THE SAN FRANCISCO FOUNDATION SELECTS
BAY POINT AS 2013 KOSHLAND AWARD WINNER
The Koshland Committee of The San Francisco
Foundation has selected the Bay Point community, an
area of unincorporated Contra Costa County, as the
recipient of its 2013 Daniel E. Koshland Civic Unity
Award.
After extensive research into the community, about its
needs, and its leaders, The San Francisco Foundation
determined that the Bay Point community would be
best suited for this year’s Koshland Civic Unity Award,
which launches a five-year effort to improve the quality
of life for people living in the area and to support the
growth and leadership of neighborhood residents.
Foundation staff was supported in their research by a
local
multi-agency
family
economic
stability
organization – SparkPoint. Led by the County’s
Employment and Human Services Department and
United Way of the Bay Area, SparkPoint has been
partnering with Bay Point residents to develop
leadership capacity for two years.
The award includes a $300,000 financial commitment
to the Bay Point community, over five years. In the
coming months, The San Francisco Foundation will be
selecting community leaders and residents to partner
with the Foundation as Koshland Community Fellows
over that five-year period.
The Foundation will hold an awards celebration this
summer once the Community Fellows are selected.
Each Community Fellow will participate in a six-month
leadership training program, whose curriculum
includes
building
skills
for
more
effective
communication and conflict-resolution across diverse
communities; promoting active citizenship and political
empowerment; and strengthening mediation and
facilitation skills.
After completing the training, the Community Fellows
will create a comprehensive plan for what they want to
achieve in the community, and over the next five years
they will collaborate on a project that promotes civic
unity in Bay Point.
In January, the Koshland Committee and staff from The
San Francisco Foundation met with more than 70 Bay
Point community members and organizational leaders
at the Ambrose Community Center to discuss
community
assets,
challenges,
and
existing
partnerships in the Bay Point area.
“It was evident by the discussion that Bay Point has
numerous emerging leadership coalitions and there
exists a great momentum within the community for
creating positive change,” said Koshland Program
Director Retha Robinson.
Ms. Robinson said The San Francisco Foundation looks
forward to building upon the partnerships created
through the SparkPoint Center, the Bay Point Visioning
Committee, and various other programs in Contra
Costa County.
LA FUNDACIÓN DE SAN FRANCISCO SELECCIONA A
BAY POINT COMO GANADOR DEL PREMIO KOSHLAND 2013
El Comité Koshland de la Fundación de San Francisco ha
elegido a la comunidad de Bay Point, un área no incorporada
del Condado de Contra Costa, como el destinatario de su
Premio de la Unidad Cívica Daniel E. Koshland 2013.
Después de una extensa investigación en la comunidad, sus

The Tenth Annual “Unity in Community” Celebration
will be held on Saturday, June 22, 11:00 a.m. to 3:00
p.m. at Ambrose Recreation Center, 3105 Willow Pass
Road, Bay Point.
The event emphasizes “unity” for Bay Point because it
brings together the rich cultural diversity of the
community. The family-oriented day will feature 45
community resource tables, children’s activities, plus
music and dance representing different cultures. A free
lunch will be offered to the first 700 people who
register.
“Promoting the health and well-being of the
community is a unifying thread throughout the event,”
says Elaine Prendergast, executive director of the
Center for Human Development.
The Bay Point Partnership is leading the event with
planning input from Ambrose Recreation and Parks,
Bay Point First 5, Bay Point Partnership, Bay Point
Chamber of Commerce, Brighter Beginnings, Center for
Human Development, First AME Church, Habitat for
Humanity, John Muir Health, Kaiser Permanente, and
SparkPoint East Contra Costa.
Funding comes from the generosity of Keller Canyon
Landfill Mitigation Fund and Kaiser Permanente.

"UNIDAD EN LA COMUNIDAD"
La Décima Celebración Anual de "Unidad en la Comunidad" se
celebrará el Sábado, 22 de Junio de 11:00 am a 3:00 pm en
Ambrose Recreation Center, 3105 Willow Pass Road, Bay Point.
El evento destaca la "unidad" de Bay Point, ya que reúne a la
rica diversidad cultural de la comunidad. El día de orientación
familiar contará con 45 mesas de recursos de la comunidad,
actividades para niños, además de música y danza que
representan diferentes culturas. Un almuerzo gratuito se
ofrecerá a las primeras 700 personas que se registren.
"Promover la salud y el bienestar de la comunidad es un hilo
conductor a través del evento", dice Elaine Prendergast,

THE COMMUNITY OF BAY POINT STEPS UP!
On Saturday, March 16, The Bay Point Chamber hosted
the Bay Point Chamber of Commerce Ideas &
Strategies Retreat at the Ambrose Center. Despite the
early hour, and a scheduling overlap with Supervisor
Glover’s 2013 Youth Summit, the turnout was
spectacular.
The purpose of the retreat was to solicit the input of
community leaders and residents regarding additional
activities and programs the Chamber could conduct, for
the betterment of Bay Point and its businesses and
residents. In effect, this was the continuation of the
President’s “List of 25” from the last Bay Point
Chamber Biz Newsletter! They were seeking to, at a
minimum, complete that list of 25 “things” that the
Chamber could do for the benefit of the business
community and the community at large within Bay
Point. They got that, and more!
Communication was the overriding message. And most
impressive was the recognition and verbalization, that
EVERYONE, whether the Chamber, other organizations,
public officials, or private individuals within Bay Point
and Contra Costa need to GET THE WORD OUT. They all
have common goals, and therefore an obligation, to
ensure the Chamber, its programs, its purpose, and its
value to the community are known and universally
communicated.
There was significant discussion around the Chamber
lunch forums. They discussed venue, speakers,
frequency, costs, and subject matter. There are many
options available for each of these components; they
welcome on-going input and dialog. Look for updates

Interest and questions surrounding the Pittsburg/Bay
Point Enterprise Zone were also a topic of discussion.
Ed Solomon, the Enterprise Zone Administrator with
the Workforce Development Board of Contra Costa
County attended the retreat, and was able to address
questions on the spot. Further, although Ed has
presented at one of the recent forums, he will be
invited back soon for a second presentation.
More involvement with the Chamber by the citizens of
the community was another point brought to the floor.
This discussion centered around the value of more
people getting involved in Chamber activities, in terms
of being leaders. The Board will strive to draw
additional individuals into working with the Chamber
on projects, activities, and community events. They
absolutely look forward to the assistance. And
regarding assistance and involvement, we made sure
the audience was aware of a current opening on the
Board. Ideally, we are seeking a Spanish speaking
Board member who desires to make an impact in
his/her community.
The interest and participation at this meeting were
exceptional. They were grateful for those who took the
time and were involved. The people’s dedication to Bay
Point and their sincere interest in the Bay Point
Chamber are wonderful. They look forward to the year
ahead, with you!
LA COMUNIDAD DE BAY POINT SE INTENSIFICA
El sábado 16 de Marzo La Cámara de Comercio de Bay Point
fue anfitrión del retiro de la Cámara de Ideas de Comercio y
Estrategias de Bay Point en el Centro de Ambrose. A pesar de
la hora temprana y de una programación del solapamiento con

Point. ¡Logramos eso y más!
La comunicación fue el mensaje fundamental. Lo más
impresionante fue el reconocimiento y la verbalización que
TODOS NOSOTROS, ya sea la Cámara, otras organizaciones,
oficiales públicos o individuales privados dentro de Bay Point y
Contra Costa necesitan CORRER LA VOZ. Todos tenemos
metas en común, y por lo tanto una obligación para asegurar
que la Cámara, sus programas, sus propósitos, y su valor a la
comunidad son conocidos y universalmente comunicados.
Hubo una significante discusión alrededor de los foros de

actual en nuestro Consejo. Idealmente, estamos buscando a
un miembro del Consejo que hable español, que desea hacer
un impacto en su comunidad. El interés y participación en esta

UPDATE FROM HABITAT FOR HUMANITY
The current need for affordable housing is unmet, and
every day the number of families that are living in
substandard housing continues to rise. As more
families seek opportunities in the Bay Area and the
population grows, the lack of affordable housing is
becoming more pronounced and distressing. Despite
the crash in real estate prices across the country, the
San Francisco Bay Area continues to be one of the most
expensive and least affordable housing markets in the
United States. Fewer than 40% of families in the
service area can afford to purchase a home. For hard-
working families whose earnings place them in the low
to very-low income classification, finding a decent,
affordable place to live in the San Francisco Bay Area is
an extremely difficult, if not impossible task.
Over the past 26 years Habitat for Humanity East
Bay/Silicon Valley (HEBSV) has served over 380 low
and very-low income families in Alameda, Contra
Costa, and Santa Clara counties by providing affordable
homeownership opportunities to low-income families
who meet three criteria:
•Earn an income between 30%-80% of area median
income, as defined by the U.S. Department of Housing
and Urban Development.
•Have a need for housing.
•Are willing to partner with Habitat for Humanity and
contribute hundreds of hours of “sweat equity” hours
towards the construction of their own home, or their
neighbor's home.
HEBSV approaches the challenge of providing
affordable homeownership opportunities to lowincome families in an innovative way. Affordable
homes are built using a large amount of volunteer
labor, donated funds and materials. Then the homes
are sold at affordable prices to qualifying low-income
families. Qualified families, selected on an equal
opportunity basis, buy HEBSV homes at affordable
prices, through 30-year no-profit mortgages. In
addition, each family contributes hundreds of hours of
volunteer labor or “sweat equity” to the construction of
their home. "Sweat equity" can consist of home
building as well as community projects and leadership
development classes. Once the homes are sold to the
partner families, the mortgage payments received by
Habitat are then reinvested to help fund the
construction of future Habitat homes.
HEBSV recognizes that affordable housing is only one
element necessary to revitalize a community. In 2010
HEBSV launched our Neighborhood Revitalization
Initiative (NRI) and selected Bay Point as our focus
neighborhood. Bay Point was one of hardest-hit
communities in foreclosures. Since then, we have
completed 18 renovation projects and nine new
housing units, providing the opportunity for lowincome families to become homeowners for the first
time. NRI enables us to join residents, nonprofits,
businesses, local governments and communities of
faith to create and implement a shared vision of
neighborhood
revitalization.
HEBSV
has
been
participating in ongoing community meetings and are
looking to partner with community stakeholders on
community projects. In the past two years, they have
painted over graffiti, cleaned Willow Road, and
landscaped Bel Air Elementary school. This year, they
will expand these efforts to support even more Bay
Point partners and residents.
Willow Creek
On March 2nd, Supervisor Federal Glover’s Office,
Contra Costa County Watershed Program, The
Watershed Project, Allied Waste, and Rapid Recycle
partnered for Bay Point’s first ever creek clean up. A
total of 48 volunteers came from Habitat for Humanity
East Bay/Silicon Valley, The Coast Guard, and
community residents to clean Willow Creek.
Willow Creek runs in between Bayview and Mountain
View Avenues. The creek is hidden from the road,
therefore making it a prime illegal dumping ground for
large items. From 9 AM to Noon, volunteers pulled out
one and a half tons of garbage from the creek bed.
Amongst the refuse were 106 tires, a couch, water
heater, box spring, stroller, bike, kitchen sink, and two
mattresses. Rapid recycle took all of the tires to
recycle, and one community resident loaned their truck
to haul away large items. An invasive species called
Arundo was also removed to allow volunteers to access
trash upstream and downstream.
The Willow Creek clean up came to fruition from the
Supervisor Federal Glover’s bi-monthly Bay Point Code
Enforcement meetings. “It took everyone working
together – private businesses, the public sector and the
community itself -- to accomplish this task,” said
District V Supervisor Federal Glover. A Bay Point
resident pointed out the issue of dumping to the
county; the agencies attending the Bay Point Code
Enforcement meetings all worked together to address
this issue.
Future plans are in the works to continue cleaning
Willow Creek and extend efforts to nearby Riverside
Creek.
Habitat Homeowners Adopt-A-Road
On March 9th, Habitat Homeowners, from El Rincon and
our renovated home homeowners worked alongside
Habitat volunteers to clean Canal Road. The Bay Point
Habitat Homeowners adopted Canal Road from Bailey
to Loftus Road. They filled 20 five-gallon bags of litter
from Canal Road. They are planning on cleaning Canal
Road again on June 29th from 9 AM – Noon. If you are
interested in meeting our Homeowners, learning more
about Habitat for Humanity East Bay/Silicon Valley or
would like to help us clean, landscape and paint over
graffiti on Canal Road, all are welcome.
Bel Air Elementary School Improvements Phase 2
During Spring Break 2011, HEBSV partnered with Bel
Air Elementary on a school beautification project.
Parents and students installed landscape edging, laid
down mulch, and cleaned school grounds with the help
of Habitat for Humanity’s construction crew. In
addition, Habitat for Humanity paved asphalt over a
muddy school entrance.
This past April 2-5, from 9 AM – Noon, HEBSV
partnered with Bel Air Elementary on more school
improvement projects. They created a jasmine privacy
fence, a new outdoor reading area that is adjacent to
their library; we repainted the four-square lines and
painted the tetherball poles to look like pencils.
Ambrose Parks and Recreational District
On April 27th, we partnered with the Ambrose Parks
and Recreational District to spruce up the Ambrose
Community Center. From 8:30 AM to 1 PM, we painted
the Ambrose Center’s gym, bathrooms, outdoor
window trim and parking lot lines. Then on May 18th
from 8:30 AM to 1 PM, they painted the picnic tables at
Ambrose Park, pruned trees and removed debris from
the park.
Unity in the Community
On June 22nd, HEBSV will be participating in Unity in

de HEBSV a precios económicos, a través de 30 años con
hipotecas sin fines de lucro. Además, cada familia contribuye
con cientos de horas voluntarias o “ayuda mutua” para la
constricción de su casa. “Ayuda mutua” puede consistir en la
construcción de viviendas así como también proyectos
comunitarios y clases de desarrollo de liderazgo. Una vez que
las viviendas han sido vendidas a la familias asociadas, los
pagos de hipoteca recibidos por Habitat for Humanity se
vuelven a invertir para ayudar a financiar la construcción de las
futuras viviendas de Habitat.
HEBSV reconoce que las viviendas económicas son solo un
elemento necesario para revitalizar a la comunidad. En 2010
HEBSV puso en marcha nuestra Iniciativa de Revitalización de
Vecindarios y selecciono a Bay Point como nuestra zona de
enfoque. Bay Point fue una de las comunidades mas afectadas

completado 18 proyectos de renovación y nueve unidades de

WILLOW CREEK
El 2 de Marzo la Oficina del Supervisor Federal Glover, el

de Contra Costa, el proyecto de Cuencas Hidrográficas,
Residuos Aliados (Allied Waste) y Reciclaje Rápido se asocio
para efectuar la limpieza por primera vez del arroyo de Bay
Point. Un total de 48 voluntarios vinieron Habitat for Humanity
del este de la bahía/Silicon Valley, la /Guardia Costera, y los
residentes de las comunidad para limpiar el arroyo de Willow.
El arroyo de Willow Creek corre entre las avenidas de Bayview
y Mountain View. El arroyo esta oculto desde la carretera, lo

On March 9th, Habitat Homeowners from El Rincon and our
renovated homes worked alongside Habitat volunteers to clean
Canal Road. The Bay Point Habitat Homeowners adopted Canal
Road from Bailey to Loftus Road. They filled 20 five-gallon
bags of litter from Canal Road. They are planning on cleaning
Canal Road again on June 29th from 9 AM – Noon. If you are
interested in meeting our Homeowners, learning more about
Habitat for Humanity East Bay/Silicon Valley or would like to
help us clean, landscape and paint over graffiti on Canal Road
all are welcome.

MEJORAMIENTOS DE LA ESCUELA DE BEL AIR ELEMENTARY PHASE 2

BAY POINT HISTORICAL SOCIETY ANNOUNCES FOCUS
ON 1772 SPANISH EXPLORATION
BPHS is continuing their efforts to develop details
about the 1772 Spanish Exploration. This Exploration is
recognized because of the monument on an outlook hill
north of Evora Road, between Driftwood and Mota
Drives, and it was headed by Captain Pedro Fages and
Fray Juan Crespi. This event served as the first passage
into our area by Europeans, and the first encounter
with the Indians of the area. Their wishes are to
restore the monument and dedicate it as a historical

BPHS would like to invite you to their annual Luncheon

CAREER CENTER STAFF RECEIVES 10 YEARS OF
SERVICE AWARD FROM IRS
IRS presented Bay Point Works/Sparkpoint Center an
award for providing the Volunteers Income Tax
Assistance (VITA) here in Bay Point for the past 10
years. This program is designed to provide FREE Tax
preparation services for low-income residents who
qualify for the Earned Income Tax Credit (EITC).
This season BPW prepared 521 tax returns. For tax
year “2012” the program helped return over $828,000
dollars back to the families they served in federal
refunds. The main objective of the program is to ensure
that people claim their EITC credit that largely goes
unclaimed to the tune of over a million dollars per year
in Contra Costa County alone. If you want to find out

a.m. and will travel east on Willow Pass from Marin Ave
to Clearland Dr. The festival will follow, at the Ambrose

Last year, all Bay Point Spring Derby activities were
well attended. The memorial was especially great
because they honored those who have given their lives,
or years out of their lives, to protect our country. The
parade was a fun experience for all that participated,
including local civil servants like Supervisor Federal
Glover, The State Superintendent of Public Instruction
Tom Torlakson, Judy Dawson and Steve Hoagland from
Ambrose Recreation and Park District. People, groups,
horses, dogs, cars, and floats – all were there to
celebrate the richness of the Bay Point community. The
Festival following the parade included great food,
informational tables, and folks selling their crafts,
music, prizes and a lovely, relaxed afternoon to enjoy
one another’s company. PLEASE JOIN US AND DON’T
FORGET TO WEAR YOUR DERBY OR HAT.
