TO THE VOTERS OF THE DISTRICT:
This informational report has been published by the Office of the County
School Superintendent in conjunction with Prescott Unified School District
#1 in order to provide voters with factual information regarding the Special
Election. The County School Superintendent shall review all factual
statements contained in the written arguments and correct any inaccurate
statements of fact. The superintendent shall not review and correct any
portion of the written arguments which are identified as statements of the
author’s opinion. The Office of the County School Superintendent believes
strongly that District voters should be fully informed before casting their
votes. You are urged to carefully read and consider the information
contained in this pamphlet and exercise your right to vote on Election Day.
A STATEMENT FROM THE DISTRICT AS TO WHY
THE SPECIAL BOND ELECTION HAS BEEN CALLED
The Governing Board of Prescott Unified School District No. 1 of Yavapai
County, Arizona (the "District") is asking voters for authorization to issue
bonds to finance capital improvements throughout the District. With the help
of a community committee, the Board has developed bond needs that focus
on providing facilities that are:

The bond proceeds will also fund the purchase of air-conditioned, fuel
efficient, low maintenance school buses to replace aging buses.
Prescott Unified Schools is a mature school district. Our schools are an
average of 67 years old, with two being over 100 years old.
Current budget allocations from the State are inadequate to provide the
funds needed to meet capital needs of the District. In the past six years, the
District has not received more than $12,000,000 in building renewal funds
as indicated by Arizona Students FIRST legislation. In addition, through
State budget reductions, District capital funds for facilities and technology
have been reduced by an additional $5,200,000 over the past five years.
With decreased funding from the State to support the District, the bond
election process has been called to obtain funding to make necessary
repairs, complete planned renovations, and purchase technology to support
our students’ academic success.
The total cost of the proposed projects to be paid with bond proceeds will not
exceed $28,000,000. Projects to be funded by the bonds are shown in the
Proposed Capital Improvements listing on page 4.

SCHOOL FACILITIES BOARD
Shall Prescott Unified School District No. 1 of Yavapai County, Arizona, be
allowed to issue and sell general obligation bonds in the principal amount of
not to exceed $28,000,000 to provide money for the following purposes:

A.R.S. 15-481 and 15-491 provide that the informational report prepared by
the county school superintendent pursuant to an election to exceed the
capital outlay revenue limit or to issue class B bonds or Impact Aid Revenue
bonds for a school district contain an executive summary of the district's
most recent capital plan as submitted to the Arizona School Facilities Board.
The following executive summary contains the district's New Construction
request as submitted in its September 1, 2012 Capital Plan, the district
revision of that plan (if applicable), and the New Construction projects for the
district approved to date by the School Facilities Board (except for projects
completed prior to FY 2014).
The bonds will bear interest at rates not exceeding ten percent (10%) per
year. Interest may be evidenced by separate certificates and will be paid on
January 1 and July 1 each year until the bonds mature. The bonds, and any
bonds issued to refund the District’s bonds, may be sold at prices that
include premiums not greater than permitted by law. The bonds may be
refunded by the issuance of refunding bonds of a weighted average maturity
of less than 75% of the weighted average maturity of the bonds being
refunded. Bonds will be in the denominations of $5,000 each or in multiples
of $5,000 and will mature on the first day of July in years determined by the
District's governing board. The bonds shall mature over a period of not less
than 1 year (or a portion thereof) or more than 20 years from the date of their
issuance. The issuance of these bonds will result in an annual levy of
property taxes sufficient to pay the debt on the bonds.
September, 2012 District Submittal
Districts were required to submit a 2013 capital plan to the School Facilities
Board by September 1, 2012 if the district believed that additional square
footage would be required for schools (exclusive of district administrative
space) by the fall of 2015, or additional land for new school facilities would
be required by the fall of 2022. The required information included a
description of the additional space requested and enrollment projections for
the district. Following is a summary of the additional space requested by the
district:

The capital improvements that are proposed to be funded through this bond
issuance are to exceed the State standards and are in addition to monies
provided by the State. Prescott Unified School District is proposing to issue
Class B general obligation bonds totaling $28,000,000 to fund capital
improvements over and above those funded by the State. Under the
Students FIRST capital funding system, Prescott Unified School District is
entitled to State monies for, new construction and renovation of school
buildings in accordance with State law.

New Construction Projects Approved by the School Facilities Board as
of June 1, 2013
Identified below are the new facilities the School Facilities Board has
approved for funding as of June 1, 2013 to open in FY 2014 through FY
2016, and has conceptually approved to open in FY 2016 through FY 2021.
The conceptual approval of projects does not commit funding, but
demonstrates the projected need for new facilities based on current
demographic projections for the district.

The following table presents the capital improvements expected to be paid
from bond proceeds, the estimated cost of each capital improvement, the
estimated average annual tax rate associated with each capital improvement
and the estimated cost associated with each capital improvement for the
owner of a single family home with a full cash value of $100,000:
The Prescott Unified School District No. 1 of Yavapai County, Arizona (the
"District") is requesting a bond authorization of $28,000,000. The District
has a 2013-2014 constitutional debt limit of approximately $211,885,847 and
has approximately $6,775,000 aggregate principal amount of general
obligation debt outstanding.

If the November 5, 2013 bond election is successful, the District expects to
sell bonds by means of a single bond sale in 2014. The estimated costs of
issuance associated with the sale of bonds are approximately $95,000. The
interest rate borne by the bonds would be determined by market conditions
that exist at the time of sale, but in no event would the maximum interest rate
on the bonds exceed ten percent (10%) per annum. Repayment of both
principal and interest on the bonds would occur over a period of not to
exceed twenty (20) years from their issuance. The estimated total cost of
the proposed bond authorization, including principal and interest, is
$45,485,417.

Prescott is a wonderful community that needs good public schools. We are
at a crossroads with the upcoming bond and override. Bonds for education
are a vitally important investment to make on behalf of the kids of our
community. Bond dollars allow for us to improve the capital structure and
provide a safe and secure environment in which our kids and teachers can
thrive. The upcoming bond and override are best viewed not as a tax but as
a moral obligation to sow the seeds for the next generation to grow and
prosper as individuals in part, and the Prescott community as a whole.
These children are our future, both positive and negative. We have shown
the world that we are a great community so let’s vote yes yes on both the
bond and override election so that our kids will receive the positive outcomes
that we want, deserve and demand. Without good schools we will not be
able to attract the employers and employees that we will need for this
community to thrive. I strongly urge every citizen to vote yes on both the
bond and the override. Invest in Prescott’s future.
ARGUMENTS FOR AND AGAINST THE BONDS
ARGUMENTS FOR
l am writing to you in support of the proposed bond to support the Prescott
Unified School District.
As an obstetrician-gynecologist I deliver approximately 175-200 babies a
year, and many of these children will go to school in the Prescott School
District. Each of these newborn babies deserves the best education we can
provide. Within the proposed PUSD Bond there are many items necessary
to make our schools not only safer but also items that facilitate the utilization
of 21st Century teaching techniques. I urge our citizens to vote in favor of the
bond. By investing in our children’s futures we will be investing in Prescott.

As an advocate for the homeless and people living in poverty, I am writing
in support of the School Bond Budget Override to improve our schools.
Homelessness and the lack of access to quality education go hand and
hand. This year Prescott Area Shelter Services anticipates providing crisis
shelter to over 40 homeless families. The poverty rate for children is 31.3%
in Arizona according to the last Census.
As veteran teachers we are truly elated to see an override and bond being
presented to the community. For many years the state has underfunded
public education creating a rapidly deteriorating situation for Prescott’s
schools, children, teachers, staff and our community. Our buildings and
facilities have become outdated, run down, and in need of dire repairs, and
the livelihoods of all district employees have been jeopardized. Raises for
staff have not been given for the past 7 years. The downturn in the economy,
combined with lack of funding, has forced reductions and eliminations of
what few benefits staff receives. Increases in retirement contribution rates
and the cost of living in the past few years have even further reduced
everyone’s take home pay. We are bringing home less money than 8 years
ago! Prescott is a great place to teach and raise our families, but this glaring
fact has caused many to move to other areas. This past year PUSD had to
hire over 50 teachers to replace those who left. It is time to stop the brain
drain on our schools and community. The Prescott Education Association
fully supports and asks for your support in passing the Bond and Override.
Economic studies indicate that quality schools and childhood programs,
especially those that target children living in poverty, far exceed the return
from economic development efforts. According to Nobel Laureate Economist
James J. Heckman, Ph.D., the demand for services for those struggling in
poverty will decline with the improvements to our school system.
The investments in high quality education do more than pay significant
returns to children, our future citizens, they also benefit taxpayers and
enhance economic vitality. Working together to promote and improve
prosperity through the health and education of our children is imperative.
Please, vote yes on the PUSD #1 Bond.

For too many years our state of Arizona has been at the bottom of funding
for public school education. Because of this continued nonsupport, we are
forced, once again, to ask our local citizens for money that will help fund our
public schools. This method has helped us get by year after year. so here we
are again asking our Prescott citizens one more time to help our Prescott
children stay in the game of quality education. Your YES vote for this BOND
ISSUE will help us fix our schools so that they continue to provide a safe and
efficient environment that is conducive to learning for our children. Every
penny provided by the bond will stay right here in Prescott. We can still
provide quality education in Prescott if we win this BOND ISSUE. Our
children, as always, need our continued support. Thank you for your

a bond and the improvements listed on this bond. During this process I have
been fully convinced that these improvements should be seen as an
essential investment not only in our children but in our community. The state
has consistently cut funding from our K-12 schools which leaves us with the
need to step up and take care of our schools locally.

have a solid academic curriculum and they offer many extra curricular
activities. Some of the bond funding will help enhance our current athletic

and encouraged me to receive a summa cum laude undergraduate degree

Arizona is consistently among the lowest in per pupil spending in the country
according to National Education Association Rankings. As stated on page
10 in the Executive Summary:
Expenditures per Student: The U.S. average per student expenditure for
public elementary and secondary schools in 2011-12 fall enrollment was
$10,834. States with the highest per student expenditures: New York
($18,616), Vermont ($18,571), New Jersey ($18,485), Alaska ($17,032), and
Rhode Island ($16,683).
I wish to express my enthusiastic support for the upcoming bond election
that will increase financial support of our children’s education. Approval will
help to make up for the $1.4 billion shortfall in educational support that
PUSD has suffered in the past five years.
Arizona ($6,683), Utah ($6,849), Nevada ($8,247), Oklahoma ($8,285), and
Idaho ($8,323) had the lowest per student expenditures (H-11).
Our three children and three of our grandchildren have graduated from
Prescott High School, so I recognize the importance of providing an
excellent education to the children of our small community.

The Citizens Tax Committee, a 501 c (4) organization organized in Prescott
in 1979, recommends a NO vote on this $28 Million Bond Issue.
The Prescott education system has affected my life to an immense degree
as a totally blind student. From elementary school through high school I have
received a series of excellent opportunities form braille communication
technology, to learning to travel independently throughout the community
and learning all tasks required of self-sufficient individuals.
Those who spend taxpayers’ money can always be counted on to advance
many reasons why the money is urgently needed. Too seldom do we hear
from the people actually paying the bill. That would be YOU, fellow citizens
and taxpayers.

wrong, and 2) the spending plan is flawed.

The timing is wrong because the prior bond from 10 years ago is not yet
paid. According to information provided by PUSD there remains some $7.3
million of debt service still owing for the fiscal years 2013/2014 thru 2015/16.
Floating a new bond in those circumstances is like paying off an old credit
card with a new one.
A STATEMENT AS TO WHY THE 10% MAINTENANCE AND
OPERATION BUDGET OVERRIDE ELECTION HAS BEEN CALLED
The Governing Board of the District has called a special budget override
election to be held on November 5, 2013 to request voter authorization to
exceed the Maintenance and Operation Budget by 10% of the revenue
control limit to fund existing programs, such budget override to be in effect
for a period of seven years. The increase authorized by this election shall
be funded from a levy of taxes on the taxable property within the District.
The spending plan is flawed because 1) too little of the spending goes to the
classroom where it truly matters and 2) too much of the spending buys
assets with 5 or 7 or 10 year useful lives, with 20 years of debt repayment.

estimated $0.33 tax rate per $100 of assessed valuation used for secondary

The estimated cost to an owner of a home with a full cash value of $185,000
(the average value of a home in the District) would be approximately $61 per
year.

Bond: PUSD is blaming the Arizona legislature for cutting Capital funding.
You think that part of the State tax is reduced? NO! Doesn’t PUSD have the
teacher and school board union to lobby the State legislature? Should
property and business owners be punished for this shell game? NO!
Another excuse, “building renewal funding has been cut.” True, Students
First was a new source created from a lawsuit, intended from the start to
sunset, PUSD knew it, should have planned knowing so. But NO, it’s an
excuse now.
The current Zonar tracking system is four generations old, and 22 of the 39
of the units bought five years ago, with the ten year long debt, for technology
that becomes ancient in 5 — 7 years. Diesel is not cool now, so all are gas
fueled.
This 20 year, $28M Bond will cost $45.5M total.
Homework: Do you want our children to inherit this debt, on top of the official
national debt of $17 TRILION (unofficial $200T total debt)? Tell the
government run education system to stop this unsustainable borrowing us
deeper into debt.

Improve the District’s ability to attract and retain quality
teachers and staff.
In the past three years, the District has turned over more than
one-third of its teachers and staff. An override would help to bring
compensation closer to the state average and reduce turnover.

Help to make up for K-12 classroom funding not provided by
the state.
All override funds collected will stay in the District.

Implement safety and mental health programs by providing
school resource officers and counselors for students.

Ensure the continuation of programs by eliminating the use

Shall the Governing Board of Prescott Unified School District No. 1 of
Yavapai County, Arizona, adopt a General Maintenance and Operation
Budget which includes an amount that exceeds the revenue control limit
specified by statute by ten percent for fiscal year 2014-2015 and for six
subsequent years as described below?
Quality schools and advanced educational opportunities keep a community
economically vibrant. To maintain vibrancy, attracting and retaining
exceptional educators and staff is critical.
The amount of the proposed increase of the proposed budget over the
alternate budget for fiscal year 2014-2015 is estimated to be $2,331,884. In
fiscal years 2014-2015 through 2018-2019 the amount of the proposed
increase will be ten percent of the District’s revenue control limit in each of
such years, as provided in Section 15-481(P) of the Arizona Revised
Statutes. In fiscal years 2019-2020 and 2020-2021 the amount of the
proposed increase will be six and two-thirds percent and three and one-third
percent, respectively, of the District’s revenue control limit in each of such
years, as provided in Section 15-481(P) of the Arizona Revised Statutes.
Any budget increase authorized by this election shall be entirely funded by
a levy of taxes upon the taxable property within this school district for the
year for which adopted and for six subsequent years, shall not be realized
from monies furnished by the state and shall not be subject to the limitation
on taxes specified in Article IX, Section 18, Constitution of Arizona. Based
on the current assessed valuation used for secondary property tax purposes,
to fund the proposed increase in the school district's budget would require
an estimated tax rate of $0.33 per one hundred dollars of assessed valuation
used for secondary property tax purposes and is in addition to the school
district's tax rate which will be levied to fund the school district's revenue
control limit allowed by law.

related to the caliber of our educational institutions. Your YES vote for the

This past year (2012/13) PUSD lost 50+ teachers. Over the last three years
more than one-third of our teachers and staff have resigned. Why? Here are
the words of an interview I conducted with a Prescott middle school teacher
who left her teaching position recently.
“I love teaching, but I found myself working long days, evenings and
weekends with outdated resources. We all faced increasing workloads, more
responsibilities, decreasing morale because the schools couldn’t hire needed
staff. And then there was a frozen salary schedule. Now I work part-time jobs
that pay more than I made teaching. And I have my evenings and weekends
back. I’d rather teach but I can’t afford to. I deserve better for how hard I
worked.”
She is right. She does deserve better. And so do our children. We must send
a clear message to our teachers, staff and students that we, as a
community, care about them. They deserve and need our support. We must
pass the bond and override measures.

Pro Statement for the Override
We often are asked to explain just what an override is. An override can best
be described as local community financial support to supplement the money
allocated by the state. Bond money is used for capital projects whereas
override money is used for maintenance and operations (M&O). The State
allocates a certain portion of money to each school district to be used for
maintenance and operations expenses. These expenses include teacher’s
salaries, materials, technology training, books and other operational costs.
The State of Arizona has sharply reduced the allocated funding to the
individual districts over the past five years. Passing the Override will allow
us to partially off-set that reduction. Many other districts have chosen to do
so.
At the present time, teacher salaries in the Prescott Unified School District
are below other comparable districts, below the state average and well
below the national average. The result is that we are losing an
unprecedented amount of qualified teachers to other districts and
professions. That must be stopped. Providing a quality education to all of our
youth helps the entire community in many ways. I urge you to vote Yes on
the override. Invest in Prescott.

Over the years I have been involved in several school bonds and override
elections including PUSD, HUSD and the funding of the JTED Program.
Despite the fact that all these issues were extremely necessary at the time,
not all passed. Each approved bond issue helped build or maintained
structures, and purchase needed equipment. Approved overrides provided
essential funding for programs and salaries for teachers and staff members.
Once again, the PUSD finds itself going to the local taxpayer for support.
Additional funding at this time is critical for students, teachers and programs.
The Arizona Legislature has not been helpful in keeping public school
spending up with inflation, or worse, with the needs of our children. Our
Legislature for various reasons has refused to provide adequate funding for
our schools statewide.
Prescott Unified officials have continually operated our District at yearly costs
below both the state and national averages. The children attending Prescott
Unified School District need your ongoing support. I strongly urge you to
support the bond issue and override.

Over the past 37 years I have worked with thousands of youth within the
Prescott Unified School District. As CEO of Yavapai Big Brothers Big Sisters
, I have a great deal of personal knowledge about our schools. Additionally,
my 3 children attended our schools and each received a quality education
which allowed them to go on to be successful as a Prescott fire fighter, a
surgical veterinarian and my youngest finishing her Masters Degree.
AS a CEO and Mother It is my responsibility to ensure that today’s children
get the same opportunity. Without quality teachers this can’t happen. If we
are not willing to pay these professionals a reasonable salary, our
community will lose our best, brightest and experienced teachers to other
communities who value education. We must realize that education and
economic development go hand in hand.
Last year alone 50 teaches had to be replaced - many being lured away with
better benefits, higher salaries and supportive community. Good schools are
the basis of good communities and good teachers are what make good
schools. It is the teacher who inspires our children to become great leaders
and productive member of our community.

The last vestige of “local control” left to local communities, it would seem, is
our local School District. And the last, best mechanism left to us to manage,
maintain and constantly improve our communities’ schools is the Override
and Bond election.
Rather than straining to manage scant resources tended to us by those in
Phoenix and Washington, the Override and Bond were composed by US:
priorities WE set for our kids, our teachers, the facilities they gather in, and
the quality and relevance of the curriculum and enhancement programs WE
construct.
Quality costs, and excellence costs a little more. There is no good time to
increase the tax burden, but if our time is squandered now, the inevitable
catch-up becomes prohibitively costly.
I am writing in support of passing both the school bond and override. I am
a 3rd generation Prescottonian and 1996 graduate of Prescott Public
schools, with roots that run deep in this community. After earning my
doctorate and gathering work experience, I returned to Prescott with a desire

can’t live within its own budget.
It’s time! Kathy and I are voting for both the 20 year bond for capital
improvements and the override for teacher salaries and M&O. Education is
local, right? We should take primary responsibility for the success of our kids
and the overall quality of education in the Prescott area. The state, reacting
to the economic downturn and declining enrollment, has reduced funding to
PUSD by 22% over the last 5 years. It’s time we turn it around and support
our teachers and counselors with raises and make needed improvements in
the school district infastructure. Let’s not get caught up with buzz phrases
like “education is broken”. They’ll truly be self-fulfilling prophecies if we don’t
do our part to break the cycle of underfunding. Please join us and vote in
favor of the bond and the override.
PUSD has approximately 25 to 30 under used or unused classrooms
because of the reduced enrollment over the last few years. With proper
management, this could provide an unused building that could be closed.
Closing a building would provide a significant savings; rented or leased it
could generate a good income stream, or if sold, reduce the funds needed
from the taxpayer.

Prescott Unified Schools es un distrito escolar desarrollado. Nuestras
escuelas llevan un promedio de 67 años de viejas, con dos llevando más de
100 años.
Las asignaciones actuales del presupuesto del Estado son inadecuadas
para proveer los fondos necesarios para cumplir con las necesidades de
capital del Distrito. En los últimos seis años pasados, el Distrito no ha
recibido más de $12,000,000 de fondos de renovación como indica la

¿Se le deberá permitir al Prescott Unified School District No. 1 del Condado
Yavapai, Arizona, emitir y vender bonos de obligación general en la suma
principal que no exceda $28,000,000 para proveer fondos para los

Los bonos llevarán interés a tasas que no excedan el diez por ciento (10%)
por año. El interés puede ser evidenciado por certificados distintos y se
pagará el día 1 de enero y el 1 de julio de cada año hasta que los bonos se
venzan. Los bonos, y cualesquier bonos emitidos para reembolsar los bonos
del Distrito, se pueden vender a precios que incluyen primas no mayores
que lo permitido por la ley. Los bonos se pueden reembolsar por la emisión
de bonos de reembolso de un promedio de vencimiento ponderado de
menos del 75% del promedio del vencimiento ponderado de los bonos que
serán reembolsados. Los bonos serán en las denominaciones de $5,000
cada uno o en múltiplos de $5,000 y se vencerán en el primer día de julio de
los años determinados por el consejo escolar del Distrito. Los bonos se
vencerán sobre un período de no menos de 1 año (o una porción de eso) o
más de 20 años a partir de su fecha de emisión. La emisión de estos bonos
resultará en una exacción anual de impuestos sobre la propiedad suficiente
para pagar por la deuda de los bonos.
Los mejoramientos de capital que se proponen pagarse a través de la
emisión de bonos excederán las normas del Estado y son además de los
fondos proporcionados por el Estado. El Prescott Unified School District
propone emitir los bonos de obligación general Clase B sumando
$28,000,000 para pagar por mejoramientos de capital además y mayor de

Ayuda de Impacto para un distrito escolar contenga un resumen ejecutivo
del plan de capital más reciente del distrito como se le presentó al Consejo
de Instalaciones Escolares de Arizona. El siguiente resumen ejecutivo

ARGUMENTOS A FAVOR
Escribo en apoyo de los propuestos bonos para apoyar el Prescott Unified
School District.
Como un obstétrico yo he alumbrado aproximadamente 175-200 bebes al año,
y muchos d estos niños van a asistir a la escuela en el Prescott School District.
Cada uno de estos recién nacidos merecen la mejor educación que les
podemos ofrecer. Dentro de los Bonos de PUSD se encuentran muchos
artículos necesarios para tener a nuestras escuelas no solamente más seguras
sino también artículos que facilitan el uso de técnicas de enseñanza del Siglo
21. Yo le urjo a los ciudadanos votar a favor de los bonos. Al invertir en el futuro
de nuestros niños vamos a invertir en Prescott.

Como defensor de la gente sin hogar y de la gente en pobreza, yo escribo en
apoyo de la Anulación del Presupuesto Bonos Escolares para mejorar nuestras
escuelas. La gente sin hogar y la falta de acceso a educación de calidad van a
la mano. Este año los Servicios de Alojamiento de la Área de Prescott anticipa
ofreciendo alojamiento de crisis a más de 40 familias sin hogar. La tasa de
pobreza de los niños es el 31.3% en Arizona según el último Censo.
Los estudios económicos indican que las escuelas de calidad y los programas
de infancia, especialmente aquellos que se concentran en los niños que viven
en la pobreza, exceden mucho más el rendimiento de los esfuerzos del
desarrollo económico. Según Nobel Laureate Economist James J. Heckman,
Ph.D., la demanda de servicios de aquellos luchando la pobreza se van a
reducir con los mejoramientos de nuestro sistema escolar.
Las inversiones en la alta calidad de educación hacen más que pagar
rendimiento significante para los niños; nuestros ciudadanos del futuro, también
son de beneficio para los contribuyentes de impuestos y fomentan la vitalidad
económica. Trabajando juntos para fomentar y mejorar la prosperidad a través
de la salud y educación de nuestros niños es imperativo.

Como maestros veteranos nosotros estábamos verdaderamente eufóricos de
ver que la anulación y los bonos se les presentarán a la comunidad. Por muchos
años el estado ha proveído insuficientes fondos para la educación pública
creando una situación rápidamente empeorándose de las escuelas, niños,
maestros, personal de Prescott y nuestra comunidad. Nuestros edificios y las
instalaciones se han envejecido, agotados y en necesidad de reparos extremos,
y la vida de todos los empleados del distrito se han puesto en riesgo. Por los
últimos 7 años pasados no se han aumentado los salarios. La situación
económica ha empeorado, combinado con la falta de financiamiento, ha forzado
reducciones y eliminaciones de los cuantos beneficios que recibe el personal.
Los aumentos de las tasas de contribución de jubilación y el costo de vivir en los
últimos años pasados se han reducido adicionalmente el sueldo neto de todos.
¡Estamos realizando salarios de menos dinero que hace 8 años! Prescott es un
gran lugar en cual enseñar y crear familias, pero este hecho flagrante ha
causado que mucha gente se muda a otras áreas. Este año pasado PUSD tuvo
que emplear más de 50 maestros para reemplazar aquellos que se fueron. Ha
llegado el tiempo de ponerle alto a este vacío cerebral de nuestras escuelas y
de la comunidad. La Asociación de Educación de Prescott apoya totalmente y
pide su apoyo en aprobar los Bonos y la Anulación.

He tenido el privilegio de ser presidente del comité que revisó la necesidad de
bonos y los mejoramientos enumerados de estos bonos. Durante este proceso
yo estado totalmente convencido que estos mejoramiento se deben de
considerar como una inversión esencial no solo para nuestros niños sino para
la comunidad. El estado constantemente ha reducido el financiamiento de las
escuelas K-12 que nos deja con la necesidad de tomar las riendas y cuidar de

públicas por la razón que tienen un plan de estudios sólido y ofrecen muchas
actividades extra curricular. Parte del financiamiento de los bonos ayudará en
fomentar nuestros programas atléticos actuales. Yo creo que es necesario
continuar mejorando nuestras actividades extra curricular para poder ofrecerles
a los estudiantes una educación completa.
Yo apoyo completamente el liderazgo de nuestro distrito y entiendo que serán
buenos administradores del financiamiento para regresar a nuestras escuelas

Yo he leído la propuesta de bonos y no puede acordar bastante con la
necesidad de su apoyo de las necesidades de inversión de sus escuelas
locales. Además, la anulación de programas y de los salarios de los maestros
son muy importante para el futuro de nuestros hijos. ¡¡Por estas razones esto
se tiene que aprobar!!
Gastos por Estudiante: El promedio de los gastos de los Estados Unidos por
estudiante de las escuelas públicas primarias y secundarias de la matrícula de
otoño fue $10,834. Los estados con gastos por estudiante: Nueva York
($18,616), Vermont ($18,571), New Jersey ($18,485), Alaska ($17,032), y
Rhode Island ($16,683).
Arizona ($6,683), Utah ($6,849), Nevada ($8,247), Oklahoma ($8,285), y Idaho
($8,323) tuvieron los gastos más bajos por estudiante (H-11)

Nosotros tenemos una obligación de ofrecerles a nuestros hijos los mejores
maestros, aulas y actividades extra curriculares que todos nosotros sabemos
que merecen. Nosotros sabemos que tenemos la obligación, espíritu y
generosidad de ayudar a nuestros estudiantes triunfar en sus esperanzas

aumentará el apoyo financiero de la educación de nuestros niños. La aprobación
ayudará en compensar el déficit de $1.4 billones del apoyo educacional que
PUSD ha sufrido en los últimos cinco años pasados.

ARGUMENTOS EN CONTRA
Los ciudadanos del comité de Impuestos, una organización 501c (4) organizada
en Prescott en 1979, recomienda un voto de NO por esta Cuestión de Bonos de
$28 Millones.
Aquellos que gastan el dinero de los contribuyentes de impuestos siempre se
puede depender de ellos de avanzar por muchas razones por la razón por la
cual se necesita urgentemente. Muy a menudo oímos de la gente que
actualmente pagan por la cuenta. Esa persona iba ser USTED, co ciudadanos
y contribuyentes de impuestos.
Por la razón de que el estado enfrenta problemas presupuestarios, esto no es
una excusa. ¡Cuando no ha tenido el estado problemas presupuestarios! PUSD
debía de comenzar a enseñarles a nuestros hijos como convertirse en adultos,
por ejemplo, y vivir dentro de sus presupuestos igual que nosotros los
contribuyentes de impuestos.

ANULACIÓN DE MANTENIMIENTO Y OPERACIÓN DE 10%
SECCIÓN DEL FOLLETO
CTC cree que los bonos se deben derrotar por la razón de que 1) la fecha
escogida esta en error, y 2) el plan de gastos esta imperfecto.
La fecha escogida esta en error por la razón de que los bonos de hace 10 años
no se han pagado. Según la información proporcionada por PUSD permanece
algo de $7.3 millones de servicio de deuda pendiente para el año fiscal
2013/2014 hasta 2015/2016. La emisión de bonos nuevos en estas
circunstancias es como pagando por completo una tarjeta de crédito vieja con
una nueva.
El plan de gastos esta imperfecto por la razón de que 1) muy poco de las metas
de gastos se dirige a las aulas donde verdaderamente se necesitan. 2)
demasiado de los gastos compran activos con 5 a 7 años de vida útil, con 20
años de reembolso de la deuda.

UNA DECLARACIÓN EN CUANTO LA RAZÓN POR LA CUAL SE HA
CONVOCADO LA ELECCIÓN DE ANULACIÓN DEL PRESUPUESTO
DE MANTENIMIENTO Y OPERACIÓN DEL 10%
El Consejo Escolar del Distrito ha convocado una elección especial de
anulación del presupuesto que se celebrará el 5 de noviembre de 2013 para
solicitar autorización de los votantes de exceder el Presupuesto de
Mantenimiento y Operación por 10% del límite de control de ingresos para
pagar por programas existentes, dicha anulación del presupuesto estará en
vigor por un período de siete años. El aumento autorizado por esta elección
se pagará de una exacción de impuestos sobre la propiedad sujeta a
impuestos dentro del Distrito.
La cantidad de la anulación total del presupuesto de 10% para el primer año
de la anulación se calcula a ser $2,331,884 y se pagará en ese año por una
calculada tasa de impuestos de $0.33 por $100 de valuación tasada que se
usa para impuestos secundarios sobre la propiedad. En los años futuros la
cantidad del aumento será como estipulado por la ley.

Simplemente diga NO.
Bonos: PUSD culpa de la legislatura de Arizona por reduciendo el
financiamiento de Capital. ¿Usted cree que esa parte del impuesto del Estado
se ha reducido? ¡NO! ¿Qué PUSD no tiene los maestros y la unión del consejo
escolar para presionar la legislatura? ¿Se deberían castigar los dueños de
propiedad y de negocios por este juego de adivinanzas? ¡NO!
Otra excusa, “se ha reducido el financiamiento de renovar edificios.” Verdad,
Students First era una fuente nueva de establecida debido a un juicio, con la
intención desde el comienzo hasta el fin, PUSD lo sabía, debía de haber
planeado sabiendo esto. Pero NO, hoy es una excusa.
El sistema actual de localizar Zonar es de cuatro generaciones viejo, y 22 de los
39 de las unidades se compraron hace cinco años pasados, cuando la deuda
de diez años, para tecnología que será antigua en 5 – 7 años. Diesel no esta de
moda, así que todo es de gasolina.
Estos Bonos de $28 Millones de 20 años costará un total de $45.5 Millones.
Tarea: Es su deseo que nuestros hijos reciban esta deuda, además de la deuda
nacional oficial de $17 TRILLONES (no oficial deuda total de $200 Trillones)?
Indiquele al sistema educacional administrad por el gobierno que le ponga alto
a este préstamo insostenible colocandonos más en deuda.
El calculado costo a un dueño de una casa con un valor total de $185,000
(el promedio del valor de una casa en el Distrito) sería aproximadamente
$61 por año.
En el primer año de la anulación, los fondos de la anulación propuesta
($2,331,884) se anticipa usarse para:

¿Deberá el Consejo Escolar de Prescott Unified School District No. 1 del
Condado Yavapai, Arizona adoptar un Presupuesto de Mantenimiento y
Operación que incluye una cantidad que excede el límite de control de
ingresos especificado por ley por diez por ciento para el año fiscal 20142015 y por seis años subsiguientes como se describe abajo?
La cantidad del propuesto aumento del propuesto presupuesto mayor que
el presupuesto alternativo para el año fiscal 2014-2015 se calcula a ser
$2,331,884. En los años fiscales 2014-2015 hasta 2018-2019 la cantidad del
propuesto aumento será el diez por ciento del límite de control de ingresos

Este año pasado (2012/13) PUSD perdió 50+ maestros. Sobre los últimos
tres años pasados más de un tercio de nuestros maestros y personal han
renunciado. ¿Por qué? He aquí las palabras de una entrevista que yo
conducía con un maestro de la escuela mediana de Prescott quien
recientemente renunció su cargo de enseñanza.
“Me encanta la enseñanza, pero me encuentro trabajando días muy largos,
tardes y fines semana con recursos anticuados. Todos enfrentamos
cantidades de trabajo aumentados, más responsabilidades, morale
disminuido debido a que las escuelas no podían emplear personal
necesario. Y luego existía un programa de salarios congelados. Ahora
trabajo trabajos de jornada temporal que pagan más de lo que ganaba
enseñando. Y disfruto de mis tardes y fines de semana. Prefiero enseñar
pero no esta a mi alcance. Yo merezco mejor por lo duro que he trabajado.”
Esta correcta. Ella merece mejor. Y también nuestros niños. Tenemos que
enviar un mensaje claro a nuestros maestros, personal y a los estudiantes
que nosotros como una comunidad, nos preocupamos por ellos. Ellos
merecen y necesitan nuestro apoyo. Tenemos que aprobar las medidas de

anulación se describe mejor como un apoyo financiero de la comunidad

materiales, capacitación de tecnología, libros y otros costos de operación.

Sobre los últimos cinco años pasados el Estado de Arizona ha reducido
bruscamente el financiamiento asignado a los distritos individuales. La

Presentemente, los salarios de los maestros de Prescott Unified School
District se encuentran menos que los de otros distritos, menos del promedio
del estado y mucho menos del promedio nacional. El resultado es que
estamos perdiendo una cantidad sin precedente de maestros capacitados
a otros distritos y profesiones. Se le tiene que poner alto a esto. El proveerle
una educación de calidad a todos nuestros jóvenes le ayuda a la comunidad

Durante los últimos 37 años pasados yo he trabajado con miles de jóvenes
dentro del Prescott Unified School District. Como CEO de Yavapai Big
Brothers Big Sisters, yo tengo una gran cantidad de conocimiento personal
de nuestras escuelas. Adicionalmente, mis 3 niños asistieron nuestras
escuelas y cada uno recibieron un educación de calidad que les permitió
tener éxito como bombero de Prescott, un veterinario quirúrgico y mi más
joven terminando su Licenciatura de Maestría.
Durante los años yo he estado involucrado en varios consejos escolares y
elecciones de anulación incluyendo PUSD, HUSD y el financiamiento del
JTED Program. A pesar del hecho de que todas esta cuestiones eran
sumamente importantes al tiempo, no todas se aprobaron. Cada cuestión
de bonos aprobada ayudo construir o mantener estructuras, y comprar
equipo necesario. Anulaciones aprobadas proveyeron financiamiento
esencial para programas y salarios de los maestro y miembros del personal.
Como CEO y madre es mi responsabilidad de asegurar que los niños de hoy
reciban la misma oportunidad. Sin maestros de calidad esto no puede pasar.
Si no estamos dispuestos en pagar por estos profesionales a un salario

Tenemos que comprender aque la educación y el desarrollo económico van
juntos.
De nuevo el PUSD se encuentra pidiendole al contribuyente de impuestos
local su apoyo. Financiamiento adicional en este momento es crítico para
los estudiantes, maestros y programas.
Solamente el año pasado 50 maestros se tuvieron que reemplazar - muchos
atraídos por mejores beneficios, salarios más altos y comunidades que los
apoyan. Las buenas escuelas son la base de buenas comunidades y los
buenos maestros son lo que hacen buenas escuelas. Son los maestros los
que inspiran nuestros niños convertirse en grandes líderes y miembros
productivos de nuestra comunidad.

El último vestigio del “control local” que les queda a las comunidades
locales, parece, es nuestro Distrito Escolar local. Y lo último, mejor
mecanismo que nos permite administrar, mantener y constantemente
mejorar nuestras escuelas es la elección de Anulación y de Bonos.
En lugar de esforzar para administrar pocos recursos asignados a nosotros
por aquellos en Phoenix y Washington, la Anulación y los Bonos se
formaron por NOSOTROS prioridades NOSOTROS fijamos para nuestros
hijos, nuestros maestros, las instalaciones en cuales se reúnen, y la calidad
y relevancia del plan de estudios y el fomentar de programas que
NOSOTROS construimos.
La calidad cuesta, y la excelencia cuesta un poco más. No existe un buen
tiempo para aumentar la carga de impuestos, pero si hoy gastamos nuestro
tiempo, el inevitable poner al día se convierte en impedidamente costoso.

PUNTO DE COMIENZO y al rincón al Noreste de esta parcela, también
siendo en la línea central de Home Street abandonada;
De ahí continuando en una dirección al Sur y en un ángulo a la derecha a
la línea central de dicha Home Street por una distancia de 25.0 pies al
rincón al Sureste de esta parcela y también siendo un punto en la línea de
la servidumbre de paso al Sur de dicha Home Street;

boleta, colóquela en el sobre de encubrimiento naranjado, coloque el sobre

de afidávit verde, selle el sobre, y envíelo por correo. Para su convenencia
el sobre de regreso tiene la dirección de regreso y el franqueo de regreso
se ha pagado. Tiene que enviarlo por correo con bastante tiempo para que
se le entregue al Registro de Votantes del Condado Yavapai. Si no desea
enviar su boleta por correo, la puede entregar en persona al auto-buzón
para boletas de 24 horas disponible de la Oficina de Registro de Votantes
del Condado Yavapai, 1015 Fair Street. TODAS LAS BOLETAS SE
