié sobre los conceptos de “tecnología” o de “aparato de
seguridad” voy, en un segundo momento, a enfatizar el juego entre libertad y seguridad a
través del cual Foucault caracteriza al liberalismo. La tercera parte de mi conferencia
argumenta que el discurso de Foucault sobre la seguridad es todavía útil en los debates
políticos y sociológicos contemporáneos. Este discurso ayuda a explicar las relaciones
complejas entre libertad liberal y mecanismos de seguridad, el discurso sobre el riesgo y el
prudencialismo emprendedor, y es un importante instrumento analítico para entender el
aparecer de las tecnologías de seguridad en el contexto de la “guerra contra el terrorismo”. En
la conclusión de mi conferencia voy a exponer la idea de crítica como una empresa insegura y
audaz que pone en peligro el estatus de los sujetos individuales y colectivos e indica los
“riesgos de la seguridad”.
