The Government of Mozambique, through the Ministry of Mineral Resources
(MIREM), has received a credit from the International Development Association
(IDA) for financing of Mining and Gas Technical Assistance Project (MAGTAP), and
intends to apply part of the funds for consulting services to support the National
Petroleum Institute (INP) to review and evaluate the FEED, FDP and supporting
documentation for the development of the Floating Liquefied Natural Gas (FLNG)
project, under implementation in the Rovuma Basin, province of Cabo Delgado in
Mozambique. The FLNG project consists of the development of natural gas

The INP is an institution under the Ministry of Mineral Resources, with attribution to
regulate and manage the activities of exploration and production of hydrocarbons in
Mozambique, both onshore as well as offshore. As part of its duties, the INP will
receive and evaluate the Front End Engineering Design (FEED) and the Field
Development Plan (FDP) for the FLNG project in the drafting process, implemented
by the concessionaire Eni East Africa spa.
The objective of this assignment is to review the quality of the Front End Engineering
Design, the Field Development Plan and supporting documentation for the
development of the FLNG project and provide recommendations to the Government
of Mozambique regarding the approval of the FEED and FDP.
During the assignment, the consultant should be able to provide technical assistance
to the INP in a broad range of disciplines including Geology, Geophysics,
Petrophysics, Reservoir Engineering, Production Engineering, Process Engineering,
Facilities Engineering, Production Operations, Maritime and Civil Engineering,
Shipping operations, Pipeline Engineering, FLNG Plant Operations, as well as
Health, Safety and Environment.
The Ministry of Mineral Resource, beneficiary and implementing agent of the
MAGTAP project, now invites eligible consultants to indicate their interest in
providing the services. Interested consultants must provide information indicating
that they are qualified to perform the services (brochures, description of similar
assignments, experience in similar conditions, availability of appropriate skills among
staff, etc.). The shortlisting criteria are: (i) Proven experience with the preparation
and evaluation of gas field development plans in deep water environments
(subsurface and surface aspects); (ii) Experience with the FNLG Technology and
FDP developments (iii) Local, regional and international experience with LNG.
The attention of interested Consultants is drawn to paragraph 1.9 of the World
Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans
and IDA Credits & Grants by World Bank Borrowers dated January 2011
("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form of a "Joint venture" or a sub
consultancy to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the World
Bank's Guidelines: Selection and Employment of Consultants under IBRD and IDA
Credits & Grants by World Bank Borrowers (January 2011 edition).
The Method of Selection will be Qualifications and Cost Based Selection (QCBS) as
set out in the Consultants Guidelines.
