DISTRACTED DRIVING—TEXTING
T
he Occupational Health and
Safety Administration (OSHA)
and the Department of Transportation (DOT) announced this year
a joint venture to combat distracted driving. Motor vehicle
crashes are a leading cause of
worker fatalities. In 2009, nearly
5,500 people died in crashes involving a distracted driver.
The first thing they will be targeting is texting while
driving. U.S. Labor Secretary Hilda Solis said "It is
well recognized that texting while driving dramatically
increases the risk of a motor vehicle injury or fatality." In 2009, President Barack Obama signed an executive order prohibiting texting while driving for federal employees. In September of 2010, the DOT prohibited drivers driving Commercial Motor Vehicles
from texting while driving. These new regulations
could mean more federal regulations on distracted
driving.
DANGERS OF MULTI-TASKING AT THE WHEEL
While there may be little you can do to control another person’s driving, you can certainly control your
own distractions. To minimize your risks while driving, avoid:
• Talking on a cell phone or texting
• Touching up makeup or hair in the rearview mirror
• Tending to smoking materials
• Adjusting the radio
• Eating
• Reading directions or operating a GPS
MOBILE OFFICES
While many drivers’ attention may be diverted as a
result of multi-tasking behind the wheel, nothing tops
the cell phone as a driver distraction. Many drivers
use their cell phones to turn their cars into mobile
offices, to catch up with friends and loved ones, or to
simply squeeze more “productive” time into their day.
THE DANGER
Cell phone use is especially dangerous because drivers typically
cannot divide their attention between the road and their conversation or text. Even if you use a
hands-free device, you risk being
distracted and inattentive.
IT’S AGAINST THE LAW
Many states have laws outlawing the use of cell
phones and texting while driving. To avoid a ticket
and a potentially dangerous accident, do not use your
cell phone in any capacity while driving. If you must
make a phone call or text, pull off the road safely and
then do so. No message is more important than saving someone’s life.
DEFENSIVE DRIVING
In addition to avoiding distractions, give driving your
full attention by driving defensively to minimize your
risk of an auto accident. Driving defensively means
being aware of the movement of drivers around you
and making adjustments to your driving accordingly.

Los accidentes automovilísticos son la
causa principal de víctimas mortales

en accidentes en los que un conductor distraído estaba involucrado.
Su primer objetivo será el envío de mensajes de texto mientras
se maneja. Hilda Solís, Ministra del Trabajo de los EE.UU., dijo:
“Es un hecho ampliamente aceptado que el envío de mensajes
de texto mientras se maneja aumenta drásticamente el riesgo
de lesiones o víctimas mortales en accidentes automovilísticos”. En 2009, el Presidente Barack Obama refrendó un fallo
administrativo que prohíbe que los empleados federales envíen
mensajes de texto mientras manejen. En septiembre de 2010,
el DOT prohibió que los conductores de automóviles comerciales envíen mensajes de texto mientras manejen. Estas nuevas
regulaciones podrían significar más regulaciones federales respecto a distracciones en la conducción de vehículos.
LOS PELIGROS DE REALIZAR TAREAS SIMULTÁNEAMENTE CUANDO SE ESTÁ AL VOLANTE
Si bien es posible que no sea mucho lo que usted pueda hacer
para controlar la forma en que manejen las otras personas, sin
duda puede controlar sus propias distracciones. Para minimizar
sus riesgos cuando maneje, evite:
• Hablar por el teléfono celular o enviar mensajes de texto
• Retocarse el maquillaje o arreglarse el cabello mientras se
mira en el espejo retrovisor
• Ocuparse de materiales de fumar
• Sintonizar el radio
• Comer
• Leer instrucciones o ponerse a funcionar un Sistema de
localización global (GPS, por sus siglas en inglés)
OFICINAS MÓVILES
Si bien es posible que muchos de los conductores se distraigan
cuando ejecutan muchas tareas simultáneas mientras manejan, nada sobrepasa al teléfono celular como la distracción más
común entre los conductores. Muchos conductores utilizan sus
teléfonos celulares para convertir sus vehículos en oficinas
móviles, para ponerse al día con los amigos y sus seres queridos, o sencillamente para lograr que el día les rinda más.
EL PELIGRO
El empleo del teléfono celular es particularmente peligroso porque los conductores típicamente no pueden repartir su
concentración entre el camino y su conversación o texto. Incluso si utiliza un
aparato automático para hacer llamadas
sin usar las manos, corre el riesgo de
distraerse y de no prestar la atención
requerida.
ES ILEGAL
Muchos estados tienen leyes que declaran ilegal el uso de teléfonos celulares, así como el envío de mensajes de texto mientras se maneja. Para evitar que le pongan una multa y un accidente potencialmente peligroso, no use su teléfono celular para
nada mientras maneje. Si tiene que llamar por teléfono o enviar un mensaje de texto, sálgase de la vía con precaución,
deténgase en una orilla del camino y, sólo entonces, haga lo
que tiene que hacer. Ningún mensaje es más importante que
salvar la vida de una persona.
CONDUCCIÓN DEFENSIVA
Además de evitar las distracciones, concéntrese plenamente en
la conducción de su vehículo manejando defensivamente para
reducir a un mínimo el riesgo de sufrir un accidente automovilístico. La conducción defensiva significa estar consciente del
movimiento de los conductores a su alrededor y realizar los
consecuentes ajustes a su manera de conducir.
