Dr. Cesar Fermin is currently Provost and Vice President for Academic Affairs (Tel. 334727-8164 Fax 334-729-9903),

Med. Nursing & Allied Health from 2007-2011 and was the Project Director (PD) for the
Tuskegee University Center for Biomedical Research RCMI grant from 2008-2011. The
Project Director oversees preparation, submission, and implementation of the application
objectives, administration of cores, evaluation and mentoring of participating junior
investigators. Dr. Fermin oversaw the preparation, submission, and logistics for
renewing the RCMI application funded in 2010 for five years. Dr. Fermin chairs the
Meharry Medical College RCMI External Advisory Board (EAC), and is a member of the Univ. of HI, MATRIX
Advisory Board.
Dr. Fermin serves as the international academic & scientific advisor for Univ. Tecnológica de Santiago
(UTESA), in the Dominican Republic. Dr. Fermin is fluent in spoken & written English & Spanish & understands
other romance languages. Until Katrina (2005) Dr. Fermin served a vice-president for the International Hospital For
Children bringing relief to poor children around the world. Due to Katrina’s closure of Tulane, Dr. Fermin worked
as IT-Informatics Director for multi-million companies Stor-All and Triple Net Lease of New Orleans. CEO M.

Dr. Fermin was born in the Dominican Republic where he obtained a BS at UNPHU in Science-Education in
1974. He studied English at Florida Institute of Technology in 1975 (USA) where he also obtained a MS degree in
Cell biology in 1977 & a PhD in Biology in1981. Dr. Fermin then completed a Post Doctoral fellowship at Baylor
College of Medicine in Houston Texas in 1983 & served there as an Assistant Professor from1983-1988 when he
moved to Tulane Medical School as an Associate Professor 1988. Dr. Fermin was tenured & promoted to professor
in 1991.
He served as director of Morphological Services, Ultrastructural Pathology, & Pathology Informatics until
moving to Tuskegee University in 2006. At Tulane, he counseled & advised dozens of graduate students & fellows
and began implementation of advanced bidirectional (video-audio) collaborative net-based suites. He also
introduced there the first true color-real-time video analysis system (V150). He continues building trainees’ skills in
digital imaging at Tuskegee University where he serves in the Integrative Biosciences (IBS) PhD program Deans
Council, HHMI, and other training programs.
Dr. Fermin is known internationally for high resolution TEM work of nature nanoparticles (otoconia biological
crystals), a skill that he applied to an extensive list of publications in HIV/AIDS & other retroviruses. Dr. Fermin
has a broad background/knowledge of biological systems, Neural Plasticity, Pathology, & the vestibular system. He
is an expert in electron & photon microscopy, tissue/cell analysis, digital imaging, & has practical experience with
histological, histochemical, & immunohistological applications. In addition, Dr. Fermin has considerable
experience with quality control & assurance including biosafety measures, & is equally comfortable with Windows
or Macintosh OS advanced productivity features.
The National Institute of Deafness and other Communication Disorders (NIDCD) was established in 1988 at the
time that Dr. Fermin served as a grant reviewer; a function that began in the National Institute of Neurological
Disorders and Stroke Institute that funded then hearing and vestibular research. In addition, Dr. Fermin was part of
the selected panel of scientists that produced the 1991 NIH/NIDCD National Strategic Research Plan. El Dr. Fermin
held dozens of private & federal funded projects (e.g., National Institute of Health (NIH), National Aeronautics
Space Administration (NASA), Louisiana Board of Regents (LBOR), Deafness Research Foundation (DRF) &
served in the advisory board of the National Organization for Hearing Research (NOHR).
He advised dozen of scientific projects serving as a consultant to the National Institute of Deafness &
Communicative Disorders (NIH), a member of dozens scientific Organizations, served in NIH review panels,
editorial boards of scientific journals, advisory boards, & discussion panels, reviewed manuscript for dozens of
scientific journals & directed basic & clinical projects. Dr. Fermin is the author of hundreds of published reports in
peer-review journals, symposia, book chapters, and scientific proceedings. His organizational, teaching, &
presentation skills are excellent. He serves in the editorial board of several peer-review journals.
Besides his administrative duties, Dr. Fermin continues investigating the biomarker properties of the protein
S100ß in ectodermic derived tissues, but in particular the auditory and vestibular system neural connection from
peripheral receptors to central relays.

El Dr. Fermín sirve como Rector y Vicepresidente de Asuntos Académicos (Tel 334-7278164 Fax 334-729-9903), y en al Universidad Tuskegee localizada en el estado de
Alabama de los EEUU (Tuskegee, AL 36088, [email protected]). El Dr.
Fermin sirvió como Decano Asociado en la facultad de Medicina Veterinaria, Enfermería
y Salud Integral (2007-2011) y como Director de investigación del Centro de
Investigaciones Biomédicas RCMI por premio otorgado en 2010 bajo su tutela. Sirve
como Presidente de la Junta de directores externos del programa RCMI de la Universidad
de Medicina Meharry en el estado de Tennessee EEUU, y en es miembro de la Junta de
directores externos del programa MATRIX de la Universidad de Medicina de Hawái.
También sirve como Asesor Internacional en asuntos académicos y científicos para la Universidad Tecnológica
de Santiago (UTESA). El Dr. Fermin habla y escribe Inglés y Español fluentemente y entiende otras lenguas
romances. Hasta cuando el huracán Katrina devasto la cuidad de Nueva Orleans, el Dr. Fermin sirvió como
Vicepresidente del hospital internacional de niños (IHC) sirviendo pobres en varios continentes. Debido a la
devastación de Katrina y cerramiento de la Universidad de Medicina Tulane, el Dr. Fermin trabajo como director de

El Dr. Fermin nació en la Republica Dominicana donde obtuvo una licenciatura de la UNPHU en Ciencias
Químicas y Naturales de Educación en 1974. Estudio Inglés en el Instituto de Lenguas del Instituto Tecnológico de
la Florida (FIT) en 1975, donde también terminó una maestría en Biología Celular en 1977, y un PhD en Biología
en 1981. El Dr. Fermin completo un Postdoctorado en Patología/Otorrinolaringología en la Universidad de
Medicina Baylor en el Centro Médico de Texas (Houston) del 1981-1983 sirviendo como Profesor Asistente hasta
1988 cuando se traslado como Profesor Asociado a la Universidad de Medicina de Tulane en el Departamento de
Patología como director de servicios morfológicos, patología ultrastructural (TEM) e informáticas hasta 2006.
El Dr. Fermin fue investido en la Universidad de Medicina de Tulane en el 1991 solo veinte años después de
llegar a los EEUU sin hablar Inglés. En Tulane el Dr. Fermin sirvió como asesor a estudiantes de medicina,
estudiantes de postgrado, y residentes médicos. También introdujo a Tulane el primer sistema V150 digital de color
con capacidad de analizar color en pixeles en tiempo real. At Tuskegee el Dr. Fermin continua la microscopia
digital y aun entrena candidatos MS y PhD en estas técnicas.
El Dr. Fermin es reconocido internacionalmente por sus trabajos de alta resolución (TEM) en partículas nano y
ensamble de cristales nano-biológicos, experiencia que aplico a estudios retrovirales y en particular el HIV que
produce el SIDA. La preparación académica de ciencias naturales del Dr. Fermin incluye además de retrovirales,
plasticidad neurológica incluyendo balance, equilibrio, y audición al nivel celular y molecular. Su experiencia
practica incluye: microscopia de luz (fotones), microscopia electrónica, microscopia digital, y técnicas celular y
moleculares usadas en patología. Ha implementado a nivel básico y clínico medidas de seguridad, cualitativas,
cuantitativas y de precaución y protocolo. El Dr. Fermin utiliza programas en plataforma Macintosh y Microsoft
con igual facilidad y capacidad de corregir problemas de equipo y en programas.
En 1988 el Instituto Nacional de Sordera y Enfermedades de Comunicación (NIDCD) fue establecido y el Dr.
Fermin sirvió como revisador por pares, función que comenzó cuando el Instituto Nacional de Enfermedades de
Derrame Cerebral (NINDS) revisaba proyectos de audición y balance (Ambos residen en el Instituto Nacional de
Salud (NIH) de los EEUU. Parte de sus investigaciones fueron premiadas por NINDS, NIDCD, la Administración
Nacional Aeronáutica (NASA), el Departamento de Defensa (DoD) y el Instituto de Alimentos y Nutrición (NIFA)
del Departamento de Agricultura de los EEUU (USDA), el estado de Louisiana (LBOR), la Fundación de
Investigación para Sordera (DRF), y la Organización Nacional de investigación para sordera (NOHR) .
Ha servido como revisor por pares a las organizaciones federales y privadas del párrafo anterior, y como
miembro de la junta de editores de varios jornales científicos. El Dr. Fermin ha publicado cientos de trabajos la
mayoría revisados por pares y su acumen académico en el aula, laboratorio y administración es excelente. Además
de sus responsabilidades administrativas, el Dr. Fermin investiga propiedades de la proteína S100ß en sistemas
neuronales.
