Convocatoria
DESCRIPCIÓN FESTIVAL
El Festival Internacional de Cine Invisible “Film Sozialak” de Bilbao (País Vasco,
España) está organizado por KCD-ONGD Kultura, Communication y Desarrollo. El
Festival gira en torno a cuatro grandes ejes temáticos: Desarrollo Sostenible,
Derechos Humanos, Interculturalidad y Equidad de Género. Cuestiones que afectan a
millones de personas y que suelen estar marginadas en las pantallas convencionales.
También es un reconocimiento público a todas aquellas personas que hacen una
comunicación enfocada a alcanzar un Desarrollo Humano Equitativo y Sostenible. Por
cuarto año consecutivo el Festival ha conseguido la paridad en la participación de
mujeres y hombres.

PARTICIPACIÓN
1. Podrán participar en el certamen todas la personas que presenten obras
tanto a nivel individual como colectivo de cualquier país o pueblo del mundo, sin
importar su origen o nacionalidad, aunque se dará una prioridad especial a las obras
realizadas en lugares donde se sufran grandes violaciones a los derechos humanos o
colectivos, obras realizadas por mujeres y obras provenientes de cualquier país
empobrecido.

2. Podrán participar todos aquellos filmes en formato digital que traten una
temática social o que por su contenido hayan sufrido marginación tanto política como
económica pudiendo presentar varias obras la misma persona o colectivo.
3. El tema de todos los trabajos debe ser de carácter social, de un ámbito
similar al señalado en la introducción: equidad de género, derechos humanos y
colectivos, interculturalidad, medio ambiente, cualquier tipo de exclusión...
4. El género de las obras a concurso puede ser:

Largometrajes y cortometrajes de ficción
•
Largometrajes y cortometrajes de documental
•
Largometrajes y cortometrajes de animación
5. Categorías del Festival:
Cada obra deberá inscribirse en una de las siguientes categorías:
•
Desarrollo Ssotenible
•
Equidad de Género
•
Derechos Humanos
•
Interculturalidad
PRESELECCIÓN
6. Envíos de la obras
Se pueden hacer llegar al festival las obras de dos formas diferentes:
a) A través del portal www.uptofest.com (admite formatos HD) Será necesario
completar el formulario de registro correspondiente y subir la película, salvo que la
misma ya esté registrada en el portal, en ese caso bastará con realizar la inscripción a
la categoría correspondiente.
b) Por correo postal. Si se elige esta opción, se enviarán al festival dos copias en
formato DVD, puede ser en sistema PAL o NTSC. En caso de que la obra sea
seleccionada se podrá facilitar otra copia en formato HD.

7. Idioma
Para todas aquellas obras cuyo idioma original no sea el castellano, deberán estar
subtituladas o dobladas en este idioma.
8. Condiciones de envío
Los gastos de envío correrán a cargo del/la concursante. Deberán ser enviadas entre
el 1 de noviembre de 2013 y el 1 mayo de 2014 a la Oficina del Festival
Internacional de Cine Invisible “Film Sozialak”.

Las obras enviadas con posterioridad al 1 de mayo serán desestimadas.
9. Documentos adicionales requeridos
En todos los envíos por correo, se pide añadir al material audiovisual los
documentos siguientes en formato digital (en un CD):
•
3 fotogramas de la obra y foto del/la director/a
•
La carátula del trabajo
•
DNI o documento de identidad del realizador/a
•
DNI o documento de identidad de la productora (en caso de existir)
•
Ficha de inscripción de la película
Además junto a las copias deberá adjuntarse la ficha de inscripción impresa y
firmada con los términos de esta convocatoria aprobados.
SELECCIÓN
10. Películas seleccionadas
El Comité Selector estará compuesto de manera equitativa y elegirá las obras de
ficción, documentales y animación que participarán en el festival. Su elección final
será comunicada a sus autores/as a finales de julio 2014, junto con la fecha y hora
de su emisión en el Festival.

Rogamos a todos/as los/as concursantes asegurarse de indicar una dirección de
correo electrónico correcta a la hora de presentar su trabajo.
11. Uso del material audiovisual
Las copias enviadas para visionado de preselección en formato DVD NO serán
devueltas, sino que serán incorporadas al archivo de la ONGD / KCD, Kultura,
Communication y Desarrollo, organizadora del evento.
En caso de que alguna de las obras sea utilizada por la ONGD KCD para usos
culturales, educativos, o para promocionar el Festival Internacional de Cine Invisible
“Film Sozialak” de Bilbao KCD se pondrá en contacto con las personas responsables
de la misma para comunicarle el día y lugar de la difusión. En caso de no estar de
acuerdo con esta cláusula se pide que se informe por escrito a la organización del
festival.
12. Uso del material promocional
Las y los realizadoras/es o las productoras autorizan al Festival a utilizar material
correspondiente a sus películas para la promoción y difusión de materiales
audiovisuales e impresos (catálogo, spot promocional, sitio internet) en torno al propio
Festival.
13. Categorías de competición
Los trabajos que lleguen a la fase final optarán a los siguientes premios, que se
entregarán a sus realizadoras o realizadores:

Premio Desarrollo Sostenible

Premio Derechos Humanos
•
Premio Mejor obra realizada por una mujer
•
Premio Interculturalidad
•
Premio Equidad de género
•
Premio Mejor audiovisual Social en Euskera
•
Premio de las y los estudiantes otorgado por alumnado de Institutos de
Secundaria y Formación Profesional.
•
Premio del Público.

14. Jurado
Con el ánimo de llevar a cabo acciones positivas para la equidad de género, el Jurado
estará compuesto en un 60 % por mujeres. La personas que lo componen estarán
vinculadas a la cooperación al desarrollo y la solidaridad, al mundo audiovisual y la
comunicación, etc.
Las decisiones del Jurado serán inapelables.

JAILADIAREN DESKRIPZIOA
Bilboko “Film Sozialak” Ikusezin Zinemaren Nazioarteko Jaialdia KCD Kultura,
Communication y Desarrollo GKE-k antolatzen du. Jaialdiak lau ardatz tematiko
handiren inguruan biratzen du: Garapen Iraunkorra, Giza Eskubideak,
Kulturartekotasuna eta Genero Berdintasuna. Ohiko pantailetan baztertuta dauden
arazoak, milioika pertsonari kalte egiten diotenak. Giza-garapen Berdintsu eta
Jasangarrira begira komunikazio-lana egiten dutenei ere aitortu egin nahi diegu
egindakoa. Laugarren urtez jarraian, Jaialdiak parekotasuna lortu du gizonemakumeen partaidetzan.

1. Bakarka zein taldeka, munduko edozein herritako lanak aurkez litezke, nazio
edo jatorriari begiratu gabe; lahentasuna emango zaie, halere, herri txiroetan
egindakoei, emakumeenei eta giza-eskubideen edo norbanakoaren eskubideen
urraketa jasaten duten lekuetan egindakoei.

2. Gizarte gairen bat salatzeagatik edo edukiagatik bazterketa politikoekonomikoa jasan duten lanek parte har lezakete, beti ere formatu digitalean.Bat baino
gehiago aurkez litezke.
3. Lan guztien eremua gizarte-gaia izango da, sarreran aipatutakoen ildoan:
genero-berdintasuna, giza-eskubideak, edozein bazterketa mota…
4. Parte hartuko duten lanen generoa izan liteke:

6. Kopien formatua
Bi era desberdineko bidal dakieke jaialdirako lanak:
a) www.uptofest.com atalaren bidez (HD formatua onartua) Horretarako, izen-emateari
dagokion dokumentua zuzenki osatu eta filma web orrian eskegi beharko duzue.
Azken honi dagokionez, filma jadanik web orrian erregistraturik egonez gero, dagokion
sailean izen-ematea nahikoa izango litzateke.
b) Postaz. Aukera hau hartzen bada, bi kopia bidali behar dira DVD-a formatuan, PALa edo NTSC-a izan daiteke sisteman. Lana aukera dadinik egotekotan HD formatuan
beste kopia bat bidali ahal izango da.

7. Hizkuntza
Jatorrizko hizkuntza gaztelera ez dutenek azpitituluak eduki beharko ditu, edo
hizkuntza horretara bikoiztuta.

egingo direlarik.
AUKERAKETA
10. Aukeratutako filmeak
Aukeraketa Batzordea modu parekatuan osatuta egongo da eta honek aukeratuko ditu
jaialdian parte hartuko duten filmeak. Behin-betiko aukeraketa 2014ko uztailaren
amaiera aldera jakinaraziko da, emisio data eta egunarekin batera.

Lanak aurkeztean, parte hartzaileei eskatu egingo diegu, mesedez, baliozkoa den
posta elektronikoa eman dezatela.
11. Ikus-entzunezko materialaren erabilera.
Lehen aukeraketa egiteko bidaliko diren kopiak EZ dira itzuliko; KCD Kultura,
Communication y Desarrollo GKE antolatzailearen artxibategian gordeko dira.
KCD erakundeak “Film Sozialak” Jaialdia sustatzeko edo erabilera nahiz didaktiko
nahiz kulturalerako aukeratuko balu lanen bat, harremanetan jarriko litzateke egileekin
baimena lortzeko. Ados egon ezean, idatziz jakinaraziko zaio Jaialdiaren
antolakuntzari.
12. Materialaren erabilera promoziorako.
Egile zein ekoizleek baimena emango diote Jaialdiari honen promozio eta
zabalkunderako materiala, ikus-entzunezkoa zein inprimatua, erabil dezan.
(katalogoak, spotak, webguneak).

14. Epaimahaia.
Genero-berdintasunaren aldeko ekimenak aurrera eramateko asmoz, epaimahaiaren
%60 emakumeek osatuko dute. Berau osatuko dutenak komunikazio eta ikusentzunezko arlokoak eta elkartasun eta garapen kooperazio lanetan dabiltzanak izango
dira.
Epaimahaiaren erabakiak apelaezinak izango dira.

Call for the 6th edition
DESCRIPTION OF THE FESTIVAL
The International Unseen Film Festival 'Social Films' from Bilbao (Basque Country,
Spain) is organized by KCD-NGO Kultura, Communication y Desarrollo. The Festival is
centered on four major themes: Sustainable Development, Human Rights,
Interculturality and Gender Equity. Millions of people are affected by these subjects, but
they are usually left aside from conventional screens. The Festival is an opportunity to
continue working for a fair and sustainable Human Development. The Festival has also
achieved gender parity in its participation for the fourth year in a row.
TERMS AND CONDITIONS FOR THE 6TH INTERNATIONAL UNSEEN FILM
FESTIVAL “SOCIAL FILMS”, BILBAO 2014.
PARTICIPATION
1. Any person or group of people is entitled to apply for the competition. Works
can be presented by individuals or by groups, no matter their origin or nationality.
Nevertheless priority will be given to all the films made in places where human and
collective rights are systematically violated. Likewise, the works coming from any
impoverished country will be our priority.

2. All the works recorded in digital format, which are victim of economic or
political persecution owing to their social content, are also entitled to take part in the
competition.
3. All works shall issue social nature subjetcs on the basis of the mentioned
needs: gender and women issues, topics on environmental concerns, collective and
human rights, poverty, interculturality, any sort of violence report, etc.
4. The type of the works can be:
•
Full-length and short fiction films
•
Full-lenght and short documentaries
•
Full-lenght and short animation movies
5. Festival's Categories:
Each work must be registered in one of the following categories of the Festival:
•
Sustainable Development
•
Gender Equity
•
Human Rights
•
Interculturality
PREVIOUS SELECTION
6. Copy formats.
Works can get to the festival by two different ways:
a)Through www.uptofest.com platform (supports HD formats). You will need to
complete the appropriate registration form and upload the film, except that it is already
registered on the site, then simply register it to the appropriate category.
b) By mail. If you choose this option, you maust send to the festival two copies on DVD,
PAL or NTSC formats. If the work is selected you can provide another copy in HD
format.
7. Language.
All works whose original language is not Spanish shall be mandatorily subtitled
or dubbed into the Spanish language.

8. Shipping issues.
The postage and packaging costs shall be borne by the applicant at the moment of
shipping. All the works have to be sent from November 1st 2013 to May 1st 2014 to the
Office of the International Unseen Film Festival “Film Sozialak”:

Please don't forget to write on the envelope 'NO COMMERCIAL VALUE, FOR
CULTURAL PURPOSE ONLY'.
Any work sent after the deadline will be automatically disqualified.
9. Aditional required documents.
In all the shippings works to be presented for competition must be enclosed along
with the following information saved in a digital medium (CD):
•
3 shots of the work and a picture of the director and The film poster
•
An ID card or any valid Identity Document of the filmmaker
•
The ID card of the production company (Only in case such a document
exists)
•
Application form signed.
For competition purposes, some other information is required to be sent: A signed and
printed application Form for each work presented and the 'Competition Terms' Form
signed by the participant.
SELECTION PROCEDURE
10. Selected works.
The selection committee will select the works of fiction, documentaries and animation
movies participating in the festival. The outcome will be communicated by the end
of July 2014 to the authors and authoresses who will be informed of both the date and
the scheduled screening time of their works in the frame of the Festival.

We aim all the participants when sending their works to ensure they are giving us a
valid email address to contact them.
11. Use of the audiovisual material sent.
All the materials sent for previous selection proccess in DVD format wil NOT be
sent back. The will all be included in KCD, Kultura, Communication y Desarrollo's
archives, the NGOD that organises the event, for cultural or educational uses. The
production companies and filmmakers will be duly informed of every event regarding
their works. In case a competitor does not agree on this clause, she or he is requested
to clearly communicate that disagreement in writing and to refer it to the festival
organisers.
12. Use of promotional material.
All the production companies and filmmakers are required to issue an authorization that
will allow the festival organisers to use the material corresponding to their films with the
goal of promoting and disseminating audiovisual and printed materials (e.g. catalogue,
commercials...) in the scope of the current festival.
13. Competition categories
Works reaching the final round can be awarded with the following prizes that will be
presented to filmmakers:

14. Jury.
The jury will be made up of people involved in cooperation for development and
solidarity issues; film makers, artists and people closely related to film festivals and
other similar events. In order to improve gender equity, the jury will be composed by
mainly women.
The jury's decision will be final and will not be open to appeal.
