Tools for AFFORDABLE HOUSING in Arlington County’s Commitment Arlington continues to pursue opportunities to preserve and create affordable housing. The availability of affordable housing and access to housing assistance programs are priorities for the County. The County continues to maintain its level of tax support and increase its commitment for affordable housing and homelessness prevention and other high priority “safety net” programs that are critical in the current economic environment. THE TOOLS FACTS & FIGURES Arlington works with federal and state government agencies to finance affordable housing $12.5 million allocated for FY 2014 Affordable Housing Investment Fund (AHIF). The fund is revolving loan fund used for affordable housing new construction, acquisition, and rehabilitation. Permanent Supportive Housing, $2,064,870 (4%) Arlington provides credit support to help secure financing A homebuyer program designed to improve the ability of first-time low- and moderatebuyers to purchase homes. Provides developers with incentives to build affordable housing Affordable Housing Ordinance offers developers seeking additional density in the site plan process the choice of providing affordable units or contributing to the Affordable Housing Investment Fund. Density Bonuses offer developers the right to build more units in exchange for providing affordable housing. The income from the units rented or sold at market rates offsets the costs of the affordable units. Transfer of Development Rights (TDRs) offers the option of transferring density from one site to another, more appropriate site in return for preserving affordable housing. A $1,586,493 one-time investment was added to the housing grants program for FY 2014. Housing funding totals $55.1 million for all funds in FY 2014. The General Fund net tax support equals $35.7 million of the General Fund budget. Affordable Housing Investment Fund (AHIF), public/private leverage 3:1 (for every $1 public, $3 private dollars are invested). THE RESULTS Since 2000, Arlington has created more than 3,400 committed affordable rental units. Assisted more than 1100 low-income older and disabled persons, and working families with rental assistance in FY2013. Assisted 1300 low-income households with rental assistance through the federal Housing Choice Voucher Program (Section 8). Assisted 151 persons with mental illness with rental support and support services through the Permanent Supportive Housing program. Mary Marshall Assisted Living Residence, the first assisted living residence in VA, for persons with disabilities, opened in November 2011; home to 52 individuals and is a private public partnership between Arlington County and Volunteers of America National Office. 6,640 Committed Affordable Units (CAFs) units are contractually committed to remain affordable for 30 to 60 year terms, or are non-profit owned. 15 percent of all apartments in Arlington are Committed Affordable Units (CAFs). Assisted more than 600 households to become homeowners and thousands with affordable rental units or rent assistance.
