GENERAL INSTRUCTIVE GENERAL INFORMATION FOR THE ENTRY OF MERCHANDISE TO THE FREE TRADE ZONE IN PLAZA MAYOR MEDELLIN Aiming to facilitate the permanence in the event, fair, exhibition and/or convention will be explained the required procedure by The National Tax and Customs Office (DIAN) in order to enter your goods to the Free Zone of Plaza Mayor Medellin. The mentioned Free Zone counts with a determined state of being in force, which is described under the Resolution N ° 11135 of December 22, 2014 declared by The National Tax and Customs of Colombia, in which Plaza Mayor Medellin Conventions and Exhibitions Center is dictated as a Special Permanent Free Zone of Services. What is a Free Trade Zone? Consists of delimited geographical areas within the National Customs Territory, where the development of industrial activities of goods and services or even commercial activities under special regulations on taxation, customs and international trade takes place. Why Plaza Mayor Medellin offers its Special Permanent Free Trade Zone of Services? In order to participants of the different events, clients and both: national and international exhibitors of the fairs, exhibitions and/or conventions, could easily enjoy an international platform of business negotiations free of taxes for merchandise coming from abroad, while those goods occupy the installations of our Fairground. Also, with the purpose to provide celerity and quickness of the demanded formalities from ports and airports of the merchandise to exhibit and its subsequent distribution; thus, minimizing costs and accessing comfortable and proper times from the center of the city in case of partial or total nationalization. Plaza Mayor Free Zone transforms a common Fairground into a favorable strategy for all parties involved, providing the best service and expertise in the support and advice in the respective events, taking the Franco regime for advantage. Consequently, allowing exhibitors to enter the goods to the country without having to perform in previous legal procedures of temporal or total imports in order to be legally able to participate in any of the different existing events within our Fairground. MERCHANDISE IN: O.T.M / DTA / CABOTAGE / (It is chosen according to the specific case) NOTIFY TO: Please write down the name and telephone number of the person who will receive the notification of the merchandise arrival. Besides, contact of the responsible customs broker of the goods during its permanence in the Free Zone. TO THE OPERATOR AGENT OF THE O.T.M. PHONE: Taxpayer Identification Number (TIN) N ° MEDELLIN – COLOMBIA. In case of international carrier deliveries such as DHL, UPS, FEDEX and/or TNT, you must to bear in mind that the entry of the merchandise to the country is made through Bogotá D.C, where the customs broker will have only 48 hours to proceed with the cabotage (In order to continue its delivery until the final destination). The mentioned service is meant to be hired from the origin destiny to the Free Zone Plaza Mayor. Ensuring unique costs of the complete chain, what must be taken into account is that SENDING GOODS THROUGH THOSE INTERNATIONAL COURIER DELIVERY SERVICES DOES NOT INCLUDE THE TOTAL TRANSPORT COST FROM ORIGIN. If the taken decision is to send the merchandise through any of the above mentioned international transport, and in order to avoid those goods to be transferred to the Customs National Transit and also to avoid engaging with nationalizing procedures, you ought to properly follow the entire logistic plan of the merchandise, in which our Free Zone has no duty to release it, neither engage with its costs responsibilities. INSTEAD WE COULD SUGGEST THE CONTACT OF A CUSTOMS BROKER, WHO WILL BE ABLE TO FOLLOW ALL THE REQUIREMENTS BASED ON KNOWLEDGE BEFORE THE ENTRT OF GOODS AND/OR ITS DEPARTURE FROM ORIGIN. ENTRY TO PLAZA MAYOR MEDELLIN Once your merchandise begins its shipment you must report and inform to Plaza Mayor both the NATIONAL AND INTERNATIONAL transit and tracking number, as well as product details such as the commercial invoice (if the merchandise comes from abroad); you and/or your customs broker must be present at the merchandise arrival in order to properly proceed with the respective landing, the forklift contract service, and the mandatory documents according to the merchandise mode of entry to the country. According to the type of goods that will enter the Fairground, must be previously filled up and signed by the person responsible to provide the supporting information to the DIAN through the given application form by The Free Zone. Good coming from abroad to Plaza Mayor, will enter the Free Zone warehouse, where the exhibitor and/or delegate will be allowed to take them, only once the inspection documents and mandatory application forms of the merchandise entry to the Free Zone are duly completed. Plaza mayor, from the day of entry of the merchandise, will charge an amount of warehouse service per day (COP $60 plus included VAT per Kg. each day, with a storage minimum of COP $310.000 plus VAT), offering days with no warehouse charge which are the days before, during and after the event. Merchandise that still remain two weeks after the event, will automatically incur into a fractional charge per month of COP $ 250.000 plus VAT, per each used square meter. PLAZA MAYOR MEDELLIN IS NOT RESPONSIBLE FOR FREIGHT COSTS OF TRANSPORT NEITHER IMPORTS. EACH EXHIBITOR WILL NEGOTIATE WITH HIS/HER RESPECTIVE CUSTOMS BROKER. PLAZA MAYOR WILL BE ABLE TO GIVE ADVICE ABOUT THE IMPORT PROCESS, AND TRANSIT WITHIN OUR FREE ZONE AND ALSO PURPOSE THE TYPE OF INCOTERMS WITH OUR ALLIES TO PICK UP THE MERCHANDISE IN ORIGIN. Under the pertinent aims, will be related the application forms that must be filled up to the entry of the merchandise. It is mandatory to send in advance the mentioned forms duly completed of the respective national or nationalized merchandise. Also, in order to avoid messed up the documents must not be sent with the carrier. THE PROCESSING OF THESE FORMS IS MANDATORY AND WILL BE REQUIRED BY THE CUSTOMS AND THE FREE ZONE COORDINATION IN PLAZA MAYOR MEDELLIN. IT MUST BE DONE IN ADVANCE OF THE MERCHANDISE ENTRY, AND NOT AT THE WAY OUT. THE APPLICATION FORMS WILL BE SHARED IN ADVANCE ONCE IS ESTABLISHED THE FIRST CONTACT WITH US BY PHONE OR EMAIL, IN WHICH WE WILL PROVIDE ADVICE ABOUT THE TYPE OF APPLICATION FORM YOU OUGHT TO FULLFILL DEPENDING TO THE TYPE OF MERCHANDISE. All those products coming to the Fairground from abroad must be related and supported with its commercial invoice at FOB value. Phone (574) 261 72 00 – EXT. 7293 Fax (574) 232 03 30 E-mail: [email protected]; [email protected]; IN ORDER TO LEAVE THE PLAZA MAYOR SPECIAL PERMANENT FREE ZONE OF SERVICES: Once the event finishes, The Free Zone of the Fairground, will provide you the signed output application form. Thus, you will be able to take your merchandise under the DIAN requirements. If you have entered the merchandise under the traveller regime and/or as a personal luggage, make sure that the day that you are going to leave Colombia you have the temporal import form that was given (at the custom office when you entered the country), in order to culminate the compromise that you have got with the DIAN at the airport. If your merchandise entered the country without being nationalized, you can in our Plaza Mayor Free Zone, promptly nationalize, leave it to free disposition of destruction, (in which must be send an authorization letter specifying the intention to abandon the merchandise), nationalize it temporally, nationalize it partially, or start the shipment process to send it abroad again. WAREHOUSE Plaza Mayor Medellin, will charge an amount of money due to the storage of the merchandise. The warehouse service is exclusively to international exhibitors, who enter under the Franco regime. The payment counts from the arrival day of the merchandise, until one week after the event had finished, with a cost of COP $60 per Kg each day, with a minimum of COP $310.000 plus included VAT, cost that is under the exhibitor or custom broker responsibility. Advertisement material and samples and/or destruction with previous inspection, will be allowed to abandon the Free Zone warehouse by paying a minimum value of COP $310.000 plus included VAT/ per each entered merchandise. A couple of weeks after the event, the merchandise continuously expected to be in storage, will immediately incur into a charge of COP$ 250.000 per square meter occupied by the merchandise each month to the responsible of the goods.
