Investment and Business Cooperation Forum
CIEChile participó en la inauguración del Foro de Inversiones y
Cooperación Empresarial España-Chile
A delegation of 15 Spanish companies, led by the country's Minister for Trade and President of its ICEX export and
investment promotion agency, are seeking investment opportunities in Chile.
15 empresas españolas buscan en el país oportunidades de inversión, encabezadas por el Secretario de
Comercio de Estado y presidente de ICEX, la agencia española de promoción de exportación e inversiones.

(CIEChile), participated in the
inauguration of the Spain-Chile
Investment and Business Cooperation
Forum, which took place in Santiago on
April 7, 8 and 9. The event was organized
by ICEX, Spain's export and investment
promotion agency, and was attended by a
delegation of 15 Spanish companies,
mostly from the ICT, renewable energy,
engineering and construction sectors.
Between 2009 and 2012, Spanish
companies invested US$10,504 million
in Chile, positioning Spain as Chile's
most important source of investment in
that period, accounting for 12.9% of the
total in ow, ahead of historic investors like the
United States and Canada, pointed out Pizarro. He also drew attention to the
boom in the interest of smaller Spanish companies in Chile. We have
witnessed the growing interest not only of Spain's large companies but also its
SMEs, who are looking positively at the Chilean market and the possibilities it
offers, he said.
During the inauguration, Spain's Minister for Trade and President of ICEX,
Jaime García-Legaz, referred to the importance of the Chilean economy's
sound performance, with gures that corroborate the early investments made
by Spanish companies in Chile in the 1990s . He added that Chile is an example
of a nation with stable institutions, security and a rm democracy, factors that
help to make a country prosperous .
Closing the inauguration, Chile's Undersecretary for Economy Katia Trusich
underlined the key role that SMEs have for more inclusive development and
highlighted the importance of diversi cation of the economy, the recovery of
players and the reinstatement of the policy of clusters in a new economic cycle
in which Spain and Chile are united for the future .

El Vicepresidente Ejecutivo del Comité de Inversiones
Extranjeras (CIEChile), Jorge Pizarro, participó en la
inauguración del Foro de Inversiones y Cooperación
Empresarial España-Chile, que tuvo lugar en Santiago
los días 7, 8 y 9 de abril. El acto fue organizado por ICEX,
agencia Española de promoción para la exportación y
fomento de las inversiones, y en él participó una
delegación de 15 empresas españolas pertenecientes en
su mayoría a los sectores de TICs, energías renovables,
ingeniería y construcción.
Entre 2009 y 2012, ingresaron al país US$10.504
millones provenientes de España, lo que ubicó a ese país
como el principal inversionista del período, con un
12,9% del total de los capitales recibidos, y por sobre
inversionistas históricos como Estados Unidos y
Canadá , destacó Pizarro, quien además subrayó el auge
del interés de las empresas de menor tamaño Españolas
interesadas en Chile. Hemos sido testigos del creciente interés no sólo de las
empresas más grandes de España, sino también de las pymes, que miran con
buenos ojos el mercado chileno y sus posibilidades , detalló.
En la misma línea, Jaime García-Legaz, presiente de ICEX, mencionó durante el acto
de inauguración la importancia de la buena marcha de la economía chilena, cuyas
cifras corroboran en la actualidad la inversión inicial en Chile de las empresas
españolas de los años 90 . Además, el también secretario de Estado a rmó que Chile
es un ejemplo de nación con instituciones estables, seguridad y democracia rme,
factores de prosperidad de un país .
Por su parte, la subsecretaria de Economía, Katia Trusich, nalizó el acto subrayando
el papel clave de las pymes para un desarrollo más inclusivo y destacando la
importancia de la diversi cación de la matriz sectorial, la recuperación de actores y la
recuperación de la política de clusters , dentro de un nuevo ciclo económico en el
que España y Chile están unidas por el futuro .

visits Foreign Investment Committee
Embajador de Australia en Chile visitó el Comité de
Inversiones Extranjeras
Jorge Pizarro, Executive Vice-President of the Foreign Investment Committee
(CIEChile), received Australia's Ambassador to Chile, Timothy Kane. During the
meeting, they discussed CIEChile's main promotional activities as well as different
initiatives which the Committee and the Australian government can jointly implement in
order to foster Australian investment in Chile.
According to the Chilean Central Bank, Australian companies invested US$571 million
in Chile between 2009 and 2012.
Chile and Australia have a bilateral free trade agreement and a double taxation avoidance
treaty. Both countries are members of organizations that include APEC, the Cairns
Group of exporters of agricultural products and the Organisation for Economic Cooperation and Development (OECD) and both are also participating in negotiations for
the Trans-Paci c Partnership (TPP).
El Vicepresidente Ejecutivo del Comité de Inversiones Extranjeras (CIEChile), Jorge
Pizarro Cristi, recibió al embajador de Australia en Chile, Timothy Kane. En la reunión,
abordaron las principales actividades de promoción que CIEChile realiza, así como las
diversas tareas que el Comité y el gobierno australiano pueden llevar a cabo en conjunto
para fomentar la llegada de inversionistas de esa nacionalidad al país.
Las inversiones australianas en Chile alcanzaron los US$571 millones entre 2009 y 2012,
según cifras del Banco Central.
At a working meeting, Mining Minister Aurora Williams and Jorge Pizarro, Executive
Vice-President of the Foreign Investment Committee (CIEChile), discussed different
issues on which the two bodies are collaborating in order to establish a long-term
investment attraction strategy.
Chile is the world's leading copper producer, accounting for over a third of global
output. Similarly, 50% of the foreign direct investment entering Chile between 2009 and
2012 corresponded to the mining sector.
Cabe destacar que Chile y Australia cuentan con un tratado de libre comercio bilateral y un
acuerdo para evitar la doble tributación. Ambos países participan en foros como APEC, el
Acuerdo Trans-Pací co (TPP, por sus siglas en inglés), el Grupo Cairns de naciones
exportadoras de productos agrícolas y la Organización para la Cooperación y el Desarrollo
Económicos (OCDE), entre otros.
La Ministra de Minería, Aurora Williams, sostuvo una reunión de trabajo con el
Vicepresidente Ejecutivo del Comité de Inversiones Extranjeras (CIEChile), Jorge Pizarro
Cristi. En la ocasión, abordaron las diversas materias en las que ambos organismos están
trabajando de forma conjunta para establecer una estrategia de atracción de inversiones
de largo plazo.
Cabe recordar que Chile es el más importante productor de cobre del mundo, con más de
un tercio del mineral que se produce a nivel global. Además, entre 2009 y 2012 el 50% de
los capitales extranjeros ingresados al país tuvieron como destino el sector minero.

The Executive Vice-President of the Foreign Investment Committee (CIEChile), Jorge Pizarro,
received Chile's Ambassador to the United States, Juan Gabriel Valdés. During the meeting, they
discussed CIEChile's principal promotional activities abroad as well as the different tasks in which
CIEChile and Chile's Embassy in Washington can collaborate.
El Vicepresidente Ejecutivo del Comité de Inversiones Extranjeras (CIEChile), Jorge Pizarro Cristi,
recibió al embajador de Chile en Estados Unidos, Juan Gabriel Valdés. En la reunión, abordaron las

The 13th version of Latin America's most important mining fair was inaugurated by Mining Minister Aurora Williams.
La inauguración de la 13° versión de la feria minera más importante de Latinoamérica fue encabezada por la Ministra de Minería, Aurora Williams.
The 13th version of Expomin, Latin America's
principal mining event, took place on April 2125 in Santiago's Espacio Riesco convention
center, attracting over 1,600 exhibitors from
35 countries. Mining Minister Aurora Williams
presided over the inaugural ceremony which
was also attended by Jorge Pizarro, Executive
Vice-President of the Foreign Investment
Committee (CIEChile), along with other public
and private industr y authorities and
executives of the main mining companies with
operations in Chile.
Con la presencia de más de 1.600 empresas
expositoras de 35 países, comenzó la 13°
versión de Expomin, el principal evento minero
de América Latina que se desarrolló entre el 21
y el 25 de abril en Espacio Riesco. La
ceremonia inaugural fue encabezada por la
Ministra de Minería, Aurora Williams, y contó
con la presencia del Vicepresidente Ejecutivo
del Comité de Inversiones Extranjeras
(CIEChile), Jorge Pizarro Cristi, junto a altas
autoridades sectoriales, públicas y privadas, y
ejecutivos de las mayores rmas mineras con
operaciones en el país.
Ya han pasado cerca de 25 años desde la
primera Expomin, y la realidad de Chile es muy
distinta. Nos abrimos al mundo, llegaron
cuantiosas inversiones y hemos conseguido la
estabilidad necesaria para consolidar

proyectos exitosos. En este contexto, como
ministerio, nos hemos propuesto entre otros objetivos promover la inversión minera,
pero para ello debemos revisar los aspectos jurídicos de la industria y adecuarlos a la
nueva realidad que vive Chile , señaló la Ministra Williams. En este contexto, agregó que
vamos a impulsar el clúster minero y relevarlo a nivel ministerial .
Similarly, Jorge Pizarro indicated that, "Chile is the world's leading copper producer,

According to Expomin 's organizers, one of the fair's most important activities was the
Expomin 2014 Business Matchmaking Round during which more than 1,000 meetings
were scheduled over four days, bringing together large mining companies with
suppliers of goods and services. The event was expected to generate business worth
over US$1,800 million, building on the close to US$10,000 million generated by the
previous twelve versions of the fair.
Según los organizadores, una de las actividades con mayor proyección será la Rueda de
Negocios de Expomin 2014, instancia donde se reúnen representantes de las grandes
compañías mineras con las empresas proveedoras de productos y servicios, para lo cual
ya se han agendado más de 1.000 reuniones en cuatro días. La proyección de negocios
alcanza a más de US $ 1.800 millones, una cantidad que se sumará a los cerca de US $
10.000 millones en transacciones generados a lo largo de las doce ediciones anteriores.

It is almost 25 years since the rst Expomin
took place and Chile today is a very different
country," noted Minister Williams. "We opened
our economy to the world, received important
investments and have achieved the stability
required for the consolidation of successful
projects. In this context, the ministry has
established objectives that include the promotion of mining investment but, to that end,
we need to review aspects of the legal framework for the industry and adapt them to
today's Chile," she said, adding that, in this context, "we are going to promote the mining
cluster at the ministerial level".

Foreign Relations Heraldo Muñoz and the Executive
Vice-President of the Foreign Investment
Committee (CIEChile), Jorge Pizarro, discussed the
different tasks in which the two bodies can
collaborate in promoting Chile as an attractive
destination for foreign investment.
El Ministro de Relaciones Exteriores, Heraldo

It is important to note that Chile's embassies
abroad play a crucial role in the promotional
activities that the Foreign Investment Committee
carries out each year in order to attract overseas
capital.

representatives

ProChile's new representatives in Milan, Miami and Beijing met with CIEChile's executive vice-president, Jorge Pizarro, to coordinate the
two institutions' joint work.
Los nuevos directores de las o cinas de ProChile en Milán, Miami y Beijing se reunieron con el vicepresidente ejecutivo de CIEChile, Jorge Pizarro Cristi, en
el marco del trabajo conjunto que desarrollan ambas instituciones.
The Executive Vice-President of the Foreign
Investment Committee (CIEChile), Jorge Pizarro,
held a coordination meeting with the new
commercial directors of ProChile in Milan (Italy),
Augusto Aninat; Miami (United States), Sacha
Garafulic; and Beijing (China), Andreas Pierotic, who
will soon travel to their respective postings to start
their work in promoting trade and investment.
During the meeting, Pizarro spoke about the work
that CIEChile undertakes abroad and the main
factors that set Chile apart as one of the world's
most attractive destinations for foreign investment
as well as the economic sectors that offer most opportunities and the regulation
governing the investment process.
We are working closely with ProChile in our task of promoting and attracting foreign
investment, reported Pizarro. Its network of commercial of ces is crucial for reaching
investors throughout the world and we, therefore, put at their disposal the information
services and assistance that CIEChile offers and outlined the procedures and methods
for working together with their of ces so as to increase the ef ciency of the services
provided to overseas companies, he added.
It is important to note that CIEChile's activities overseas are implemented in
coordination with ProChile, the agency responsible for Chile's economic and
commercial network abroad with over 50 of ces around the world.

A delegation of nine people from China's Guizhou
province met with Jorge Pizarro, Executive VicePresident of the Foreign Investment Committee
(CIEChile), who thanked its members, including
authorities, businesspeople and investors, for
their interest in learning about the investment
opportunities available in Chile.
Una delegación de nueve personas, entre ellas
autoridades, empresarios e inversionistas de la
provincia china de Guizhou, se reunió con el
Vicepresidente Ejecutivo del Comité de Inversiones
Extranjeras (CIEChile), Jorge Pizarro Cristi, quien

Although China is Chile's principal trading partner,
Chinese investment in Chile has historically been
low. According to the Chilean Central Bank,
Chinese investors committed US$77 million to
projects in Chile between 2009 and 2012, a gure
that CIEChile will be seeking to increase.
Cabe recordar que, aún cuando China es el principal
socio comercial de Chile, sus cifras de inversión en el

The delegation, led by Meng Qiliang, Vice-Governor of the People's Government of
Guizhou Province, showed great interest in opportunities in mining, energy and
infrastructure, which are key sectors of the province's economy.
La comitiva, encabezada por el Vicegobernador del gobierno popular de la provincia de
Guizhou, Meng Qiliang, mostró un alto interés por las oportunidades de inversión en
minería, energía e infraestructura, sectores clave en la economía de esa región.
We are interested in various areas of investment in Chile but, above all, energy, said
Meng Qiliang. We have seen the need in the country and the increase in demand which
is growing at around 4% a year. That is our strong point and we are interested in talking
about thermal and hydro generation, he added.

stable investment climate.

memorandum of understanding
between Chile and the Chinese city for
the promotion of an attractive and

China represents a great many
opportunities that have so far been
re ected in trade but we also want to
see re ected in investment, said
Pizarro, emphasizing CIEChile's
availability to provide information and
address the concerns of Chinese
companies in both this and future
visits.
CIEChile has investment promotion
personnel in Guangzhou where it also
works together with the ProChile export promotion agency. The city, the capital of the
Canton province, is the largest in southern China and is an important industrial,
nancial, commercial and transport center. With an area of 7,400 km² and 12.7 million
inhabitants, it had a GDP of US$248.6 billion in 2013.
This is our rst visit to Chile and it is far more modern and developed than I imagined;
it's very advanced in terms of infrastructure, its people are highly quali ed and it's a
really magni cent place, said Yuan Yue. There are still not many Chinese companies
investing in Chile and my job is precisely to encourage Guangzhou's companies to
invest abroad; I have a lot of trust in Chile's business environment and that is something
that I will certainly be communicating to local companies, she added.
INVESTMENT OPPORTUNITIES
As well as authorities, the delegation comprised businesspeople and investors. They
included Xian Congying, assistant director general of Guangzhou Municipal
Construction Group, the Canton province's leading construction company and one of
the 500 largest in China, who showed interest in investment opportunities in
infrastructure, particularly roads and airports.
Another member of the delegation, Johnny Chan, president of Worldmart Jewelry &
Gems Emporium Ltd., indicated that he sees Chile as a port of entry into the region. We
have our eyes on Latin America and think that Chile could be an excellent platform from
which to start our activities, said the representative of the multinational which produces
and markets jewelry and precious stones.
Earlier in the day, the delegation had met with representatives of Chile's Manufacturers'
Association (SOFOFA) and the National Chamber of Commerce (CNC).

nanciero, comercial y de transportes. Tiene 12,7 millones de habitantes en sus 7.400
km² y en 2013 registró un PIB de US$ 248,6 mil millones.
Esta es nuestra primera visita a Chile y es mucho más moderno y desarrollado de lo que
imaginaba. Es muy avanzado en términos de infraestructura y la gente es muy cuali cada,
es un lugar realmente magní co , aseguró Yuan Yue. Aún no tenemos muchas
compañías chinas invirtiendo en Chile, pero mi trabajo es precisamente promover que las
empresas de Guangzhou inviertan en el extranjero. Confío mucho en el ambiente de
negocios de Chile y eso es algo que sin duda transmitiré a las empresas locales , agregó.
OPORTUNIDADES DE INVERSIÓN
Además de autoridades, la delegación contó con la participación de empresarios e
inversionistas. Entre ellos Xian Congying, subdirector general de Guangzhou Municipal
Construction Group, la principal empresa constructora de la provincia de Cantón y una de
las 500 más grandes de China, quien se mostró interesado en las oportunidades de
inversión en infraestructura, particularmente de carreteras y aeropuertos.
Por su parte, Johnny Chan, presidente de Worldmart Jewerly & Gems Emporium Ltd.,
señaló que ve a Chile como una puerta de entrada a la región. Tenemos nuestros ojos
puestos en Latinoamérica y creemos que Chile puede ser una excelente plataforma para

elaboración y comercialización de joyas y piedras preciosas.

The delegation showed great interest in the opportunities the country offers in the energy, transport, infrastructure
and services sectors.

business association, the Mouvement des

Economy Ministry. The 20-strong delegation,
representing 15 companies, was received by
Katia Trusich, Undersecretary for Economy,

indicated that, given Chile's need to
diversify its energy matrix, it offers
interesting potential for attracting
foreign investment related to

futuro Director del Centro de energía solar,
Andreas Haeberle, quienes manifestaron

"Germany is one of the world's leading economies and an important trading partner for
Chile but this is not necessarily re ected in investment in Chile by German companies,"
noted Pizarro. He also emphasized the availability of CIEChile to provide the information
and support required to continue advancing with initiatives of this type which are, he
added, "in line with our objectives of economic complementarity and the promotion of
best practices".
Between 2008 and 2011, German investment in Chile reached US$737 million,
according to the Chilean Central Bank.
Dr. Haeberle pointed out that, "taking into account Chile's challenges as regards energy,
we believe that, by working together, the public and private sectors create a virtuous
circle in the development of opportunities". He added that, "with the solar energy center,
we will be able to expand our spectrum and work with a broader range of companies,
with a much greater impact in terms of economic results than in the case of
biotechnology; we are very interested in being part of the country's development".
"We are very successful at creating better production processes and we have know-how
in technology that we want to take to institutes like those we have in Chile," said Dr.
Schuch. He noted that, for Fraunhofer, "it is very important to work with institutions like
CIEChile so that, in future, we can measure our progress and count on government
support as we do in Germany where we operate in conjunction with the government".
In Germany alone, the Fraunhofer Society has 66 centers, each of which works closely
with overseas companies in areas that range from medicine to aerospace research. Its
operations in Chile were established thanks to the Program of Attraction of Centers of
International Excellence, implemented by the government's Economic Development
Agency (CORFO), and the support of the Catholic University.

Cabe destacar que existen 66 centros Fraunhofer sólo en Alemania, y cada uno de ellos
trabaja de cerca con empresas extranjeras, en materias que van desde la medicina hasta la
investigación aeroespacial. La iniciativa se instaló en Chile gracias al programa impulsado

The country plans to encourage exports and attract foreign investment to position its wine, salmon and dried fruit in
the forefront of international markets.

Chileans always talk about their
country's small size. They do so with
modesty. "We are a small country with
only just over 16 million inhabitants,"
they regularly point out to any foreigner
willing to listen. As a result, for the past
15 years, Chilean companies have
focused on exporting in a bid to carve out
a niche in the world where the country
"represents 0.3% of the economy,"
according to Andrés Rebolledo,
appointed just over a month ago as the
new director general of international
economic relations in Michelle
Bachelet's government.

Although the government has still to

far-reaching reforms in the South
American country, the agribusiness industry
is clear that the government will seek to boost it in order to transform Chile into a world
food power. Indeed, it was Bachelet who, during her previous government, started work
in this direction. The State wants and needs this so as to reduce its heavy dependence
on copper, which accounts for almost half the country's exports. "The country's
challenge is to diversify out of exports concentrated in copper," admits Rebolledo.

That is where the agribusiness sector comes in as part of the solution. "Because it has
great potential to continue growing and gaining in quality," says Roberto Paiva, director
of ProChile (the equivalent of Spain's ICEX), "as well as being part of President
Bachelet's agenda." Indeed, Chilealimentos (the association that brings together most
of the country's food processing companies) anticipates that, from the US$37,000
million sold in food in Chile today, "in ten years, we can reach US$60,000 million,"
af rms Guillermo González, the organization's manager. In his view, "the food industry
will represent more for the Chilean economy than copper; it's one of the sectors with
best outlook".
Y así es cómo el sector agroalimentario entra en escena y se per la como parte de la
solución. Porque tiene un gran potencial para seguir creciendo y ganar en calidad , indica
Roberto Paiva, director de ProChile (el equivalente al ICEX español), además de estar en la

mayoría de empresas procesadoras de estos productos del país) prevé que de los US$
37.000 millones que suman hoy las ventas de alimentos en Chile, en diez años podemos
llegar a US$ 60.000 millones de dólares , asegura Guillermo González, gerente de la entidad.
En su opinión, la industria de los alimentos va a representar más que el cobre para la
economía chilena. Es uno de los sectores con mayores perspectivas .
The overseas market has a key place in these positive expectations. Either through
exports (which account for close to 50% of the sector's sales and, in the case of many
products, up to 95%) or through investment in Chile by overseas companies.
Estas buenas expectativas se vuelcan sobre el mercado extranjero. Ya sea a través de la
exportación (que supone cerca del 50% de las ventas de este sector y en múltiples productos

"We need to attract investment in the mining sector but also in other sectors such as
energy, services, infrastructure and the food industry. We want to capture better-quality
capital. Chile is a good business opportunity and we are going to develop instruments to
support that investment," says Jorge Pizarro, Executive Vice-President of the Foreign
Investment Committee. And that view is echoed by David Navarro, rst secretary at
Spain's Embassy in the South American country.

Last year, Chile attracted over US$20,000 million in foreign investment and, according
to Pizarro, the gure will be similar in 2014. "It's unusual that a country of Chile's size
ranks 18th in the world as a recipient of foreign investment," says Pizarro, noting at the
same time the country's 23 free trade agreements.
El año pasado el país captó más de US$20.000 millones del exterior y, según Pizarro, en
2014 se repetirá este volumen. Es raro que un país del tamaño de Chile esté en el puesto 18

Spain is the country's principal investor, accounting for close to 13% of total foreign
direct investment between 2009 and 2012. And it is the country that has the most
companies there: over 1,200.

According to Paiva, Chile's advantages for foreign investors in the agribusiness sector
are "its innocuity, because it's a country free of pests, its political stability and its low
level of corruption".

In 2013, Chile's exports reached US$77,400 million of which the food industry
accounted for over 20%. The leading products in this sector are salmon (of which Chile
is the world's second largest producer after Norway), fresh and dried fruit and wine.

Chile-China complementary investment protection agreement comes into
force
Entra en vigencia acuerdo complementario de protección de inversiones entre Chile y China
The agreement includes high-standard norms for settlement of disputes between investors and the State, including the option of
international arbitration in the case of non-compliance by any of the parties.
Esta disposición incluye normas de alto estándar para la solución de diferencias entre inversionistas y el Estado, otorgándoles la posibilidad
de recurrir a arbitraje internacional por cualquier incumplimiento de alguna de las partes.
An agreement supplementary to the Chile-China free
trade agreement, designed to protect the two countries'
investments, came into force on April 3. With highstandard norms for the settlement of disputes between
investors and the State, it includes the option of
international arbitration in the case of non-compliance by
any of the parties. Chile and China signed their free trade
agreement in 2006.
Un acuerdo suplementario del tratado de libre comercio
vigente entre Chile y China, orientado a proteger las
inversiones entre ambos países, comenzó a regir este 3 de

Chile's Foreign Investment Committee reports that it
approved 11 investment applications, worth a total of
US$1,250 million, from Chinese companies in 2013.
So far, the principal investment materialized in Chile by a
Chinese company has been the installation of photovoltaic panels in the north of the
country by Sky Capital Investment while most Chilean investment in China has been in
the industrial sector, principally the metallurgical industry. Trade between the two
countries reached US$34,721 million in 2013, with a balance that was very favorable to
China, the world's largest buyer of copper, Chile's main export.
"Even if China grows at 7 %, that gure has as much or more impact than its double-digit
rates in the previous decade because the size of its economy has almost doubled,"
pointed out Osvaldo Rosales, an economist at the Economic Commission for Latin
America and the Caribbean (ECLAC).

The Santiago Metropolitan Region is among the most
attractive places to invest, according to the ranking, South
American States of the Future 2014/2015, published by FDI
Intelligence, the intelligence unit of the UK's Financial Times
newspaper.
La Región Metropolitana está entre los destinos más atractivos
para invertir, según el ranking South American States of the
Future 2014/2015 , elaborado por FDI Intelligence, la unidad de
inteligencia del periódico británico Financial Times.
Según esta medición, la Región Metropolitana se ubica en el

The Santiago Metropolitan Region took second place in the
general ranking after São Paulo in Brazil. Chile's most densely
populated region stood out on Cost Effectiveness for which it
took rst place, on Economic Potential for which it ranked
second, and on Infrastructure where it was third "thanks
partly to its excellent logistics network and Internet
connectivity," stated the study.In the general result, Chile was
among the top ten, with three administrative areas in this group.
Valparaíso, recently hit by a devastating re, took tenth place. With a total of 12 areas
among the top 25 places, Chile was the country with the greatest presence in the
ranking. The top ten places in the subindex of small states are dominated by Chile's
regions, which occupy the rst six positions, led by the Atacama Region. This Region
also heads the subindex of small states with the greatest economic potential, thanks "to
the low in ation that exists in Chile and the high GDP per capita of this [mining] state,"
noted the report.
Chile ocupa un lugar destacado dentro del Top 10 del listado general, con tres reparticiones
administrativas incluidas en el ranking. Valparaíso, que en los últimos días se ha visto
golpeado por un devastador incendio, ocupa el décimo puesto de la tabla. Dentro del Top

France's Total to invest over US$300 million in
new solar project in northern Chile

The photovoltaic park is in addition to the Salvador initiative (70 MW) being developed in Region III
which will require an investment of US$200 million.
Parque fotovoltaico se suma a iniciativa Salvador (70 MW) que están desarrollando en la Tercera

France's Total plans to invest build a 150 MW solar energy project, implying an
investment of more than US$300 million, in Chile. The initiative is in addition to the
Salvador project (70 MW) which it is building in the Central Interconnected Grid (SIC) in
Region III. This latter project will involve an investment of some US$200 million.
Un proyecto de energía solar de 150 MW, que involucrará una inversión superior a los US$
300 millones, desarrollará la empresa francesa Total en nuestro país. La iniciativa se suma al
proyecto Salvador (70 MW) que están construyendo en el Sistema Interconectado Central
(SIC) en la Tercera Región. Esta iniciativa requerirá unos US$ 200 millones.
Phillippe Boisseau, President for Marketing, Services and New Energies and a member
of Total's Executive Committee, indicated that the new solar park will inject power into
the Northern Interconnected Grid (SING).He added that, in this case, the business
model will be similar to that for Salvador as regards obtaining permits and land for the
initiative and its nancing.
El presidente de Marketing y Servicios y Nuevas Energías y miembro del Comité Ejecutivo de
Total, Phillippe Boisseau, precisó que el nuevo parque solar inyectará energía al Sistema

The Salvador project is located on 133 hectares for which Total has a long-term rental
contract with the State. It will be implemented by Total and its partners, Etrion and
Solventus Energías Renovables. However, in the case of the new initiative, Boisseau
indicated that Total has not yet signed any agreement with investors.
En el caso de Salvador el proyecto se emplaza en 133 hectáreas bajo la modalidad de
arriendo de largo plazo al Estado. Mientras que el desarrollo de éste correrá por cuenta de
Total y de sus socios de Etrion, y Solventus Energías Renovables. Aunque Boisseau precisó
que en el caso de la nueva iniciativa aún no hay nada cerrado con ningún inversionista.
Like Salvador, the new park would also sell power on the spot market. According to
Boisseau, however, this segment "is not as uid in the SING as in the SIC; it will,
therefore, be necessary to look for clients and sign longer-term contracts".
Este nuevo parque, al igual que Salvador, también apunta a la venta de energía al mercado

Boisseau also indicated that the company's portfolio of alternative renewable energy
projects in Chile envisages the construction of four solar parks, including the two
existing initiatives, over a period of four years. This part of its business will be developed
through a subsidiary in Chile known as Total Nuevas Energías Chile. Boisseau added
that this new segment of business in Chile will also include diesel- red generation units
which will be combined with solar initiatives.
In the case of the lubricants business, where Total has been present since 2008 with a

En cuanto al negocio de lubricantes, en donde Total participa desde 2008 con una planta en
Quilicura, hoy la francesa posee una participación de 6% en Chile. Sin embargo, el ejecutivo
dijo que existen oportunidades de crecimiento en este rubro y es por ello que este año
apuntan a duplicar la capacidad de producción de esta unidad.

During a visit to Santiago, the executive director of Graña y Montero said that much remains to be done in
energy and infrastructure in Chile and the region.
De visita en Santiago, el director ejecutivo de Graña y Montero dice que todavía queda mucho por hacer
en materia energética y de infraestructura en Chile y la región.

infrastructure companies has operations in six Latin
American countries and, as
of end-2013, a market
capitalization of US$2,363

estate and infrastructure
projects, the conglomerate
listed on the New York
Stock Exchange in July
2013. Today, it is the only
company in its sector to trade on the Lima Stock Exchange. And it is not resting in

concessions opportunities in Chile - where it already has operations - with a focus

looking to consolidate its position particularly in the Paci c Alliance countries
since, in his view, much remains to be done in construction and infrastructure.
El director ejecutivo del conglomerado, Hernando Graña, dice que GyM está
apostando a consolidarse especialmente en los países de la Alianza del Pací co,
pues, a su juicio, queda mucho por hacer en materia de construcción e
infraestructura.
"I think that Peruvian investment in Chile is going to improve and that there will be
greater uidity not only from Peru to Chile but also from Chile to Peru. We are
investing to serve all the mining companies of both countries," he explained in an
interview with PULSO during the company's participation in Expomin 2014.
Creo que la inversión peruana en Chile va a mejorar y va a haber mejor uidez no
sólo desde Perú a Chile, sino también de Chile a Perú. Estamos invirtiendo para
servir a todas las empresas mineras de ambos países , explica en entrevista con

GyM's investment in Chile has grown strongly over the past three years,
particularly in the construction sector, in line with its corporate regionalization
strategy: in 2011, the group acquired all Endesa's shares in Compañía Americana
de Multiservicios Limitada (CAM), which focuses on the electricity sector and has
operations in Colombia, Brazil and Peru. Over the following two years, it went on
to make two large acquisitions of Chilean companies related to civil works and
mining services: in November 2012, it acquired a 74% stake in Vial y Vives and, in
mid-2013, 100% of DSD Construcciones y Montajes, both of which are mining
construction companies.
La inversión de GyM en Chile ha crecido fuertemente en los últimos tres años,
especialmente en el sector de la construcción, en línea con la estrategia corporativa
de regionalización: en 2011, el grupo compró a Endesa la totalidad de acciones que
mantenía en la Compañía Americana de Multiservicios Limitada (CAM), enfocada en
el sector eléctrico y con operaciones en Colombia, Brasil y Perú. En los dos años
siguientes realizó dos grandes adquisiciones de empresas chilenas ligadas a
servicios en obras civiles y mineras: en noviembre de 2012 compró el 74% de las
acciones de Vial y Vives y a mediados del año pasado adquirió el 100% de la
participación en la rma DSD Construcciones y Montajes, ambas constructoras en
el área de minería.

Chile climbs to 8th place in Global
Enabling Trade Index
Chile subió al octavo lugar en ranking mundial de facilidad para
el comercio

or the rst time, Chile has ranked among the top ten countries in the Global
Enabling Trade Index, published every two years by the World Economic Forum
(WEF). In the 2014 version of the Index, which included a total of 138 countries,
Chile climbed six places to rank 8th, ahead of all other Latin American countries. In the
Index, calculated on the basis of four subindices comprising a total of seven pillars,
Chile obtained 5.1 points (out of a maximum of 7 points), performing best on the market
access subindex.

In its report, the WEF noted that Chile's trade policy has improved in recent years and
that it "enjoys very good access to destination markets, due to an average tariff faced of
3.5%, the lowest rate worldwide".
Access to the domestic market is also facilitated by a very simple tariff structure,
consisting of only two distinct tariffs.... and almost no tariff dispersion," it stated.
In addition, the WEF highlighted deep integration efforts such as the Paci c Alliance
(formed by Chile, Peru, Mexico and Colombia) to "promote regional trade", contributing
to its diversi cation in both geographical and product terms. Globally, the ranking is led
by Singapore, Hong Kong and the Netherlands.
Por primera vez, Chile se posicionó entre los top diez del ranking global de facilidad
para el comercio, un reporte que realiza cada dos años el Foro Económico Mundial
(WEF, por sus siglas en inglés) y que evalúa a 139 mercados. En la versión 2014, el país
escaló seis lugares para ubicarse en el octavo puesto, una posición de liderazgo en
América Latina.
El informe, que incluye un índice comparativo basado en cuatro subíndices que
incorporan a su vez siete pilares, reveló que Chile obtuvo una puntuación de 5,1 (de un
máximo de siete puntos), con el subindicador de acceso al mercado como el mejor
evaluado.
El Foro Económico Mundial destaca que el país ha mejorando su política comercial en
los últimos años y que hay un muy buen acceso a destinos de mercados, debido a que
existe un arancel medio del 3,5%, la tasa más baja de todo el mundo .
El acceso al mercado interno también se ve facilitado por una estructura muy simple
de los aranceles, que consta de solo dos tarifas distintas (...) casi no hay dispersión
arancelaria , indicó el WEF.
Asimismo, la entidad resaltó los esfuerzos de integración profunda como la Alianza del
Pací co (que componen Chile, Perú, México y Colombia) para promover el comercio
regional , contribuyendo a la diversi cación tanto en términos geográ cos como de
productos. En el panorama global, el ranking es liderado por Singapur, Hong Kong y
Holanda.

The Foreign Investment Committee (CIEChile) is the agency that represents
the State of Chile in its dealings with foreign investors and helps to position
