Instructions to Voters
To vote for the candidate you want, completely fill in the oval to
the left of your choice.
Use a blue or black ink pen or the pen provided at the polls to
mark your ballot. Do not use red ink or highlighter. Do not erase.
If you change your mind or make a mistake, return the ballot to
the Election Clerk and a replacement ballot will be issued to you
To vote for a qualified write-in candidate, write the person’s name
in the place provided and fill in the oval.
Voting by mail: After voting, review your ballot and place it in
the return envelope. Sign and date the envelope in the place
provided and mail it back. Your envelope must be signed for your
ballot to be counted.
At the polls: After voting, review your ballot and place your ballot in the secrecy sleeve and feed the
ballot into the tabulator at the polling place.

completing his education, he enlisted in the United States Marine Corps and
served with high distinction for over 31 years. Although not a politician, he is
a highly proven and decorated leader who now desires to serve every one
of you in the 51st Congressional District with the same zeal, wisdom, and
commitment.

learned both on and off the battlefield to the challenges facing the families
and individuals of the 51st District.

I hold degrees in Business Management and Public Administration, so I am
familiar with ways to reach these goals, but more important than my formal
education is my experience as a parent. My wife and I have children who go
to school and have graduated from Calexico Unified School District, and what
I wish for them is what I want for all children in our district. Our community’s
students deserve the highest standard of education that will lead them to their
place as tomorrow’s leaders, and I, Enrique Alvarado, pledge to work with the
Board to make sure this happens.

My name is Norma Alicia Aguilar and I am asking for your vote in November
2016. I previously served on the CUSD Board from 2010-2014. I was part of
the CUSD board that made the difficult policy decisions that account for our
financial stability and ability to re-hire all our layoffs.
During my period of service, CUSD faced severe circumstances due to
damages from the 2010 earthquake and financial instability. As a board
member, I helped stabilize CUSD finances by hiring an experienced financial
manager. We prevented CUSD being taken over by the state and lobbied state
officials to work with us. CUSD was left in a positive financial position when I
finished my term in 2014.
In January, I applied and was appointed to a CUSD board vacancy by a 4-1
majority vote and it has been my pleasure to serve with the current board
members. Together, we finished and opened our district pool, repaired our
schools over the summer, replaced gym bleachers and remodeled Varner
Gym, overhauled Ward Field and built a new athletic racetrack. Exemplary
accomplishments happen when there is a committed and balanced school
board in place working together.

I’m a lifelong resident of Calexico. I presently serve on the Historical
Commission of Calexico as Vice-Chairman. I am a Calexico High School
graduate. I worked in the Calexico Unified School District for 32 years as a
teacher. I’m proud to say that I was selected by the Calexico School Board in
1995 as Most Caring Teacher in Calexico. This summer it was an honor for me
to serve on the 2016 Measure J committee to finally expend over $600,000 on
a new field and track covering at the Calexico Warne Field, saving thousands.
I’m very acquainted with expenditures and accounts receivable because I
served for eight years on the Heffernan Memorial Hospital District as treasurer
and vice-chairman. I’m for refurbishing the schools through a bond measure
and being in communication with the on-site committee of that bond measure.
This includes refurbishing and completing the high school facilities. We can
do this in phases. First, we can fix the high school cafeteria. Education comes
first for me and the students are our primary clients. I especially support the
after school programs provided for our students. I have the time to serve four
years as trustee on the Calexico School board.

that continues to respect teachers and parents, and works with them in
making the best decisions for our community.

to preparing students for college and university, I will advocate for classes
that provide technical training such as nursing, construction trades, and
automotive repair.

pertinent information regarding the amount of funds collected and expended,
as well as the status of the projects listed in this measure, as required by
Sections 53410 and 53411 of the Government Code.

and future school, support and administrative sites of the Calexico Unified
School District.

landscaping, construction management and other planning and permitting,
legal, accounting and similar costs; independent annual financial and
performance audits; a customary construction contingency; demolition and
disposal of existing structures; rental or construction of storage facilities
and other space on an interim basis for materials and other equipment and
furnishings displaced during construction; costs of relocating facilities and
equipment as needed in connection with the projects; interim classrooms
and facilities for students, administrators, and school functions, including
modular facilities; federal and state-mandated safety upgrades; addressing
unforeseen conditions revealed by construction/modernization and other
necessary improvements required to comply with existing building codes,
including the Field Act; access requirements of the Americans with Disabilities
Act; costs of the election; bond issuance costs; and project administration
during the duration of such projects, as permitted by law.

The scope and nature of any of the specific projects described above may
be altered by the District as required by unforeseen conditions that may
arise during the course of design and construction. Projects authorized by
this measure providing for upgrades, replacement, modernization and/or
improvements include new construction, acquisition, expansion, replacement,
reconfiguration and/or rehabilitation, as deemed in the best interests of the
District by the District Board. In the event that a modernization or renovation
project will result in higher costs than relocation and construction, this bond
measure authorizes land acquisition, relocation and reconstruction, and all
costs relating thereto, for said reasons or based on other considerations
deemed in the best interest of the District by the Governing Board. In addition,
this measure authorizes the acquisition of interests in real property including
necessary rights of way and easements, and joint use projects with other
public entities or nonprofits. In addition, authorized projects include paying
and/or prepaying interim financing which may be or have been obtained for
said projects such as bond anticipation notes, and includes prepayment of
financing lease payments to vest title in the District.

Approval of the District’s bond measure does not guarantee that all of the
identified projects within this Bond Project List will be funded beyond what
can be completed with local funds generated by the bond measure. The
District plans to pursue funds from the State of California, if available, to
complete certain of the identified facilities projects. In addition, the issuance
of bonds pursuant to this measure depends in part on the assessed valuation
of properties in the District and as a result issuance may require approval
from the State Department of Education for a waiver of the District’s bonding
capacity.

the taxable property in the District. The following information is submitted in
compliance with Section 9400-9404 of the California Elections Code.

District, and other demonstrable factors. The actual tax rates and the years
in which they will apply may vary depending on the timing of bond sales,
the amount of bonds sold at each sale and actual increases in assessed
valuations. The timing of the bond sales and the amount of bonds sold at any
given time will be determined by the needs of the District. Actual assessed
valuations will depend upon the amount and value of taxable property within
the District as determined in the assessment and the equalization process.

COUNTY COUNSEL’S IMPARTIAL ANALYSIS OF BOND MEASURE “V”
Article XlllA, Section 1, subdivision (b)(3) of the California Constitution
authorizes school districts to issue bonded indebtedness through the
Imposition of ad valorem property taxes upon approval of fifty-five percent
(55%) of voters of the district who vote on the measure.
The Calexico Unified School District (“the District”) proposes to issue bonded
indebtedness for construction, rehabilitation, or replacement of school
facilities, including furnishing and equipping school facilities, or acquisition or
lease of real property for school facilities.
If fifty-five percent (55%) of the voters of the District who vote on the measure
vote in favor of the measure, the District will be authorized to incur debt
by issuing general obligation bonds to provide financing for projects listed
in measure V. Proceeds may only be used for the stated purpose and not
for any other purpose, including teacher and administrator salaries, or other
school operating expenses. If the measure is not approved by at least fiftyfive percent (55%) of the voters of the District who vote on the measure, the
measure will fail and the bonds will not be issued.
The maximum principal amount of the proposed bonds is not to exceed fortyfive million dollars ($45,000,000.00). The interest rate will be established at
the time of sale and will depend on market rates at that time. If issued under
the Government Code, the maximum duration of the bonds cannot exceed
forty (40) years. If issued under the Education Code, the maximum duration
of the bonds cannot exceed twenty-five (25) years. The exact effect on tax
rates cannot be determined until after the bonds are sold. The bonds will bear
interest at a rate not exceeding the legal limit.
An independent Citizens’ Oversight Committee will actively review expenditure
of bond revenues. An Independent financial audit of the proceeds and an
Independent performance audit of the specific projects will be performed
annually. An annual report will be prepared, indicating the amount of funds
collected and expended, and the status of any projects listed in the measure.
A “yes” vote is a vote to authorize the issuance and sale of the general
obligation bonds in an amount not-to-exceed the principal amount of fortyfive million dollars ($45,000,000.00). A “no” vote is a vote not to authorize the
District to issue and sell said bonds.

improving their schools, we must also continue to invest in ours. The schools

children’s future. The District continues to provide quality education, but our
schools have many unmet facility needs.
Calexico High School has a rich history and has graduated more than 100
classes, but many of our classrooms and science labs are obsolete and can
no longer provide the quality learning environments our children deserve.
Many of our schools are over 50 years old and require major plumbing, roof,

portable classrooms as a temporary fix to accommodate enrollment growth.
These portable classrooms are now old and costly to maintain. Lastly, we must
improve access to technology and provide our students the modern learning
tools required to succeed today.
Measure “V” will address our current and future needs by providing funding
to:

Construct new classrooms and support facilities to reduce
overcrowding
•
Replace portable classrooms with new permanent facilities
•
Improve student safety and access to computers and modern
classroom technology
•
Provide a local match, making the District eligible to receive over
$45 million in state matching grants
Measure “V” will help prepare our students for college and high paying jobs
upon graduation so that they can better support their careers and families.
Measure “V” provides taxpayer safeguards with an independent Citizens’
Oversight Committee, annual audits, and no money for administrator salaries.

ACCESSIBLE VOTING INFORMATION
At the polling place
To check polling place accessibility, look for the wheelchair symbol on the back cover of this
pamphlet. If your site is accessible, below the symbol you will find the word Yes.
In some polling places, temporary threshold, ramps, signage, cones, or door props are used to
improve access to the facility.
Curbside voting
If your polling place is not accessible, you may vote on paper ballot from a nearby accessible
location, including a car. A poll worker will qualify you to vote and return the voted ballot to the
polling place.
To request curbside voting assistance, you can have an assistant make the request inside the
polling place.
Accessible voting system
Each polling place in the county has an Audio Tactical Interface (ATI):
• an audio option that reads the ballot to you
• large print
• a choice of English or Spanish
Ballot delivery to your home
We can deliver a ballot to your home and return it to the Elections Department. (For home
bound voters who have no assistance.) Please call before Election Day so there will be enough
time to provide assistance.
Voting Information
Audio versions of the information about local measures and information printed in the State
Voter Guide are available on request. The recordings are available approximately four weeks
before the election.
