Roadside Vendor Law
It is against the law to sell live animals on public roads, right-of-ways, or parking lots.
(Texas Statutes Transportation Code, Section 285.001; Harris County Animal Regulations,
Section 12)
It is against the law to set up or build any structure for the purpose of selling live animals on
public roads, right-of-ways, or parking lots. (Texas Statutes Transportation Code, Section
285.001; Harris County Animal Regulations, Section 12)
It is against the law to stop the removal of any structure used for the purpose of selling live
animals on public roads, right of ways, or parking lots (Texas Statutes Transportation
Code, Section 285.004; Harris County Animal Regulations, Section 12)
Each offense under this section is a Class C misdemeanor punishable by a fine up to
$500.00.
Each day a violation continues is a separate offense.

Regulations
Residents of Harris County must be aware of the regulations adopted by Commissioners Court to meet the standards of the “The Rabies Control Act of 1981”.
This regulation, enforced by Harris County Public Health & Environmental Services, Veterinary Public Health is designed to protect the health and welfare of
Harris County residents, and:
•
Requires the current rabies VACCINATION of all dogs and cats three
months of age and older.
Currently vaccinated means:
Vaccinated within the last twelve months, or;
Vaccinated within the last 36 months provided that the animal was
vaccinated twice within 12 months and the last vaccination was with
a licensed 3-year vaccine.
•
Requires the LICENSING of all dogs and cats and sets a fee for that
license.
•
Requires dogs and cats to be physically RESTRAINED AT ALL TIMES,
WITHOUT ACCESS TO SIDEWALKS OR STREETS.
•
Allows CITATIONS to a Justice of a Peace Court to be issued for failure to
comply with the above requirements.
•
Sets an IMPOUNDMENT fee, and a boarding fee to be charged for each
animal picked up.
Impounded animals shall be kept three days to allow the owner time to redeem
them.
The occupant/head of household of any premises on which a dog or cat customarily returns for a period of 7 days is presumed to be the owner of that animal.
All animals suspected of rabies or animals that bite or scratch may be impounded for ten days under veterinary observation at the discretion of the Animal Control Officer.
Violators of any provision of this order are guilty of a misdemeanor and are subject to a fine of up to $500.00 in a Justice of the Peace Court.

$75.00 Triennial Fee for dogs and cats with qualifying vaccination status. Must
provide proof of two rabies vaccinations within 12 months and the last
vaccination must be with a licensed 3-year vaccine

Residentes del Condado de Harris deben de estar bajo aviso de las
regulaciones adoptadas por la Corte de Comisarios para cumplir los requisitos
del acto de 1981 del control de la rabia. Esta regulación se impone por Salud
Pública Veterinaria de Condado de Harris. Está diseñada para protejer la
salud y el bien estar de los residentes del Condado de Harris
•
Require que todos perros y gatos de 3 meses o mayor esté al corriente
con la VACUNA de la rabia.
•
Al Corriente con la vacuna de la rabia se significa:
Vacunado dentro de los últimos doce meses, o,
Vacunado dentro de los últimos treinta y seis meses con tal que el
animal fue vacunado dos veces dentro de doce meses y la última
vacuna debe ser con vacuna licenciada por tres anos.
•
Requiere la REGISTRACIÓN de todos perros y gatos y fija una cuota para
ese registro.
•
Requiere que perros y gatos deben de permanecer físicamente
contenidos donde no tengan acceso a banquetas o calles a todo tiempo.
•
Permite que el juez de la paz multe por violaciones de las regulaciones.
•
Fija una CUOTA POR EMBARGAR, mas una cuota por el bordo por cada
animal levantado.
